CALL TO ORDER: The regular meeting of the City Council of the City
Des Plaines was called to order by Jr. Mayor Judy
Nitzsche at 8 P.M. The meeting opened with a prayer
by Jr. City Clerk Philip Doyle, followed by the pledge of allegiance to
flag,
ROLL CALL: Roll Call indicated the following aldermen present:
Prickett, Wright, Leer, Figard, ITinde, Czubakowski,
Vagner, Swanson, Thomas, Bonaguidi, Shillington,
Michaels, Itateike, Szabo, Alderrien Bolek and Seitz
arrived a few minutes after roll call.

There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by Alderman
Rateike, to approve the Minutes of the regular meeting
of November 6, 1967, as published. Motion declared
carried.
OI'EN BIDS: It was moved by Alderman Wagner, seconded by ,Alderrsan
Salt Spreader Swanson, to open bids received for the salt spreader.
Motion declared carried and the following were received:

It was moved by Alderman Wright, seconded by Alderman Prickett, to refer
said bids to the Streets and Traffic and Finance Committees -in(] Commissioner
of Public Works for study and report. Motion declared Carried.
!'EPO},TS OF Placed on file was the report of City Comptroller on
CITYOFFICIALS: appropriation expenditures thru October 31, 1967.
Sales Tax City Comptroller Rlietz reported that �64,802.12 Munici-
pal Tax has been reported and collected for the City
for the mouth of August, $4,193.95 of which is the
Municipal Service Occupation Tax collected held in
Protest because of pending litigation. This amount
represents an increase of 47% without Service Occupation
Tax and an increase of 57% including Service Occupation
Tax.
Blue -Cross- Jr. City Comptroller Carol Mielke reported that Blue
Blue Shield Cross-i;lue Shield have reviewed the experience of
the City's group and find that it is possible to main-
tain'the current premium rate for the coming year. They also advised
us that we are entitled to a refund of $3,457.39 - this refund will be
applied to the 1968 premium. The refunds when added to benefits paid
to m�mbers of the group amount to approximately a 90% return of the
¢?'127I, 134.63 in premiums paid for the period Pebriiary 21, 1964 to June 21,
1967.,
Police Pleport Jr. Marshall of Police James Krafthefer reported that
1,008 calls for service had been received from November
19 1967 to November 19, 1967 - 66 were burglarly,
robbery or theft and 145 traffic accidents.
Fire'Pept. Jr. Fire Marshall William Adair reported that several
firemen attended the two -clay seminar for Fire Training
held in Mundelein during the month of November.
City, Engineer Jr. City Engineer Thomas Weinzierl reported as follows:
Section 8 of the storm sewer program is 80�o completed;
Section 9 of the storm sewer program is now 25"/o completed and progress
in this section is very good. Section 11 is held up awaiting relocation

of the poles by Commonwealth Edison Co. The poles are now being moved
and construction should resume very soon. A considerable portion of
our time is being spent on plans for the Orchard Place Street Improvements.
A traffic count was taken at !land load and Third Avenue. It is my opinion
that the traffic count does riot meet with the requirements as set forth
in the State Manual of Uniform Traffic Control Devices. I have asked
the Police Department for a traffic accident report, and as soon as I
have received it, I will submit it, along with the traffic count, to the
State to ask for their approval. I hope that the traffic count plus the
accident report will justify traffic lights.
Lee St. Jr. City Attorney Marcie Ussery reported that the
Lighting Board of Local Improvements has passed a resolution
recommending that the City Council pass an ordinance
calling for Special Assessment #159 - Lee Street Lighting,
and authorizi.ng the City Attorney to prepare draft of said ordinance.
Further - a memo of recent legislation passed has been submitted to all
alderr-ren and city officials.
Food Classes Jr. Health Director Mike Steinken reported that Health
Inspector Weiderran recently conducted classes at Maine
East, West, arid South in Food Occupation which is
connected with the Cooperative Education }grogram of the high schools.
Voter Registration Jr.. City Clerk Philip Doyle reported that voter regis-
tration ovens in i;lie Clerk's office November 21st thru
January 16, 1968.
Leaf 'Collection Jr. Corrmi.ssioner of Public Works Glenn Fverrson reported
that the leaf collection machines have covered the
City three times and will finish rip this project this next time around.
This program has been well accepted by the general public, many people
have 'taken the time to call and state how pleased they are with this service.
Further reported that as of Noveriber 11, 1967, Bishop Tree _Service has
removed 153 Diseased Elm Trees fr.ori the parkways or other city properties
and the records show that property owners have removed 105 diseased Elm
trees from private property as of November 20, 1967.
Committee Jr. Fifth Ward Alderman Diane Giarrke announced a
Meeting meeting of the Municipal Development Committee for
Monday, November 27th at 7:30 P.M.
Petition of it was moved by Alderman 11ri.ckett, seconded by Aderman
Annexation 1,'agner, to concur with P urOcipal Development Committee's
Elmira Street recommendation to authorize the City Attorney to prepare
the necessary ordinance arid the City Engineer to prepare
the flat of Annexation to grant petition for annexation of several lots
in Douglas Manor Subdivision commonly known as 7312, 7313, 7320, arid 7316
Elmira Street. Motion declared _Carried.
Petition of It was moved by Alderman Swanson, seconded by Alderman
Annexation Vagner, to concur with Muncipal Development Committee's
7404 Elmira St. recommendation to grant petition of annexation of
property located at 7404 ;lrrira Street and authorize
the (pity Attorney to prepare the necessary ordinance end the City Engineer
to prepare the Plat of Annexation. Motion declared carried.
ZONING CASE It was moved by Alderman Swanson, seconded by Alderman
67-4"'-R Ilateike, to concur with Municipal Development Committee's
900 to 940 Center recommendation to grant rezoning petition in Case 67-45-R
on property located at 900 to 940 Center Street from
C-2 to R-5 and authorize the City Attorney to draft
the necessary rezoning ordinance. Motion declared carried.
340 S. Mt. It was moved by Alderman Prickett, seconders by Alderman
Prospect Rd. Tyromas, to concur with Municipal Development Committee's
recommendation to authorize the Mayor and City Clerk
to execute Plat of Subdivision of lots located at 340 S. Mt. Prospect Road,
after deposit of necessary cash or bond for improver'en.ts. It was moved
by A;1derman Shillington, seconded by Alderman hinde, to table motion.

