MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM, CITY HALL,
MONDAY, JULY 17, 1967.
CALF, TO ORDER: The regular meeting of the City Council of the City
of Des Plaines was called to order by Mayor Herbert
H. Behrel at 8:10 P.M. The meeting opened with a
prayer by Father Demetrios Treantefeles of St. John the Baptist Greek
Orthodox Church, followed by the pledge of allegiance to the flag.
ROLL CALL: Roll Call indicated the following aldermen present:
Rateike,"Szabo, Prickett, Wright, Bolek, Leer, Hinde,
Czubakowski, Wagner, Swanson, Thomas, Bonaguidi,
Seitz, Shillington, Michaels.
Absent was Alderman Figard.
Present also were: City Comptroller Blietz, Police MapiihAll'Kenktobtt,
Police Captain Hintz, Fire Marshall Arndt, City Attorney DiLeonardi,
Building Commissioner Schuepfer, Acting City Engineer Quigley Fletcher.
There being a quorum present, the meeting was in order.
MINUTES: It was moved by Alderman Prickett, seconded by A.lder-
man Rateike, to approve the Minutes of the regular
meeting of July 3, 1967, as published. Motion declared Carried.
Truck Bids It was moved by Alderman Leer, seconded by Alderman
Hinde, to extend the date for receipt of bids for
two new trucks until August 7, 1967 .. the Clerk
authorized to readvertise for bids. Motion declared
Carried.
OPEN BIDS:
MFT Section 75CS It was moved by Alderman Swanson, seconded by Alderman
Tratfic, Lights Bolek to open bids received for MFT Section 75CS for
Tou y & Maple Traffic Lights at the intersection of Touhy and Maple.
Motion declared Carried. The following bids were

Jefferson St. Rateike, to open bids received for the Parking Lot
on Jefferson Street. Motion declared carried and the

Appoal - Mt. It was moved by Alderman Shillington, seconded by
Prospect Com Alderman Prickett, to authorize the City Attorney to
Dec simn - Kenroy join Kenroy developers in their appeal to the Appellate
Court of the Circuit Court's decision July 10th in
favor of Mt. Prospect in their efforts to annex pro-
perty west of Route #93. After considerable discussion,
Council recessed from 8:45 to 8:53 to meet with the
Judiciary Committee. On Roll Call, the vote was:
AYES: - 11 - Aldermen Bonaguidi, Shillington, Michaels,
Szabo, Prickett, Wright, Bolek, lIinde,
Czubakowski, Wagner, Mayor.
NAYS: - 5 - Aldermen Rateike, Leer, Swanson, Thomas

There being eleven votesin the affirmative, Motion
declared carried.
San terry District City Attorney DiLeonardi reported that the Sanitary
Case Continued District case has been continued until October 4, 1967.
COMMITTEE REPORTS:
Downtown Zoning_ Alderman Swanson, Chairman, reported that the Municipal
Development Committee had analyzed the recommendations
of the Zoning Board with regard to the text amendments
to the Zoning Ordinance of 1960, namely R-5 and C-4,
said recommendations manifested by Ordinances Z-21-67
and Z-22-67 being placed on First Reading at this meeting
Committee Meeting Alderman Swanson, Chairman, set a meeting of the
Municipal Development Committee for 7:30 P.M., July 24th.

the amount of $8,695.00 - the recommendation of the

Federal Funds It was moved by Alderman Swanson, seconded by Alderman
Application - Bolek, to concur in Sanitation Committee's recommendation
Solid Waste Act to apply for matching funds from the Federal Government
under the Solid Waste Act, Department of Public Health
and Safety, for the garbage bag operation anticipated
for the City of Des Plaines, Motion Declared Carried.
Alderman Thomas voted Nay.
Award Bid - Truck It was moved by Alderman Leer, seconded by Alderman
Rateike, to concur in Streets and Traffic Committee's
recommendation to award the bid for the new dump truck
to the low bidder, Oakton Automotive Service, Inc.,
in the amount of $6,411.00 and the checks and/or bonds
of the unsuccessful bidders be returned. On Roll

