Council Minutes 08/21/1967.Z/ 8/3;5/6 7 411 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, AUGUST lea', 1967 vri CALL TO ORDER.: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at'8:10 P.M. The meeting opened with a prayer by Rev. Ernest Grant of the First Congregational Church followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Swanson, Thomas, Seitz, Shillington, Szabo, Prickett, Wright, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner. Absent were: Aldermen Bonaguidi, Michaels, Rateike Present also were: City Comptroller Blietz, Police Marshall Kennicott, Police Captain Hintz, City Engineer Fletcher, Commissioner of Public Works Warnicke, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Figard, to approve the Minutes of the regular meeting of August 7, 1967, as published. After corrections as follows, Motion declared Carried: Page eight, Paragraph 1, line 4, add the words following Ordinance T-10-67 "until next regular meeting" and Paragraph 3, lune 8, add the words following signs "on Prospect Avenue." OPEN BIDS: Unmarked Vehicle It was moved by Alderman Figard, seconded by Alderman Seitz, to open bids received for the Unmarked Vehicle for the Police Department. Motion declared Carried. REPORTS OF CITY The Clerk submitted City Comptroller's report of OFFICIALS Appropriation Expenditures to July 31, 1967, which was placed on file. Contract - Sterling City Attorney DiLeonardi stated that the renewal Codifiers, Inc. date of the Contract with Sterling Codifiers, Inc. to supply supplemental service is April 3, 1962, and in order to cancel this contract, it is necessary to furnish Sterling Codifiers, Inc. 6 months notice. City Attorney DiLennardi reviewed with Council the possibility of rewriting the City Code in the future and letting the Contract to a local printer for supplemental service. It was moved by Alderman Shillington, seconded by Alderman Swanson, to cancel the contract with Sterling Codifiers, Inc. On Roll Cell, the vote was: AYES: 7 - Aldermen Swanson, Thomas, Seitz, Shillington, Iiinde, Czubakowski, Wagner NAYS: 6 - Aldermen Szabo, Prickett, Wright, Bolek, Leer, Figard. Well #2 Property It was moved by Alderman Szabo, seconded by Alderman Shillington, to change the date for opening bids for the sale of real estate owned by the City - site of Well #2 property at Mt. Prospect and Thacker - to October 2, 1967. Motion declared Carried. COMMITTEE REPORTS: ZONING CASE 66-27-R It was moved by Alderman Swanson, seconded by Alderman 1942 Lee Street Thomas, to concur with Municipal Development Committee's recommendation to concur with the report of the Des Plaines Zoning Board of Appeals to deny the requested rezoning on property located at 1942 Lee Street, Case 66-27-R. Motion declared Carried. ZONING CASE 67-33-R It was moved by Alderman Swanson, seconded by Alderman Peterson Lake Thomas, to concur with Murfuipal Development Committee's Property , recommendation to concur with the Des Plaines Zoning Board of Appeals to grant the requested rezoning of the Peterson Lake Property - Case 67-33-R - from R-2 to C-1 with the provision that the Ordinance be held on First Reading until receipt of document containing the following covenants: 1. Fence on the west and north side of the property; 2. Seven foot planter screen on the west and north side of the property; 3. No access to Pratt Avenue; 4. Lake to be 15 acres minimum; 5. Several types of business permitted in C-1 Commercial District to be excluded as per City Attorney's approval. Motion declared Carried. DEDICATION It was moved by Alderman Swanson, seconded by Alderman Janice Avenue Thomas, to concur with Municipal Development Committee's recorimendation to authorize the Mayor and City Clerk to execute the Plat of Street Dedication of Janice Avenue, south of Algonquin. Motion declared Carried. McKay-Nealis It was moved by Alderman Swanson, seconded by Alderman 5th Addition Thomas, to concur with Municipal Development 7317 S. Wolf Rd. Committee's recommendation to authorize the Mayor and City Clerk to execute the Plat of McKay-Nealis Subdivision - 5th Addition located at 7317 S. Wolf Road, upon receipt of the necessary cash or bonds for the improvements thereon. Motion declared Carried. CONDEMNATION It was moved by Alderman Swanson, seconded by Alderman Birch St. Property Thomas, to concur with Municipal Development Committee's recommendation to authorize and direct the City Attorney to take the necessary steps to institute Condemnation proceedings on property located oxo property located on Birch street, per request of School Board #62, for street purposes. ZONING CASE 67-32-R It was moved by Alderman Swanson, seconded by Alderman Petition for Thomas, to concur with Municipal Development Committee's Anne ation recommendation to grant rezoning of property located 110 River Rd. at 110 S. River Road from County M-1 to City M-21 upon annexation, and authorize the City Attorney to draft the necessary rezoning and annexation ordinances. Motion declared Carried. AWARD BID It was moved by Alderman Figard, seconded by Alderman Unmarked Vehicle Hinde, to concur with Police Committee's recommendation to award the bid for the Unmarked Vehicle for the Police Department to the low bidder, Des Plaines Motor Sales, Inc. at a cost of $2,246.24 for a 1967 Model. It was moved by Alderman Bolek, seconded by Alderman Figard to amend the motion to include Air-eondit•ioning at a cost of $275.00 additional. Upon roll call, the vote was: AYES: 7 - Aldermen Seitz, Szabo, Bolek, Figard, Hinde, Czubakowski, Wagner. NAYS: 6 - Aldermen Swanson, Thomas, Shillington, Prickett, Wright, Leer. Award Bid - Truck It was moved by Alderman Leer, seconded by Alderman Hinde, to concur with Streets and Traffic Committee's recommendation to award the bid for the truck for the Street Department to the low bidder, Delia's Lehigh Truck Sales, Inc. in the amount of $6,855.28.
