MONDAY, OCTOBER 16, 1967
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines was called to order by Mayor Herbert
1:I. Behrel at 8:05 P.M. The meeting opened with a
prayer by Rev. Robert Prater, pastor of the First M(lhodist Church of
Des Plaines, followed by the pledge of allegiance to the flag.
ROLL CALL: Roll Call indicated the following aldermen present;
Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas,
Bonaguidi, Seitz, Shillington, Michaels, Rateike,
Szabo, Leer.
Absent were Aldermen Prickett, Wright, and Bolek.
Present also were: City Comptroller Blietz, Police Marshall Kennicott,
City Engineer Fletcher, Commissioner of Public Works Warnicke, Fire Marshall
Arndt, Civil Defense Director Arthur, and City Attorney DiLeonardi.
MINUTES: It was moved by Alderman Rateike, seconded by Alderman
Thomas, to approve the Minutes of the regular meeting
of October 2, 1967, as published. Motion declared
Carried.
OPEN BIDS: It was moved by Alderman Bonaguidi, seconded by Alder -
City Maintenance man Shillington, to open all bids received for the
Garage City Maintenance Garage. Motion declared Carried.

It was moved by Alderman Shillington, seconded by Alderman Wagner, to refer
said Rids to the Building and (:rounds and Firtance Committees, Commissioner
of Public Works, City Etigineer, and Architects Holmes and Fox for study
and report, and authorize the City Clerk to return checks and/or bonds
of those bidders in each category who are not the apparent low bidders.

Committee Meeting Alderman Shillington, Chairman, set a meeting of the
Building and Grounds Committee with Finance Committee,
architects, Commissioner of Public Works and City
Engineer for Friday, October 20, 1967 at 7:30 P.M.
REPORTS OF CITY City Clerk Rohrbach submitted the following reports
OFFICIALS to be placed on file: Fire Department third quarter
report; City Comptroller's Sewer Construction Fund
report; City Comptroller's Statement of Cash Receipts;
Building Commissioner's report for September, 1967; Police third quarterly
report; City Engineer's report of Maple and Howard Streets sidewalk
program.
HB 21059 P City Comptroller Blietz reviewed with Council the
Budget Director contents of IIB 2059 P recently passed by the Legislature
--said Bill was

Kenroy Property City Attorney DiLeonardi reported that several weeks
ago the court issued an order allowing the City of
Des Plaines to consider annexation of all of that part
of the Kenroy Property, not presently annexed to tl:e Village of Mt. Prospect.
Judge MacNamara denied Mt. Prospect their motion to appeal said decision,
thus placing the City of Des Plaines in a position to consider annexation
of Kenroy property --- subject hearing to be held within the next few weeks.
Purchase trees Connissioner of Public Works reported that Boyd Nursery
is willing to replace 75 trees at half cost for those
lost in the spring planting. It was moved by Alderman
Leer, seconded by Alderman Figard to purchase 75
trees at a cost of 85 per tree and 75 additional
trees at the present cost of $1.2.50 per tree plus
transit costs - making it a total cost of approximately
$11550.00. Ort roll call, the vote was:

recommendation to reconsider the awarding of the bid
for Special Assessment #188 to Scully, Punter
Scully in the amount of 171,594.59, diie to the .failure
of the lowest bidder, Cross I,quipment Company, to
submit the necessary performance bond. On roll call,
the vote was:

Maple St. Wagner, to concur. with Municipal Development Committee's
recommendation to authorize the Mayor and City Clerk to
execute the flat of Dedication of Maple Street. Motion
declared Carried.
ZONING CASE It was moved by Alderman Swanson, seconded by Alderman
67-39-R Ilinde, to concur with Municipal Development Committee's
N. E. Corner recommendation not to coneur with Des Plaines Zoning
GoIT & Mt. Board of Appeals in. case 67-39-R on property located at
Prosjpect Rds. the northeast corner of Golf and Mt. Prospect Roads, and
to authorize the City Attorney to draft the necessary
ordinance to rezone subject property to c-2,

Industrial recommendation to authorize the Mayor and City Clerk
Park Unit 1 to execute the Plat of Flmhurst-Algonquin Industrial
and Unite Park Units #1 and #2, located west of Elmhurst Road.

