MONDAY, NOVEMBER 6, 1967
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert Il.
Behrel at 8:10 P.M. The meeting opened with a prayer
by Father McCarthy of St. Zachary's church, followed by the pledge of
allegiance to the flag.
ROLL CALL; Roll Call indicated the following aldermen present:
Prickett, Vr. ght, Bolek, Leer, Figard, Ilinde, Czubakowski,
Wagner, Swanson, Thomas, Seitz, Shillington, Michaels
Rateike, Szabo. Absent was Alderman Bonaguidi.
Present also were: City Comptroller Blietz, Police Marshall Kennicott,
Police Captain Mintz, Fire Marshall Arndt, Building Commissioner Schuepfer,
Commissioner of Public Iforks, Warnicke, Asst. Conmissioner of Public Works
Schw4b, City Engineer Fletcher, arid City Attorney DiLeorrardi.
There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Figard, seconded by Alderman
Prickett, to approve the Minutes of the regular meeting
of October 161, 1967 and the adjourned meeting of October
239 1967, as published. Corrections were made as follows: October 16 -
page 'three, paragraph 9 - change 1825 to 825; page three, paragraph 2,
change C-3 Regional Shopping Center District to C-2 Commercial District.
After corrections, motion declared carried.
OPEN BIDS: It was moved by Alderman Bolek, seconded by Alderman
Real Estate.- Thomas not to open bid received for City owned real
Mt. Prospect & estate at the corner of Mt. Prospect and Thacker and
Thacker_ _ readvertise for bids with corrected legal description.
Motion declared Carried.
Demolition of It was moved by Alderman Shillington, seconded by Alderman
825,Graceland Prickett, to open bids received for the demolition of the
House located at 825 Graceland Avenue. Motion declared
carried $tad the following bids were received:

McKay Contractors, Inc. $ti19790.00
It was moved by Alderman Shillington, seconded by Alderman Seitz, to refer
said bids to the Building and Grounds and Finance Committees, and City
Engineer for study and report. Motion declared Carried.
REPORTS OF _ City Clerk submitted the following reports to be placed
CITX OFFICIALS on file: Building Department for October; human Relations
Commission Minutes; City Comptroller's report on the
1964 Water Construction Account and Statement of Cash
Receipts from January 1st to October 31st.
Traffic Survey It was moved by Alderman Seitz, seconded by Alderman
Hand & Third Figard, to authorize the City Engineer to conduct a
traffic survey at the intersection of Rand arid Third
for the purposes of traffic signalization. Motion
declared carried.
Cove ants - Alderrian Vagner questioned the compliance with covenants
K -M rt on the K -Mart property located at Oakton and Lee Streeets.
Building Commissioner Schuepfer was authorized to investi-
gate the five foot planting strip and meet with the City
Attorney to determine if any action is necessary.
Water Commissioner of Public Yorks Warnicke reported that
steps are being taken to solve the taste and smell of
the water problem which originated last week. Ile further
reported that the problem has been partially solved and
that the water tests taken today whowed no signs of
taste or smell.

COMMjTTEE REPORTS: Alderman Swanson, Chairman, set a meeting of the Munici-
Committee Meeting pal Development Committee for Monday, November 13th
at 7:30 P.M.
Refrigeration - It was moved by Alderman Bolek, seconded by Alderman
Vending Trucks Ilinde, to concur with License, health and Inspection
Committee's recommendation to authorize the City
Attorney to draft the necessary ordinance requiring Mobile food and/or
drink service vehicles transporting food requiring refrigeration to install
mechanical refrigeration equipment therein before May 1, 1968. Motion
declared carried.
CATV Franchise It was moved by Alderman Bolek, seconded by Alderman
Lerner Linde, to concur with I.,icense, health and Inspection
Committee's recommendation to deify the request of
Lerner Communications for a CATV franchise and authorize
the City Clerk to write informing them they will be
contacted when and if the City Council will be con-
sidering the granting of a CATV franchise. notion
declared carried.
K & R Delivery It was moved by Alderman Bolek, seconded by Alderman
Service Ilinde, to concur with License, health and Inspection
Committee's recommendation for no change in vehicle
license fees at this time and authorize the City Clerk
to write K & R Delivery Service expressing the Council's
position. Motion declared carried.
Liquor License
It was moved by Alderman Bolek, seconded by Alderman
Denied
Prickett, to concur with License, Vealth and Inspection
Millionaires Club
Committee's recomriendation to deny the liquor license
request of the Millionaires Club to be located in the
vicinity of Oakton and Lee Streets. notion declared
carried.
Liquor License
It was moved by Alderman Bolek, seconded by Alderman
Lum s of Florida
Ilinde, to concur with License, health and Inspection
Committee's recommendation to increase Class E liquor
licenses by one to be granted to Lum's of Florida to
be located 150 feet from the southeast corner of Elm-
hurst Road and authorize the City Attorney to draft
the necessary amendment to the ordinance to be held
on First Reading until a Building permit is issued.
On roll call, the vote was:

