CALL TO ORDER The Special Meeting of the City Council of the City of Des Plaines, Illinois, was called to
order by Mayor Goczkowski at 6:05 p.m. in the Eleanor Rohrbach Memorial Council
Chambers, Des Plaines Civic Center on Wednesday, October 16, 2024.
ROLL CALL Roll call indicated the following Aldermen present: Lysakowski, Oskerka, Sayad, Walsten,
Smith, Charewicz. Absent: Moylan, Brookman. A quorum was present.

The prayer and the Pledge of Allegiance to the Flag of the United States of America were
offered by Mayor Goczkowski.
ALDERMAN SAYAD DECLARED THAT THE CITY COUNCIL WAS NOW
RESOLVED INTO A COMMITTEE OF THE WHOLE
FINANCE COMMITTEE — Alderman Sayad, Chair
Chairman Sayad gave an introduction to the second half of the 2024 Proposed City Budget.
J,IBRARY Des Plaines Library Assistant Director Laurie Papadourakis spoke on behalf of the library.
Council Request: None
OVERHEAD Des Plaines History Center Executive Director Kurt Begalka spoke on behalf of the history
center.
Moved by Walsten, seconded by Oskerka, to Approve the Des Plaines History Center request
of $75,000.00.
Upon roll call, the vote was:
AYES: 6 - Lysakowski, Oskerka, Sayad,
Walsten, Smith, Charewicz
NAYS: 0 - None
ABSENT: 2 - Moylan, Brookman

FACILITIES Mayor Goczkowski requested to reallocate the funds in the request for a Civic Center parking
REPLACEMENT deck, while moving forward with the $500,000.00 for professional services; having the
$5,000,000.00 for flexible use for other downtown redevelopment plans. He further inquired
if a vote would be needed for a reallocation.
City Manager Wisniewski stated that a vote is not needed, with consensus of the City Council
the line item could be updated from Civic Center parking deck to downtown redevelopment.
Mayor Goczkowski stated that another issue that has been brought to his attention from
Go Green Des Plaines is the possibility of updating the City's sustainability plan. He stated
he would like the City to allocate $150,000.00 for the update of the sustainability plan.
City Manager Wisniewski stated it is her recommendation to add that to public works
administration under professional services.
Moved by Walsten, seconded by Oskerka, to Approve $150,000.00 for the update of the
Sustainability Plan.