Purchase
It was moved by Alderman Pigard, seconded by Alderman

Incinerators It was moved by Alderman Rateike, seconded by Alderman
Shillington, to concur with fire Committee 's recommendation
to authorize the City Attorney to draft the necessary
ordinance re incinerators as per Lt. Arthur's letter
and suggested ordinances as corrected by the Committee.

ELK [TROVE It was moved by Alderman Rateike, seconded by Alderman
FIRE PROTECTION Shillington, to concur with Fire Committee's recommenda-
DIST ICT Contract tion to grant a contract for the calendar year of 1968,
with Elk Grove Fire Protection District to serve the
IVaycinden Park area for the amount of g6,000.00 -

Recess Council recessed from 9:08 to 9:15 P.M.
Demolition - Referred to the Building and Grounds Committee for study
=25',Gracelani and report was the demolition of the property located at
Avenue 1125 Graeeland Avenue for Library Parking and the improve -
went of parking lot on Jefferson Street.
Acquisition of Referred to the Building and Grounds Committee for study
property - and report was Mayor Behrel's letter re site for new
Miner St. Municipal Building on Miner Street and acquisition of
property for same.
Bicycle Safety It was moved by Alderman. Leer, seconded by Alderman Iiinde
Ordipance to concur in Streets and Traffic Committee's recomr:iendation,
to authorize the City Attorney to draft the necessary
ordinance re bicycle safety wherein a child 8 years and
under must ride on the sidewalk and also giving power to
the Police Department to impound bicycles. Motion declared

Committee Meeting Alderman Leer, Chairman, set a meeting of the Streets
and Traffic Cormittee, for October 23, 1967, immediately
following the adjourned _Council meeting.
Dedication - Alderman Figard, Chairman of the Water Committee, compli-
Pumping Station_ mented the City Officials and Mayor Behrel for the "terrific
job they did in setting up the dedication ceremonies for
the Albert L. Sengstock Pumping Station on Saturday,
October 7, 1967. Also complimented was Corinissioner of
Public Works Warnicke and his staff for their assistance
at the ceremonies. Alderman Wagner complimented Alderman
Figard, stating that he did a fine job and brought real
dignity to the affair, which was concurred in by Mayor
Behrel.
AWARD BID It was moved by Alderman Bonaguidi, seconded by Alderman
Section #7� Thomas, to concur in Sewer Committee's recommendation to
Storm Sewer award the bid for Section #7 of the Storm Sewer to the
low bidder., Rossetti Contraction Co., in the amount of
��283,731.60 and return the checks or bid bonds of the

Committee Alderman Szabo, Chairman, called a meeting of the Building
Meeting_ Control and Inspection Committee, for Monday, October 23rd,
— immediately following the adjourned Council meeting.
Elm !Tree Disease Alderman Leer, Chairman, reported that to date 804 trees
within the City Limits have been found to have Elm Tree
Disease which in addition to the 200 trees already removed,
brings the total to over 1,000 diseased Elm Trees. It
was moved by Alderman Leer, seconded by Alderman Bonaguidi,
to request Mayor Behrel to write a letter to County Board
of Commissioners President Richard B. Ogilvie stating
our concern over the Dutch Elm Disease problem in the
area and in particular the loss of approximately 1,000
trees with the City of Des Plaines during 1967. Motion
declared Carried.

Thomas, to adopt the following; resolution: BE IT RESOLVED

approval of an application for a grant to acquire land
for open space purposes under Title VII of the Housing
Act of 1961 for a proposed park was referred to the Plan
Comciiission for study and report.
Noise - Meyer Alderman Figard reported that residents on Crestwood
Coal and_Mater- Drive continue to find unusual early morning noise at
ial Meyer Coal and Material Co. plant and requested that
Mayor Behrel contact Mr. Moeller in an effort to correct
the situation.
Petition Zoning After considerable discussion, it was moved by Alderman
Bd. - Single Shillington, seconded by Alderman Szabo, to authorize
Family Bill and direct the City Attorney to petition the Zoning
Board of Appeals for an amendrient to the Zoning Ordinance
of 1960 re use of one family dwelling units by persons
not to exceed three people not related by blood, marriage
or adoption. Motion declared Carried.
No arking - It was moved by Alderman Shillington, seconded by Alderman
Do er Lane Michaels, to authorize and direct the City Attorney to
draft the necessary ordinance for No Parking on Dover
Lane on the even -numbered side of the street. Motion
declared Carried.
