Council Minutes 06/19/1967378 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, FOLD IN THE COUNCIL ROOM, CITY HALL, MONDAY, JUNE 199 1967. CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with a prayer by Rabbi Lawrence H. Charney of the Northwest Subulrban Jewish Congregation followed by the pledge of allegiance to the f lag;. ROLL CALL: Roll Call indicated the following aldermen present: Rateike, Szabo, Prickett, Wright, Bolek, Leer, Figard, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels. Present also were: City Comptroller Blietz, Police Chief Kennicott, Police Captain Hintz, Building Commissioner Sehuepfer, Commissioner of Public Works Warnicke, Fire Marshall Arndt, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES It was moved by Alderman Prickett, seconded "-- by Alderman Shillington, to approve the Minutes of the regular meeting of June 5, 1967, as published. Motion declared Carried. OPEN BIDS: Fence - Pumping Station It was moved by Alderman Figard, seconded by Alderman Swanson, to open bids received for the fence at Albert L. Sengstock Pumping Station. The following bids were received: Anchor Post Products, Inc. $ 59500.00 Tru -Link Fence Co., Inc. 5,869.00 Chicago Fence & Equipment Co. 6,053.00 Cowger Fence Co. 79698.75 It was moved by Alderman Figard seconded by Alderman Wagner, to refer said bids to the Water and Building and Grounds Committee, Finance Committee, and City Engineer for study and report. Motion declared Carried. Truck Bid It was moved by Alderman Prickett, seconded by Alderman Rateike, to reject the one bid received for the truck and readvertise for bids returnable July 3, 1967, specifications to be drawn by the Commissioner of Public Works. Motion declared Carried. Civil Defense Equipment It was moved by Alderman Czubakowski, seconded by Alderman Shillington to hold the bid received from Motorola for the Civil Defense Equipment and readvertise for bids for New Civil Defense Equipment, returnable July 3, 1967 - specifications to be drawn by Civil Defense Director. Motion declared Carried. Section 76 CS It was moved by Alderman Figard, seconded by Maple Street from Touh Alderman Wagner to open bids received for =o Pra t MFT Section 76CS, the improvement of Maple Street from Touhy to Pratt. Motion declared Carried. 379 Page two REP2#TS OF CITY OFFICIALS: The Clerk submitted the following reports to be placed on file: Comptroller's report of Appropriation Expenditures thru May 31, 1967 Comm'ssioner of Public Commissioner of Public Works Warnicke submitted Work - Flood Damage a written report reviewing same with Council re Flood Damage on June 10, 1967. Report of City Engineer City Engineer gave a progress report on the Storm sewer program. Also that the landscaping at the Albert L. Sengstock Pumping Station should be completed within a few days. Repot of City Attorney City Attorney reported that a Notice had been filed Friday, June 16, 1967, with the Court of the Petition for Annexation having been filed with City Council prior to the filing of a petition to incorporate the City of Kennedy. City Attorney DiLeonardi reported that a meeting had been held with the attorneys representing owners of the "Kiwanis" property and expects to receive a proposal for the settlement of said property --- he suggested that action be deferred on the Annexation Ordinance placed on First Reading at the regulaf meeting of JUrte 5th. COMMITTEE REPORTS: Westminster Subdivision It was moved by Alderman Swanson, seconded by Alderman Prickett, to concur with Municipal Development Committee's recommendation that the Mayor and City Clerk affix their signatures to the Plat of Westminster Subdivision located at Thacker and Beau Drive. Motion declared Carried. Plat of Dedication_ It was moved by Alderman Swanson, seconded by CieMut Street Alderman Bonaguidi, to concur with Municipal Development Committee's recommendation that the Mayor and City Cleric affix their signatures to the Plat of Dedication of Chestnut Street. Motion declared Carried. ZONING CASE 67-25-R It was moved by Alderman Swanson, seconded by T116 Prairie Avenue Alderman Prickett, to concur with Municipal Development Committee's recommendation to grant the rezoning of property located at 1116 Prairie Avenue from C-1 to C-2,,not concurring with the Zoning Board to deny re -zoning, with the undestanding that Parking restrictions be placed on Prairie Avenue to proh bit the encroachment of Commercial Parking in the Residential area to tie west, and to authorize the City Attorney to draft the necessary zoniilg ordinance. Motion declared carried. Alderman Wright voted "No". Alderman Swanson reported, prior to the motion, that the Petitioner has obtained off-street parking by obtaining an easement for access to his property from the property owner to the north - access will be from Walter Avenue, ZONING CASE 67 -15 -RV It was moved by Alderman Swanson, seconded by MineMinet & Garland