ZONING CASE It was moved by Alderman Swanson, seconded by Alderman
67-38-R Prickett, to concur with Municipal Development Committee's
C & N41 Railroad recommendation to accept the report of the Zoning
Coach Yard Board in case 67-38-R on the Chicago and Northwestern
Railway Coach Yard property and keep on file until
after the pre -annexation hearing has been held and to authorize the City
Attorney to prepare the necessary rezoning and annexation ordinances.
Motion declared carried.
ZONING CASE It was moved by Alderman Swanson, seconded by Alderman
67-434t Prickett, to concur with Municipal Development Committee's
2301S. Mt. Prospect recommendation to concur with Zoning hoard in Case
Rd. 67-43 Fv on property located at 2301 S. Mt. Prospect
Road and authorize the City Attorney to draft the
necessary rezoning upon annexation and annexation ordinances. Motion
declared carried.
ZONING CASE_ It was moved by Alderman Swanson, seconded by Alderman
67-464t - Prickett, to concur with municipal Development Com -
N. E Corner nittee's recommendation to concur with hes Plaines
Algonquin & Wolf Zoning Board of Appeals reconnendation to grant
petition to rezoning property located at the northeast
corner of Algonquin and Wolf Roads from R-2 to C-1 and authorize the City
Attorney to draft the necessary rezoning ordinance. Motion declared carried.
Progress Re{port Jr. First Ward Alderman John Beystehner reported that
Conflagration the Fire Committee is continuing to study proposed
amendments to the Conflagration District ordinance
and recommends passage of Ordinance Z-31-67 on second
reading at this meeting.

PRE --ANNEXATION HEARING

Yard Property
Mayor Behrel called the Public Hearing before the corporate authorities
of the City of Des Plaines on a proposed written pre -annexation agreement
between the City of Des Plaines and the Chicago and Northwestern Railway
Company, at 7:55 P.M., in the City Council chambers. The City Clerk
read the Legal Notice as published. Alderman Bolek questioned the
tunneling underneath the tailroad tracks and Alderiian Bonaguidi questioned
the cost to the City of Des Plaines for the improvements to be made
by the City as set forth in the agreement. Present at the hearing
waO Mr. William Knight from the Chicago and Northwestern Railway Co.
There were no citizens wishing to be heard and the hearing concluded
at $ : 10 P.M.

CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert H.
Behrel at 8:12 P.M. The meeting opened with a prayer
by Father Fassbinder of St. Emily's Church, followed by the pledge of
allegiance to the flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Prickett, Wright, Leer, Figard, Iiinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi, Shillington,
Michaels, Rateike, Szabo.
Absent was Alderman Seitz.
Present also were: City Comptroller Blietz, Police Marshall Kennicott,
Police Captain Hintz, Fire Captain Haag, Building Commissioner Schuepfer,
Assistant Commissioner of Public Works Schwab, City Engineer Fletcher,
Civil Defense Director Arthur, and City Attorney DiLeonardi.
Theme being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by Alderman
Rat6ike, to approve the Minutes of the regular meeting
of November 20, 1967, as published. Motion declared
Carried.