Figard, Ilinde, Czubakowski, Wagner,
Swanson, Seitz, Rateike, Szabo, Mayor.

First Reading
It was moved by Alderman Rateike, seconded by Alderman
Ordinances -
Prickett, to refer to the License, health and Inspection
liquor licenses
Committee the two ordinances held on First Reading for
liquor licenses to Holiday Irin and Jet Snack Shop for
study and report. Further to authorize the City Attorney
to write a legal opinion re liquor license issued to
Mandas for which fee has been paid each year - this
matter also referred to the License, I[ealth and In-
spection Committee for study and report. Motion
declared Carried.
Sycamore St. &
Prospect Ave.
It was moved by Alderman Leer, seconded by Alderman Ilinde
to concur with Streets and Traffic Committee and Traffic
Commission's recommendation to remove all parking restric-
tions on Sycamore Street and Prospect Avenue. Motion
declared carried.

Speed Limit It was moved by Alderman Leer, seconded by Alderman
Crag Manor Swanson, to concur with Streets and Traffic Committee
and Traffic Commission's recommendation not to post
speed limit signs within Craig Manor. Motion declared
Carried. Aldermen Seitz, Michaels and Thomas voted No.
4 -way stop It was moved by Alderman Leer, seconded by Alderman
Maple & Morse Rateike, to concur with Streets and Traffic Committee and
Traffic Commission's recommendation that a four-way stop
sign be erected at the intersection of Maple and Morse,
and authorize the City Attorney to draft the necessary
amendatory ordinance. notion declaredcarried.
Tra`'fic Study Referred to the Police Chief was a traffic study of
Maple .from Touhy Maple Street from Tonhy Avenue to Pratt Avenue, after

stop signs - Alderman Leer, Chairman, reported that the Streets and
Maple Street Traffic Committee and Traffic Commission believe no
stop signs are necessary at other intersections along
Maple Street. No action taken.
Public hearing Alderman Leer set a meeting of Streets and Traffic
One -Way Streets Committee with Mr. Pletcher and Mr. Warni.cke for 7 P.M.
Wednesday, November 15th, and set a public hearing
for Wednesday, NNovember. 15th at 8 P.M. for one way
streets from Ashland Avenue to Lincoln St. and from
Center to River Road.
Trarfic Control It was moved by Alderman Leer, seconded by Alderman
Craig & Pratt Swanson, to concur with Streets and Traffic Comtiittee's
recommendation to control traffic at the intersection
of Craig and Pratt - Pratt to yield to Craig and author-
ize the City Attorney to draft the amendatory ordinance.
Motion declared Carried.
Speed Limit Study Referred to the Police Department was a speed limit
Dover Lane study of traffic on Dover Lane.
Advertise for Rids It was moved by Alderman Leer, seconded by Alderman
Salt Spreader IIinde, to advertise for bids returnable November 20,
1967 for a salt spreader - specifications to be drawn
by the Corlmissioner of Public Works. notion declared
Carried.
WaterPlant It was moved by Alderman Figard, seconded by Alderman
Res oration Wagner, to purchase necessary sand and gravel from
the Northern Gravel Company of Muscatine, Iowa, for
the restoration of the old water softening plant, at
an estimated cost of $1,643.70. On roll call the
vote was:
AYES: - 16 - Alderman Prickett, Yright, Bolek, Leer,
Figard, hinde, Czubakowski, Wagner,

