CALL TO ORDER:
The regular meeting of the City Council of the City
of Des Plaines was called to order by Mayor Herbert
H. Behrel at 8:10 P.M. The meeting opened with a
prayer read by City
Clerk E. R ohrbach followed by the pledge of allegiance
to the flag.
ROLL CALL:
Roll Call indicated the following aldermen present:
Wright, Bolek, Leer, Figard, Hinde, Czubakowski,
Wagner, Swanson, Thomas, Bonaguidi, Seitz, Shillington.
Absent were: Aldermen

REPORTS OF CITY The Clerk submitted the following reports to be

for June; Health Department for June; Commissioner
of Public Works report on cost of Flood Damage
removal.
Well #6 City Engineer Fletcher reported that during the
recent storm the transformer, timer and fuses at
Well #6 were lost and estimates the materials
to repair the Well will cost approximately $2,000 plus labor of approxi-
mately $750 plus cost of fuses or a total of $3,000 approximately. It
was moved by Alderman Figard, seconded by Alderman Czubakowski that
Counjcil concur in the expenditures as outlined by City Engineer Fletcher
for the repair of Well #6. On Roll Call, the vote was:

Sanitary District City Attorney DiLeonardi reported that the next
Sewage Treatment_ scheduled date for the Sanitary District suit
Plant hearing is July 6th and that the case has been
continued three times on previous dates. City
Attoirney discussed the matter with Council, seeking Council's direction
in the case. It was moved by Alderman Bonaguidi, seconded by Alderman
Shillington to authorize and direct the City Attorney to ask for a contin-
uance pending receipt of further information from the Sanitary District
in approximately sixty days. Discussion followed and Mr. Edward Mittel,
1473 Marshall Drive addressed the Council stating that the people living
in the area of the proposed sewage treatment plant for the Sanitary District
would like to know what exactly will be constructed at the proposed site.
Aftepr discussion, Alderman Shillington withdrew his second and Alderman
Rateike seconded Alderman Bonaguidi's motion. On Roll Call, the vote was:

Kiwaais Property City Attorney DiLeonardi reported that a letter
proposing voluntary annexation of the "Kiwanis"
property has been received from the Attorney for
Petitioner. Said letter was referred to the Municipal
Development Committee for study and report.
Schlagel Property It was moved by Alderman Shillington, seconded by
1461 Park Place Alderman Hinde, to authorize and direct the City
Attorney to proceed with the settlement of the
Schlagel Property located at 1461 Park Place out

Advertise for Bids It was moved by Alderman Leer, seconded by Alderman
Bonaguidi, to concur with Streets and Traffic
Committee's recommendation to advertise for bids
for a truck with trade-in for the street department, returnable July 17th,
Commissioner of Public Works to draw the necessary specifications.
Motion declared Carried.
Improve Orchard It was moved by Alderman Leer, seconded by Alderman
Place Streets by Wagner, that Council concur with Streets and Traffic
Special Assessment Committee's recommendation as follows: ".. that the
Board of Local Improvements initiate Special Assess-
ment proceedings in order to accomplish the improvement of the Orchard
Place Streets as specified in City Engineer's estimate of cost of $1,589,400
with an equitable division of cost of $916,250.00 to be borne as the actual
benefit against private property affected which is an actual cost of $12.50
per front foot and the balance of the total cost in the amount of $673,150.00
be plaid out of Motor Fuel Tax Funds." Motion declared Carried.

Amendment to It was moved by Alderman Wright, seconded by Alderman
Section 10-10-7 Wagner, to concur with Parking Lots Committee's
of City Code recommendation to amend the City Code to permit
Parking Meters 5¢, 100, and 250 coins to be deposited in Parking
Meters, and eliminate penny deposits except in
the 12 minute parking areas - further to invoke a
penalty of $2.00 other than the present 500 "pay now" fine for an all day
meter violation where "no coin" is deposited. It was moved by Alderman
Bolek, seconded by Alderman Swanson, to amend the motion to allow people
to use pennies in the meters. Motion declared Carried. Alderman Rateike
voted No. Motion as amended including authorizing the City Attorney
to draft the necessary amendment was declared Carried.
Award Bid It was moved by Alderman Leer, seconded by Alderman
Maple St. Improvement Wagner, to concur with Streets and Traffic Committee's
Section 76 CS recommendation to award the bid for the Maple Street
Improvement - Section 76CS MFT - to the low bidder,
Allied Asphalt raving Company in the amount of
$116,494.50 and the bid bonds or checks of the
unsuccessful bidders be returned. On roll call, the
