Council Minutes 09/18//1967425 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, SEPTEMBER 18, 1967 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:07 P.M. The meeting opened with a prayer by Rev. Mark Bergrian, pastor of the Trinity Lutheran Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Figard, Hinde, Czubakowski, Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington, Michaels, Rateike, Prickett, '!'right, Bolek, Leer. Absent was Alderman Szabo Present also were: City Comptroller Blietz, Police Marshall Kennicott, City Engineer Fletcher, Commissioner of Public Works Warnicke, Building Commissioner Schuepfer, Deputy Eire Chief Haag, and City Attorney PiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett, seconded by Alderman Rateike, to approve the Minutes of the regular meeting of September 5, 1967, as published. Motion declared Carried. REPORTS OF CITY OFFICIALS: The Clerk submitted the following reports to be placed on file: Comptroller's Statement of Cash Receipts; Comptroller's report of Sewer Construction Fund. File Suit - City Comptroller Blietz reported that Progressive Claim for Damages General Insurance Company refuses to settle claim with the City of Des Plaines for damages to a traffic light at the intersection of Lee and Thacker Streets by its insured on July 18, 1966, It was moved by Alderman Bonaguidi, seconded by Alderman Shillington, to author- ize and direct the City Attorney to take necessary legal action to recover amount of damages totaling $498.70. COMMITTEE REPORTS: ZONING CASE 67-35-R It was moved by Alderman Swanson, seconded by Alderman 670 W. Thacker St. Prickett, to concur with Municipal Development Committee's recommendation to concur with Des Plaines Zoning Board of Appeals in Case 67-35-R rezoning property owned by Westminster Presbyterian Church at 670 11. Thacker St. from R-2 to R -r and to authorize and direct the City Attorney to draft the necessary ordinance. Motion declared Carried. ZONING CASE 67-22-R It was moved by Alderman Swanson, seconded by Alderman C-4 lusiness Prickett, to concur with Municipal Development Committee's District recommendation to concur with Des Plaines Zoning Board of Appeals recommendation in Case 67-22-R - the map amendment for the C-4 Central Bi+siness District and to authorize and direct the City Attorney to draft the necessary ordinance. Committee Alderman Rateike, Chairman, set a meeting of the Fire Meeting Committee, -with Elk Grove Rural Fire Protection District Trustees for October 4th at &:30 P.M.and Chief Arndt and City ;'ttorney. A meeting with Lt. Arthur and Building Control and Inspection Committee was set for October 4th at 8:30 P.M. - City Clerk to send letters of notification. Liquor License The letter from Jewel Companies, Inc. requesting a Request - Jewel package liquor license for store located at 819 South Elmhurst Road was referred to the License, Health and Inspection Committee for study and report. AWARD BID - It was moved by Alderman Leer, seconded by Alderman Snow Plows Rateike, to concur with Streets and Traffic Committee's recommendation to award the bid for two snow plows to the low bidder, Illinois FWD Truck and Equipment Co., in the amount of 81,821.00 and return checks of unsuccess- ful bidders. Ordinance It was moved by Alderman Wright, seconded by Alderman Hang -on Tickets_ Michaels, to concur with Parking Lots Committee's recommendation to place on First Reading Ordinance T-12-67 drafted by City Attorney DiLeonardi with respect to a hang -on parking ticket adding the words "firm or corporation" immediately following the word person in Line 5. Motion declared Carried. AWARD BID - Alderman seer, Chairman, made the following report of Tree Trimming, Elm Tree Disease Committee: "Your Committee on Elm Tree Removal & Stump Disease has investigated the bids for tree trimming, Removal tree removal and stump removal and have found that Bishop's Tree & Landscaping Service is low bidder as specified in the Minutes of the August 7th meeting. We, your Committee on Elm Tree Disease therefore recommend that Bishop's Tree and Landscaping Service be awarded the bid subject to the following conditions to be included in the contract: 1. That all diseased trees be marked by October 10, 1967 2. That 1/3 of City Parkway Trees be removed by November 1, 1967 3. An additional 1/3 of City Parkway diseased trees be removed by December 19 1967 and the remaining 1/3 be removed by January 1, 1968. 4. That the contract will be terminated upon written notice if above conditions are not met, in addition to all other terms of the contract 5. Beginning January 1, 1968, trees be removed within ten days after notification received from Commissioner of Public Works office. 6. These conditions be written into contract and agreed to by Bishop's Tree and Landscaping Service. It was moved by Alderman Leer, seconded by Alderman Rateike, to concur with above mentioned report of Elm Tree Disease Committee. APPOINTMENT It was moved by Alderman Swanson, seconded by Alderman Historical Society Bolek, to concur with Mayor Behrel's appointment of the Special Committee following members to the Special Historical Society Committee: Alderman Czubakowski, Chairman; Alderman Reuel Figard and Alderman Prickett. Motion declared Carried. EASEMENTS - Weller It was moved by Alderrian Prickett, seconded by Alderman Creek Project Thomas, to authorize the Mayor and City Clerk to execute the agreement with the State IId�phrtment of Public Works and Buildings - Division of Waterways - re the addignment of various easements for the Weller Creek project to be returned to the City upon completion of the project. MT. PROSPECT It was moved by Alderman Rateike, seconded by Alderman 50th Anniversary Prickett, to send the Village of Mt. Prospect an appropriate resolution of this City Council and a letter of Congratulations tipon'their fiftieth anniversary. Motion declared Carried. PETITION - Pleasant Alderman Michaels submitted petitions signed by property Manor Residents for owners and residents of the Pleasant Manor area petition - Des Plaines ITater ing for a change from Citizens Utility Water Company to the City of Des Plaines water supply. Mayor Behrel announced a meeting of the Water Committee, City Engineer, and City Attorney with Mr. Jacobson of Citizens Utility Company for October 10, 1967, at 8 P.M.
