Council Minutes 10/16/1967438 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PI,AINES, ILLINOIS, LIELD IN THE COUNCIL ROOM, CITY IIALL, MONDAY, OCTOBER 16, 1967 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert 1:I. Behrel at 8:05 P.M. The meeting opened with a prayer by Rev. Robert Prater, pastor of the First M(lhodist Church of Des Plaines, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present; Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Rateike, Szabo, Leer. Absent were Aldermen Prickett, Wright, and Bolek. Present also were: City Comptroller Blietz, Police Marshall Kennicott, City Engineer Fletcher, Commissioner of Public Works Warnicke, Fire Marshall Arndt, Civil Defense Director Arthur, and City Attorney DiLeonardi. MINUTES: It was moved by Alderman Rateike, seconded by Alderman Thomas, to approve the Minutes of the regular meeting of October 2, 1967, as published. Motion declared Carried. Committee Meeting Alderman Shillington, Chairman, set a meeting of the Building and Grounds Committee with Finance Committee, architects, Commissioner of Public Works and City Engineer for Friday, October 20, 1967 at 7:30 P.M. REPORTS OF CITY City Clerk Rohrbach submitted the following reports OFFICIALS to be placed on file: Fire Department third quarter report; City Comptroller's Sewer Construction Fund report; City Comptroller's Statement of Cash Receipts; Building Commissioner's report for September, 1967; Police third quarterly report; City Engineer's report of Maple and Howard Streets sidewalk program. HB 21059 P City Comptroller Blietz reviewed with Council the Budget Director contents of IIB 2059 P recently passed by the Legislature --said Bill was re appointment of budget officer - said referred to the Finance Committee for study and report. Kenroy Property City Attorney DiLeonardi reported that several weeks ago the court issued an order allowing the City of Des Plaines to consider annexation of all of that part of the Kenroy Property, not presently annexed to tl:e Village of Mt. Prospect. Judge MacNamara denied Mt. Prospect their motion to appeal said decision, thus placing the City of Des Plaines in a position to consider annexation of Kenroy property --- subject hearing to be held within the next few weeks. Purchase trees Connissioner of Public Works reported that Boyd Nursery is willing to replace 75 trees at half cost for those lost in the spring planting. It was moved by Alderman Leer, seconded by Alderman Figard to purchase 75 trees at a cost of 85 per tree and 75 additional trees at the present cost of $1.2.50 per tree plus transit costs - making it a total cost of approximately $11550.00. Ort roll call, the vote was: AYLS: - 14 - Aldermen Figard, IFirtde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, SFtillington, Michaels, Rateike, Szabo, Leer, Mayor. Bicycle Safety It was moved by Alderman. Leer, seconded by Alderman Iiinde Ordipance to concur in Streets and Traffic Committee's recomr:iendation, to authorize the City Attorney to draft the necessary ordinance re bicycle safety wherein a child 8 years and under must ride on the sidewalk and also giving power to the Police Department to impound bicycles. Dedication - Alderman Figard, Chairman of the Water Committee, compli- Pumping Station_ mented the City Officials and Mayor Behrel for the "terrific job they did in setting up the dedication ceremonies for the Albert L. Sengstock Pumping Station on Saturday, October 7, 1967. Also complimented was Corinissioner of Public Works Warnicke and his staff for their assistance at the ceremonies. Alderman Wagner complimented Alderman Figard, stating that he did a fine job and brought real dignity to the affair, which was concurred in by Mayor Behrel. AWARD BID It was moved by Alderman Bonaguidi, seconded by Alderman Section #7� Thomas, to concur in Sewer Committee's recommendation to Storm Sewer award the bid for Section #7 of the Storm Sewer to the low bidder., Rossetti Contraction Co., in the amount of ��283,731.60 and return the checks or bid bonds of the unsuccessful bidders. Committee Alderman Szabo, Chairman, called a meeting of the Building Meeting_ Control and Inspection Committee, for Monday, October 23rd, — immediately following the adjourned Council meeting. Elm !Tree Disease Alderman Leer, Chairman, reported that to date 804 trees within the City Limits have been found to have Elm Tree Disease which in addition to the 200 trees already removed, brings the total to over 1,000 diseased Elm Trees. It was moved by Alderman Leer, seconded by Alderman Bonaguidi, to request Mayor Behrel to write a letter to County Board of Commissioners President Richard B. Ogilvie stating our concern over the Dutch Elm Disease problem in the area and in particular the loss of approximately 1,000 trees with the City of Des Plaines during 1967. Motion declared Carried. On an official level, the Mayor will plant a tree in front of City Hall October 24th and dedicate it to the United States.
