PREF-ANNEXATION HEARING
Chicago & Northwestern Coach
Yard Property
Mayor Behrel called the Public Hearing before the corporate authorities
of the City of Iles Plaines on a proposed written pre -annexation agreement
between the City of Des Plaines and the Chicago and Northwestern Railway
Company, at 7:55 P.M., in the City Council chambers. The City Clerk
read the Legal Notice as published. Alderman Bolek questioned the
tunneling underneath the tailroad tracks and Alderman Bonaguidi questioned
the cost to the City of hes Plaines for the improvements to be made
by the City as set forth in the agreement. Present at the hearing
was!Mr. William Knight from the Chicago and Northwestern Railway Co.
There were no citizens wishing to be heard and the hearing concluded
at $ :10 P.M.

There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by Alderman
Rateike, to approve the Minutes of the regular meeting
of November 20, 1967, as published. Motion declared

REPORTS OF CITY The Clerk submitted the following reports which were
OFF CIALS: placed on file: City Comptroller's report of Sewer
Construction Fund; Building Commissioner's report for
Month of November; Report of health Department for
November, 1967;
Financial Report City Comptroller Blietz reported that upon review of
the financial requirements of the City for the proposed
196$ budget, the requests total $$305,000 more than anticipated revenue.
Comptroller Blietz recommended the following to eliminate the deficit:
• Sale of the garage property at 1856 Miner Street; increase in service
charge for garbage pickup to $$2.50 per month effective October 1, 1968;
increase in vehicle licenses to p10 without discount for under 35 horse-
power and $$20 for over 35 horsepower; increase in ordinance fines;
tobacco vending machine business licenses, and liquor licenses. Ile
further stated that the outlook for property taxes is art increase in 1968
property tax bills and a considerable increase in 1969 tax bills. The
following increases will have to be provided: Pensions, $$90,439; Fire,
$$81$780; Street Lighting, $,5,000. He reported that this amount when
added to the General Corporate Fund may result in art increase in the tax
rate from an estimated .726 for 1967 to a rate quite likely in excess of
.800 for 1968, and this rate as compared to the 1965 rate of .532 is an
increase of 500.
Traffic Count City Engineer Fletcher reported that the traffic count
Third & Rand Rd. taken at the intersection of Third and Rand Roads falls
Fifth & Rand Rd. short of the State's requirement for signalization;
however, the count taken with a mechanized device at
the intersection of Fifth Ave. and Rand Road shows an
increase, but would require the count to be taken by an aepresentative
of this office. It was moved by Alderman Bonaguidi, seconded by Alderman
Michaels to authorize City Engineer Fletcher to secure a traffic count
at the intersection of Fifth Avenue and Rand Road and refer the matter
of combining traffic count at both intersections for submission to the
State to the City Engineer for negotiation. On roll call, the vote was:

CitX Attorney's City Attorney DiLeonardi reported the following:
Report _ Condemnation suit on property located at 819 Graceland
Avenue is set for trial December 11th; however, upon
investigation by the appraiser of the inside of the house located on the
property, a meeting has been set with the property owners prior to date
set for trial. The hand Rd- Central zoning case is set for trial December
18th and the Church of the Piaster trustees have consented to join the City
of b es Plaines and petition has been filed in the City's behalf.
Sanitary District City Attorney DiLeonardi reported that the Sanitary
Suit_ District suit will be argued December 21st, as the
attorney's for the District did not agree to another
continuance. Mayor Behrel reported that preliminary plans for the
Disposal Plant to he located on the District's property at Oakton and
Elmhurst Roads should have been received from the District's architect
today and that same would be made available to the City for review some
time next week. After considerable discussion and review of the history
of said suit pending, it was moved by Alderman Bolek, seconded by Alderman
Michaels, to authorize the City Attorney to'file a Taxpayers suit against
the ,Sanitary District to attacA the purchase of the property on the basis
that to use the property the District would violate the Des Plaines zoning
ordinance. On roll call, the vote was:

Flag at half It was moved by Alderman Shillington, seconded by
Mast - Sengstock Alderman Figard, that all City flags be flown at
half-mast on January 8th of each year, the anniversary
of the death'of Judge Albert L. Sengstock. Alderman
Rateike raised the question of the Code of Ethics for flying the flag.
Motion was withdrawn until the Code of Ethics could be explored.
Traffic Lights The possibility of making right terns on a red light
In ersections at intersections in the downtown area, similar to
the intersection at Lee and Ellinwood was referred
to the Traffic Commission for study and report.
Traffic Lights The possibility of left-turn signals at the intersection
Lee & Algonquin of Lee and Algonquin was referred to the City Engineer
to communicate with the State highway Department.

water tap-on subject to receiving approval from the
City of Chicago. After discussion, it was moved by
Alderman Szabo, seconded by Alderman Prickett to defer action on the motion
in order to investigate the possible annexation of the 75 ft. property
adjIacent to Mr. Joseph's property owned by Public Service Co. Alderman
Figard withdrew the motion to grant water tap-on.

It was moved by Alderman Szabo, seconded by Alderman
R ateike, to approve the sign request of Burger Chef
for a pedestal type sign approximately 26 feet in height,
and authorize the Building Commissioner to issue the
necessary permit. notion declared Carried.
The letter from Attorney Martin F. Brodkin for Messrs.
Edward and halter Williams for a liquor license for
proposed building at Elmhurst Road south of Dempster
Road was referred to the License health and Inspection
Committee for study and report.