Patton & Craig Iiinde, to authorize the City Attorney to draft the
necessary amendment to provide for three-way stop
signs at the intersection of Patton and Craig Drive. Motion declared Carried.)
Parkin - Woodlawn It was moved by Alderman Leer, seconded by Alderman
Ave. east of Soo Hinde, to request Mayor Behrel to write a letter to the
Line Crossing property owner advising him of the danger of parking
too close to the Soo Line Tracks on Woodlawn Avenue,
suggesting that off street parking be developed as
quickly as possible. Motion declared Carried.
Maple Street - It was moved by Alderman Leer, seconded by Alderman
Howard to Oakton Rateike, to concur in Traffic Commission's and Streets
and Traffic Committee's recommendation for no change
in the parking regulations on Maple Street from
Howard to Oakton. Motion declared Carried.
S e d Limit - It was moved by Alderman Leer, seconded by Alderman
Wolf Road -- Wright, to concur with Streets and Traffic Committee's
recommendation to request Mayor Behrel to contact
G. T. March of the State Department, re speed limits on Wolf Road from
the traffic circle north to Rand Road. Motion declared Carried.
Overnite Parking It was moved by Alderman Leer, seconded by Alderman
Hinde, to concur with Streets and Traffic Committee's
recommendation for "No change" in the overnite parking
in the City at this time. Motion declared Carried.
No parking- It was moved by Alderman Leer, seconded by Alderman
Kathleen Drive Shillington, to concur with Streets and Traffic
Millers Road Committee's recommendations as follows: Refer to the
Signals - Marshall Traffic Commission no parking on Kathleen Drive from
and 'Dempster Cavan Lane to Elmhurst Road; on one side of Millers
Road from Beau Drive to Elmhurst Road; and traffic
signals at the intersection of Marshall and Dempster.
Also to request Mayor Behrel to write Cook County Highway Department for
a survey at the intersection of Marshall and Dempster. Motion declared
Carried.

The letter from R othery Storage & Van Co. re the
three-hour parking regulation on Jefferson Street
between Miner and Graceland Streets was referred to
the Streets and Traffic Committee for study and report.
It was moved by Alderman Michaels, seconded by Alderman
Thomas, to concur with Water Committee's recommendation
to contract with the Master Leakfinding Company to
conduct a complete water leak survey on the City's
water system at a total cost of $13,000.00. On Roll
Call, the vote was:

Letler re C-4 & of Civic Associations, expressing their views on the
R-5 aforementioned proposed ordinances, requesting City
Council to delay adoption to allow voters to express
their opinions via referendum.
ORDINANCE M-21-67 It was moved by Alderman Szabo, seconded by Alderman
Retailers, Bolek, to waive First Reading and place on passage
Occutpation Tax Ordinance M-21-67, increasing the Municipal Retailera4
Tax to 3/4 of 1% of gross receipts. Motion declared
Carried. It was moved by Alderman Bolek, seconded by
Alderman Bonaguidi to adopt Ordinance M-21-67.
On Roll Call, the vote was:

OccHpation Tax Ordinance M-22-67 increasing the Municipal Service
Occupation Tax to 3/4 of 10 of the gross receipts.

Charles L. It was moved by Alderman Prickett, seconded by Alderman
Schrager Co. Inc. Michaels, to authorize the Commissioner of Public
Wat rmain Tap On Works to issue the necessary permit for a watermain
tap on to Charles L. Schrager Co., Inc. at Mt. Prospect
and Onkton Streets, presently outside city limitsj,but
exp essing desire to annex to the City of Des Plaines per letter addressed
to Mayor Behrel. It was moved by Alderman Leer, seconded by Alderman Hinde
to amend the motion that the tap -on permit be issued subject to the
Building Commissioner's review and approval of the plans for the proposed
new building. Motion declared Carried. Alderman Thomas voted Nay. It
was 'moved by Alderman Bonaguidi, seconded by Alderman Bolek to table the
amended motion. On Roll Call, the vote was:
AYES: '5 - Alderman Bonaguidi, Seitz, Szabo, Bolek,
Wagner.
NAYS: 9 - Aldermen Swanson, Thomas, Michaels,
