MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
MONDAY, ATTGUST 7, 1967.
CALL TO ORDER: The regular meeting of the City Council of the City
of Des Plaines was called to order by Mayor Herbert
Li. Behrel at 8:05 P.M. The meeting opened with a
prayer read by Mayor Behrel, followed by the pledge of allegiance to the
flag.
ROLA, CALL:. Roll Call indicated the following aldermen present:
Swanson, Thomas, Bonaguidi, Seitz, Shillington,
Michaels, Rateike, Szabo, Prickett, Wright, BoleV,
Figard, Hinde, Czubakowski, Wagner.
Absent was Alderman Leer.
Present also were: Assistant City Comptroller Carlson, Police Marshall
Kenmicott, Fire Marshall Arndt, City Attorney DiLeonardi, Building Com-
missioner Schuepfer, City Engineer Fletcher, and Commissioner of Public
Worlds Warnicke .
There being a quorum present, the meeting was in order.
M_IN rES: It was moved by Alderman Prickett, seconded by
Alderman Rateike, to approve the Minutes of the
regular meeting of July 17, 1967, as published. Alderman Wright stated
his intent was to vote AYE on the motion to grant tap -on for watermain
on page eight, although the Clerk's records showed a NAY vote. Motion
declared Carried.
EXTEND BID DATES: It was moved by Alderman Figard, seconded by Alder -
Wagner, to extend the advertising for bids for the
following items to August 21, 1967: Rejuvenation
of water softening plant, water tank and pump and Connection of Dead End
Maims. Motion declared Carried.

REPORTS OF CITY OFFICIALS: The Deputy Clerk submitted the following reports
which were placed on file: Comptroller's State-
ment of Cash Receipts; Comptroller's report of
Sewer Construction Fund; Report for Health Department for July, 1967;
Building Commissioner's Report for Month of July, 1967.
Building Commissioner's Building Commissioner Schuepfer reported that
Report the plans for the Gladieux Corporation Building
on the Schrager property conform to Des Plaines
Building and Zoning Ordinances and that the permits will be taken out in
the',Couhty in order to facilitate a November completion date and all inspee-
tiops will be made by the County. He further reported that the preliminary
plans for Holiday Inn at Touhy and Mannheim have been received.
Citly Engineer City Engineer Fletcher reported on the progress
of the Pumping Station, Storm Sewer Program and
Street work throughout the City.
Downtown Zoning Ordinance Deputy Clerk Postema reported that the Des
Plaines Council of Civic Associations had
submitted copies of petitions circulated in the City for the purpose of
having a referendum on the question of high rise construction in the City.
The letter accompanying same was read to Council. It was moved by Alder-
man Rateike, seconded by Alderman Figard, to place the letter on file.
Motion declared Carried.
REP RTS OF CO1 TIITTEES :
Zon'ng Case 67 -26 -SU It was moved by Alderman Swanson, seconded by
Alderman Thomas, to concur with Municipal
Devjelopment CoriMittee's recommendation to deny the Special Use to erect
andoperate a coin-operated fully automatic car wash known as "Beauty Wash,
Inc,,." on property located at 990 Lee Street. Attorney Dowd addressed the
Council expressing his viewpoints against denial. After considerable
discussion, Motion declared Carried. Aldermen Shillington and Figard
voted NAY.
Zon*ng Case 67-12-P. It was moved by Alderman Swanson, seconded by

Development Committee's recommendation to
authorize the City Attorney to draft the necessary rezoning ordinance
on property located at 1584 Rand Road - lots 6, 7, and 8 only from R-2 to
C-2 and not concur with Zoning Board in rezoning lots 10, 11 and 12 in
Zoning Case 67-12-11. Motion declared Carried.

2320 Ballard Rd. Alderman Prickett, to concur with Des Plaines
Zoning Board of Appeals in Case 67-27-R in
denying rezoning of property located at 2390
Ballard Road. Motion declared Carried.
Petition of Annexation It was moved by Alderman Swanson, seconded by
7317 Wolf Rodd Alderman Bonaguidi, to concur with Municipal
Development Committee's recommendation to
annex property located at 7317 Wolf Road- Lots 11, 12 and 13 in Block 9
of Douglas Manor, and authorize the City Attorney to draft the necessary
Ordinance per petition of annexation. Motion declared Carried.

Vehicle - Police Dept.
Purchase four radios
It was moved by Alderman Figard, seconded by
Alderman Czubakowski, to concur with Police
Committee's recommendation to advertise for
bids returnable August 21, 1967 for an unmarked
vehicle for the Police Department - specifications
to be drawn by Police Chief. Motion Carried.
It was moved by Alderman Figard, seconded by
Alderman Seitz, to concur with Police Committee's
recommendation to purchase four radios from
Motorola Communications and Electronics for
police vehicles at an estimated cost of $3200.

Conrractx Alderman Shillington, to concur with Fire
Committee's recommendation to write the Trustees
of the following Fire Protection Districts as
follows:
lk Grove Rural Not to renew existing contract for 1968 but to
ire Protection District -discuss further new terms for a possible con-
tract for the year 1968.
South Maine Fire No contract for the year 1968 nor any new
Protection District agreement whatsoever commencing January 1, 1968.
Hawthorne -Pland Fire No contract for the year 1968, nor any new
Protection District agreement whatsoever commencing January 1, 1968.

Van urea St. - Arterial_ Alderman Rateike to adopt a resolution for
designation of Van Buren Street from Des
Plaines Avenue to Dean Street as an arterial street under the Illinois
Highway Code. Motion declared Carried.
RESOLUTION - MPT It was moved by Alderman Hinde, seconded by
Improvement of Win -Buren Alderman Rateike, to adopt a resolution for
the improvement of VanBuren Street from Des
Plaines Avenue to Center Street appropriating $15,500.00 MFT Funds. Motion
declared Carried.

Truck & Truck Tractors petition the Des Plaines Zoning Board of Appeals
for a text amendment to the Zoning Ordinance

Corimittee Meeting A meeting of the Elm Tree Disease Committee was
set for 8 P.M., August 10, 1967. Alderman Bolek
submitted a letter from Des Plaines Safety Council re study of Dutch Elm
Disease Problem which was referred to said Committee - copies to all Aldermen.
Fed 'ral Grant - proposed It was moved by Alderman Wagner, seconded by
Lib ar '�xpansion Alderman Czubakowski, to concur Library Committee'
recommendation to concur with the Library Board's
Action in requesting a Federal Grant of funds for the Library Expansion
contingent on passing of the Bond Referendum August 12, 1967. Motion
declared Carried.
Committee Meeting Alderman Czubakowski, Chairman, set a meeting
of the Civil Defense and Finance Committees for
Thursday at 8 P.M., August 10, 1967.

ORDINANCE Z-21-67 After Second Reading, it was moved by Alderman
C-4 Central Business Swanson, seconded by Alderman Rateike, to adopt
District Ordinance Z-21-67, establishing a C-4 Central
Business District Classification in the Zoning
Ordinance of 1960 as amended. Alderman Seitz
and (Alderman Swanson discussed the Ordinance at length, and after consider-
ablediscussion a Poll call vote was taken as follows:
