MINUTES OF THE ADJOURNED MEETING
OF THE CITY COUNCIL OF TIIE CITY
OF PES PLAINES, ILLINOIS, HELD IN
THE COUNICIL ROOM, CITY HALL,
MONDAY, OCTOBER 23, 1967
CALL'TO ORDER: The adjourned meeting of the City Council of the City
�— of Des Plaines was called to order by Mayor Herbert
Ii. Behrel at 8:00 P.M. The meeting opened with a
prayer by Mayor Behrel, followed by the pledge of allegiance to the flag.

ROLL CALL: Roll Call indicated the following aldermen present:
Figard, Ilinde, Czubakowski, Wagner, Swanson, Thomas,
Ronaguidi, Shillington, Michaels, Szabo, Wright,
Leer.
Absent were Aldermen Rateike, Prickett, Bolek, Seitz.
Present also were: City CoiAptroller Blietz, City Engineer Fletcher, Com-
missioner of Public Works Warnieke, Police Captain Hintz, Building Com-
missioner Schuepfer. and City Attorney P.iLeonardi.
There being a quorum present, the meeting was in order.
AWARD BIDS - It was moved by Alderman Shillington, seconded by
PuMie Works Garage Alderman Szabo, to concur with Building and Grounds
Electrical and Finance Committee's recommendation to award the
` bid for the electrical work in the Public Works
Garage to the second lowest bidder, Schaeffer Electric
Contractors, in the anount of $53,535.00, as the lowest
bidder, Electric Systems has insufficient capital,
and authorize the City Clerk to return bid bonds or
checks to the unsuccessful bidders. Also that the
Architect be authorized to send a letter of intent
to the successful bidder statim; that a performance
bond or payment must be submitted on or before October
31, 1967, or the contract will be awarded to the next
lowest bidder. On Roll call, the vote was:
AYES - 13 - Aldermen Figard, Hinde, Czubakowski,
Vagner, Swanson, Thomas, Ronaguidi,
Shillington, Michaels, Szabo, Wright,
Leer, Mayor
ABSENT: 4 - Aldermen Seitz, Rateike, Prickett, Bolek
NAYS: 0 - None
There being thirteen affirmative votes, Motion declared
Carried.
Heating It was moved by Alderman S},illington, seconded by
Ventilating Alderman Thomas, to concur with Building and Grounds
and Finance Committee's recommendation to award the
bid for the heating, ventilation, and air-conditioning
to the low bidder, Northlake Engineering Company,
in the amount of $63,713.00, and return the bid bonds
or checks of the unsuccessful bidders. Also that the
Architect be authorized to send a letter of intent to
the successful bidder stating that a performance bond
or paynent must be submitted on or before October 31,
1967, or the contract will be awarded to the next
lowest bidder. On roll call, the vote was:
AYES: - 13 - Aldermen Figard, Ilinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi,
Shillington, Michaels, Szabo, Wright,
Leer, Mayor.
ABSENT: 4 - Aldermen Seitz, Rateilce, Prickett, Bolek

There being thirteen affirmative votes, Motion declared
Carried.
Plumbing It was moved by Alderman Shillington, seconded by
Alderman IIinde, to concur with Building and Grounds
and Finance Committee's recommendation to award the
bid for the plumbing in the City Maintenance garage
to the low bidder, E. G. Ettswold, Inc., in the
amount of $45,000.00 and return the bid bonds or
checks to the unsuccessful bidders. Also that the

Architect be authorized to send a letter of intent to the
successful bidder stating that a performance bond or payment
must be submitted on or before October 31, 1967, or the
contract will be awarded to the next lowest bidder.

There being twelve affirmative votes, Motion declared Carried.
General It was moved by Alderman Shillington, seconded by Alderman
Wright, to concur with Building and Grounds and Finance
Committees' recommendation to award the bid for the general
contracting for the new City Maintenance Garage to the
low bidder, Cornell & Fornell, in the amount of $299,861.00,
and return the checks or bid bonds to the unsuccessful
bidders. Also recommend that the architect be authorized
to send a letter of intent to the successful bidder stating
that a performance bond or }payment must be submitted on
or before October 31, 1967, or the contract will be awarded
to the next lowest bidder. On roll call, the vote was:
AYES: - 13 - Aldermen Figard, Linde, Czubakowski, Wagner,
Swanson, Thomas, Bonaguidi, Shillington,
Michaels, Szabo, Wright, Leer, Mayor.
ABSENT: 4 - Aldermen Seitz, Rateike, Prickett, Bolek

Aldeirman Seitz arrived at this time - 8:16 P.M.
Agreement It was moved by Alderman Shillington, seconded by Alderman
And .'s Land- Linde, to authorize and direct the City Attorney to prepare
sca a Service art agreement between Andy's Landscape Service and the City
of Des Plaines to be executed upon receipt of $1500 from
the City of Des Plaines for legal damages to nursery stock
on the property on which the new City Maintenance Garage
is to be erected. On roll call, the vote was:
AYES: - 14 - Aldermen Figard, Ilinde, Czubakowski, Wagner,
�Iaanson, Thomas, Bonaguidi, Seitz, Shillington,
Michaels, Szabo, Wright, Leer, Mayor.
NAYS: 0 - None

There being fourteen affirmative votes, Motion declared

Advertise It was moved by Alderman Shillington, seconded by Alderman
for Fids Hinde, to concur with Building and Grounds Committee's
Demolition recommendation to advertise for bids for the demolition of
825 Graceland house and garage at 825 Graceland Avenue for library parking,
returnable November 6, 1967. Motion declared Carried.
Remove trees It was moved by Alderman Shillington, seconded by Alderman
and stumps Szabo, to concur with Building and Grounds Committee's
825 rraceland recommendation to authorize Bishop's Tree Service to remove
the trees and stumps on the property at 825 Graceland Avenue.
On roll call, the vote was: the lots on Jefferson St.
AYES: - 14 - Aldermen Figard, Hinde, Czubakowski,, Wagner
Swanson, Thomas, Bonaguidi, Seitz, Shillington,
Michaels, Szabo, Wright, Leer, Mayor.

Purchase It was moved by Alderman Shillington, seconded by Alderman
stone & Hinde, to concur with Building and Grounds Committee's
cinder recommendation to authorize the purchase of stone and cinder
for the improvement of parking lots on Jefferson and the
lot on Graceland Avenue at an estimated cost of $3,000.00

Condemnation

OAK ON PLACE
SUBDIVISION
With general consent of the Council, City Attorney DiLeonardi
received approval to continue the Condemnation case on
the property located at 819 Graceland Avenue for expansion
of the library facilities.
It was moved by Alderman Swanson, seconded by Alderman
Thomas, to concur with Municipal Development Committee's
recommendation to approve the plat of Oakton Place Subdivision
located on Oakton Street, south side, and authorize the
Mayor and City Clerk to execute same. Motion declared
Carried. Alderman Szabo voted NAY.
ADJOURNMENT: It was moven by Alderman Shillington, seconded by Alderman
Michaels, at the adjourned meeting of the City Council
adjourn. Motion declared Carried.

SUBDIVISION