Rezone duplex It was moved by Alderman Szabo, secorided by Alderman
area - Beau Dr. Shillington, to concur with Building Control and Inspec-
tion Committee's recommendation to authorize the City
Attorney to petition the Zoning Board to rezone property
in the duplex area south of Thacker on Beau Drive to
R-3 Multiple Family District. Motion declared carried,
Deny sign request It was moved by Alderman Szabo, seconded by Alderman
Simoiz Auto Thomas, to concur with Building Control and Inspection
Committee's recommendation to deny the sign request
of Simoniz Auto Service System, Inc. for a 35 foot
sign and request the Building Commissioner to request
that the sign be 25 feet in height. Motion declared

Apprve sign - It was moved by Alderman Szabo, seconded by Alderman
Simo iz Auto Thomas, to concur with Building Control and Inspection
Service System,Inc. Committee's recommendation to approve the sign request
of Simoniz Actto Service System, Inc. for a center pole
plexiglass sign 14 feet in height, and`authorite the
Building Commissioner to issue the necessary permit.
Motion declared carried.
Approve Sign It was moved by Alderman Szabo, seconded by Alderman
Simoniz _ Rateike, to concur with Building Control and Inspection
Committee's recommendation to approve the sign request
of Simoniz Auto Service Systems, Inc. for a center
pole plexiglass sign totaling 19 feet in height to be
located on Elmhurst Road facing west and authorize the
Building commissioner to issue the necessary permit.
Motion declared carried.
Approve sign It was moved by Alderman Szabo, seconded by Alderman
Federal Pacific Thomas, to concur with Building Control and Inspection
Electric Co. Committee's recommendation to approve the sign request
of Federal Pacific Electric Co. located at 1701 Birch-
wood and authorize the Building Commissioner to issue
the, necessary permit per application. Motion declared
carried.
Approve Sign It was moved by Alderman Szabo, seconded by Alderman
Clark Oil Co. Wagner, to concur with Building Control and Inspection
Committee's recommendation to approve request of
Clark Oil Co., 1469 Rand Road, to relocate present
sign upon condition that no lights be greater than
present and to authorize the Building commissioner to
issue the necessary permit. Motion declaredcarried.
Approve Sign It was moved by Alderman Szabo, seconded by Alderman
Clark Oil Co. Wagner, to concur with Building Control and Inspection
Committee's recommendation to approve the request of
Clark Oil Co., 1469 Rand Road to replace old signs
from roof of station building with single face signs
2 feet in height and 20 feet in width and authorize the
I3uilding Commissioner to issue the necessary permit.
Motion declared carried.
Park Place Referred to the Parking Lots Committee, was Alderman
Parking Lot lights Rateike's request for lights on the south side of Park
Place on the north side of Park Place parking lot to
be identical to lights along the alley.
2 hrj. meters - Referred to the Parking Lots Committee, was Alderman
Parking Lot behind Figard's request for two hour parking meters in the
Post Office Parking Lot on Webford Avenue adjacent to the U. S.
Post Office.
Committee Meeting Alderman Czubakowski, Chairman, set a meeting of the
Civil Defense Committee for 7:30 November 14, 1967
BILLS PAYABLE: It was moved by Alderman Prickett, seconded by Alderman
Shillington, to adopt the following resolution: BE
IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DES
PLAINES THAT THE FOLLOWING BILLS ARE DITE; AND PAYABLE AND THE MAYOR ANI) CITY

Sales Tax Funds Rateike, to transfer $765,000.00 from Sales Tax Funds
to the General Corporate Fund for the construction of
the new public works building and land acquisition.

Sales Tax Funds It was moved by Alderman Prickett, seconded by Alderman

Egan Property Szabo, to authorize the City Attorney to proceed with

carried. This appointment made to the Furram Relations
Commission.
It was moved by Alderman Shillington, seconded by
Alderman Michaels, to concur in mayor Pehrel's appoint-
ment of Charles A. French to the IIiaman Relations
Commission - term to expire December 31, 1969. Motion
declared Carried.
The letter from Jean Branding, Health Director, re
the proposed retraining and remotivation center at
2424 Dempster Street was referred to the Municipal
Developrient Committee for study and report.
Petition - Parking The petition requesting the elimination of "no parking"
Crestwood Drive signs on the even side of Crestwood Drive was referred
to the Streets arid Traffic Committee for shady arid report.
