MINUTES OF THE REGULAR MEETING
OF TLiE CITY COUNCIL OF THE CITY
OF DES PL.AINES , ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
TUESDAY, SEPTEMBER 5, 1967.
CALL TO ORDER: The regular meeting of the City Council of the City of
Des Plaines was called to order by Mayor Herbert II.
Behrel at 8:08 P.M. The meeting opened with a prayer by Fattier Donald
Hughes of St. Stephen Protomartyr Catholic Church, followed by the pledge
of allegiance to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Figard, I[inde, Swanson, Thomas, Bonaguidi, Seitz,
Michaels, Rateike, Prickett, Wright, Bolek, Leer.
Present also were: City Comptroller Blietz, Police Marshall Kennicott,
Police Captain IIintz, City Engineer Fletcher, Commissioner of Public Works
Warnicke, Asst. Commissioner of Public Works Schwab, Building Commissioner
Schuepfer, Fire Marshall Arndt, and City Attorney DiLeonardi.
There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Wright, seconded by Alderman
Prickett, to approve the Minutes of the regular meeting
of August 21, 1967, as published. Motion declared
Carried.
OPEN BIDSs It was moved by Alderman Rateike, seconded by Alderman
Prickett, to open all bids received for the following:
Storm Sewer Section #9; Section 77 CS - Perry Street
Improvement; Two Snow Plows; One Salt Spreader;
Salt for the 1967-68 Season; One Sewer Cleaning Machine
and Demolition of two houses on Jefferson Street.
Motion declared Carried. The following bids were

S. At #187 City Clerk Rotirbach presented the recommendation of
Birch St. Imp. the Board of Local Improvements to award the bid for
Special Assessment #187 - Birch Street Improvement -
to the low bidder, Clearbrook Plumbing Co., in the
amount of $14,523.76 and to authorize the City Attorney
to prepare the necessary legal notice of publication
of same. It was moved by Alderman Swanson, seconded
by Alderman Thomas to concur with Board of Local
Improvements recommendation in awarding bid as mentioned
above - checks and or bonds of the unsuccessful bidders
to be returned.
On Roll Call, the vote was:

COMMITTEE REPORTS:
Committee Meeting Alderman Swanson, Chairman, set a meeting of the
Municipal Development Committee for Monday, September 11th
at 7:30 P.M.
IIB 476 & 477 Mayor Behrel reviewed with Council recently passed
House Bills 476 and 477 re notification of all meetings
being received by those newspapers requesting such
notice in writing.
Committee Meeting Alderrian Leer, Chairman, set a meeting of Elm Tree
Disease Committee, for 8 P.M. September 6th - this was
changed later in the meeting to Friday, September 8th at
7:30 P.M.
Committee Meeting Alderman Bonaguidi, Chairman, set a meeting of Sewer
Committee for Monday, September 11, at 8:30 P.M.
Certify 3 Firemen It was moved by Alderman Rateike, seconded by Alderman
Leer, to concur with Fire Committee's recommendation to
authorize and direct the Board of Police and Fire
Commission to certify three firemen for the Fire Depart-
raent - starting date October 1, 1967 - City Clerk to
notify Commissioners. Motion declared Carried.
To purchase radio It was moved by Alderman Rateike, seconded by Alderman
Fire Ambulance Swanson, to concur with ?Fire Committee's recommendation
to authorize City Comptroller Blietz to purchase a radio
from Motorola Communications at an estimated cost of $800
for the new Fire Ambulance. On Roll Call, the vote wast:
AYES: - 14 - Aldermen Figard, Hinde, Swanson, Thomas,
Bon.aguidi, Seitz, Michaels, Rateike, Szabo,
Prickett, Wright, Bolek, Leer, Mayor.

Proposed The proposed new City Ordinances re incinerators as
Incinerator suggested by Lt. Arthur in his letter to Fire Chief
Ordinances Arndt were referred to the Fire and Building Control
and Insp ection Committees for study and report.
Advertise for Bids It was moved by ;klderman Szabo, seconded by Alderman
New City Garage Rateike, to concur with Building and Grounds Committee's
recommendation to advertise for bids September 27th,
as per plans of Holmes and Fox Architects, returnable
October 16, 1967. Motion declared Carried.

Committee Meeting Alderman Szabo set a meeting of the Building and Grounds
Committee for 7:30 Y.M., September 11th.
Approve Driveway It was moved by Alderman Leer, seconded by Alderman
Permit — -Universal Rateike, to concur with Streets and Traffic Committee's
Oil Products recommendation to approve the 60' driveway permit and
authorize the Commissioner of Public Morks to issue
same to Universal Oil Products to be placed at the
Mt. Prospect Road entrance. Motion declared Carried.
No Parking It was moved by Alderman Leer, seconded by Alderman
�Af ornate') Hinde, to concur with Streets and Traffic Committee's
Miller Road recommendation to authorize the City Attorney to draft
the necessary ordinance for Alternate No Parking on
one side of Miller Road from Beau Drive to Elmhurst
Road. Motion declared Carried.
Alternate Parking It was moved by Alderman Leer, seconded by Alderman
Kathleen Drive lIinde, to concur with Streets and Traffic Committee 's
and Traffic Commission's recommendation to authorize
the City !attorney to draft the necessary ordinance for
alternate parking on Kathleen Drive from Cavan Lane to
Elmhurst Road. Motion declared Carried.
Traffic Signals It was moved by Alderman Leer, seconded by Alderman
Marshall & Dempster Wright, to concur with Traffic Commission and Streets
and Traffic Committee recommendation for no traffic
signals at the intersection of Marshall and Dempster.
Motion declared Carried.
Limited Parking It was moved by Alderman Leer, seconded by Alderman
Cora from Thacker Prickett, to concur with Streets and Traffic Committee's
to Algonquin recommendation to authorize the City Attorney to draft
the necessary ordinance for "No Parking 8 a.m. to 11 a.m.
except Saturday and Sunday" on the east side of Cora
Street from Thacker to Algonquin. Motion declared
Carried.
Alderman Rateike left the meeting at this time
Alderman Wagner arrived at this time.
Alternate It was moved by Alderman Prickett, seconded by Alderman
Parking — Beau Bonaguidi, to authorize the City Attorney to draft the
Court necessary ordinance for alternate parking on Beau Court
from Beau Drive to the Cul de sac. Motion declared
Carried.
No Parking — The matter of new legislation governing "No Parking"
Cul Pe Sacs on all Cul De Sacs within the City was referred to
the Streets and Traffic Committee for study and report.
AWAR BID It was moved by Alderman Figard, seconded by Alderman
Wate main Thomas, to concur with Water Committee's recommendation
Improvement to award the bid for the watermain improvements to the
low bidder, Joe B. Divito & Co., in the amount of
$42,578.15 and return the checks or bonds of the un—
successful bidders. On Roll Call the vote was:
AYES: 14 — Aldermen Figard, lIinde, Wagner, Swanson,
Thomas, Bonaguidi, Seitz, Michaels, Szabo,
Prickett, 'fright, Bolek, Leer, Mayor.

in the amount of $10,838.00 and return the checks of

Aerial Maintenance Corporation, in the amount of :2950
and return the checks or bonds of the unsuccessful
bidders. On Roll Call, the vote was:

Water Tower to authorize City Comptroller Blietz to contact one
additional fencing Company and award the bid for fencing
of Wells #E2 and 6 and the water t ower at Chestnut and
Howard to the low bidder, at an estimated cost of
$4,075.00. On Roll Call, the vote was:

Street - Bid turned in by City Engineer Fletcher after
formal bid opening and return bid check. Bid was in