Alderman Bonaguidi, to concur with Municipal Development Committee's recommendation to concur with Des Plaines Zoning Board in Case 67 -15 -RV to rezone property located at the northeast corner of Miner and Garland Place and 765 Garland Plac, from R-2 to R-4 and authorize the City Attorney to draft the necessary ordinance. Motion declared carried. ZONING CASE 67-20-R It was moved by Alderman Swanson, seconded by 2501Ballard Road Alderman Prickett, to concur with Municipal Development Committee's recommendation to concur with Des Plaines Zoning Board of Appeals in Case 67-20-R to rezone property located at 2501 Ballard Road from R-2 to C-2 and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. Poc'� Subdivision It was moved by Alderman Swanson, seconded by S.E Corner Oakton & River _ Alderman Bonaguidi, to concur with Municipal Development Committee's recommendation to approve Plat of Poe's Subdivision, located at the southeast corner of Oakton and Des Plaines River Road, and authorize the Mayor and City Clerk to execute same upon the deposit of necessary chah or bonds have been deposited for improvements. Alderman Prickett, to concur with Municipal Rive Road Development Committee's recommendation to concur with Des Plaines Zoning Board of Appeals, Case 67-11R to rezone property located at 297,;29993010303 S. River Road from R-2 to C-2 and authorize the City Attorney to draft the necessary ordinance. Motion declared Carried. ZONING CASE 67-19-R It was moved by Alderman Swanson, seconded by 1455 E. Golf Road Alderman Prickett, to concur with Municipal Pe i. ion for Annexa ion Development Committee's recommendation to M ergs Plumbing & grant re -zoning of property located at 1455 '9upply Co. E. Golf Road from Cook County M-1 to City M-2 upon annexation and grant petition for annexation authorizing the City Attorney to draft the necessary zoning and annexation ordinances. Motion declared Carried ZONING CASE 67-12-R Alderman Swanson, Chairman,of the Municipal 4 Rand Road Development Committee, requested that Zoning Case 67-12R on property located at 1584 Rand Road be referred to the Building Commissioner for research and report to the Committee fe existing usage of Lots in- cluded in zoning petition. ZONING CASE 67 -26 -SU Alderman Swanson, Chairman of the Municipal 990 Lee Street Development Committee, requested that Zoning Beauty Wash, Inc. Case 67 -26 -SIT for special use of property located at 990 Lee Street for car wash operation, be referred to the Traffic Commission and Police Department for study of traffic in the area, considering the future development of Oakwood Avenue extension. He further reported that said Case will be held in Committee, awaiting said reports as well as Tec -Search's traffic survey and recommenda- tions re redevelopment of the area. Committee Meeting Alderman Swanson, Chairman, set a -meeting of C-4Fand R-5 Zoning Municipal Development Committee for 7:30, June 21st to discuss the downtown zoning ordinance changes to C-4 and R-5. WESTFIELD ESTATES It was moved by Alderman Swanson, seconded by Su divis on Alderman Prickett, to concur with Municipal Development Committee's recommendation to appr ve the plat of Westfield Estates Subdivision and authorize the Mayor andity Clerk to execute same upon deposit of necessary bond for improve- ment - said bond to be released on the date of confirmation of Special Assessment for improvements in the area. Motion declared Carried. S.A. Doreen Drive and It was moved by Alderman Swanson, seconded by -Westfield Lane Alderman Shillington, to instruct the Board of Local Improvements to institute Special Assessment proceedings for improvements on Doreen Drive and Westfield Lane to the undedicated portion of Westfield Lane. Petition - Dead End Alderman Leer, Chairman of the Streets and Facility - West ie d Traffic Committee, requested the City Attorney Laney to give a written opinion City's use of undedicated portion of Westfield Lane to serve citizens residing on same so that said Committee may report on Petition signed by property owners in the area to have Westfield Lane remain a Dead End facility to the barricade. Petition - 4 -way stop The petition and accompanying letters requesting Fourth Avenue & Prairie a four-way stop at the intersection of Fourth Avenue and Prairie Avenue was referred to the Streets and Traffic Committee and Traffic Commission for study and report. Committee Meeting Alderman Leer, Chairman, called a meeting of Boar of Local Improvements the Streets and Traffic Committee along with the Board of Local Impr6vements for Wednesday, June 21st, at 7 P.M. to discuss improvement of Orchard Place Streets by Special Assessment. Motion declared Carried. Awar Bid - Watermain It was moved by Alderman Figard, seconded by Mt. 'rospect Rd_. Alderman Bolek, to concur with Water and Finance Committee's recommendation to award the bid for the Watermain on Mt. Prospect Road to the low bidder, Joe B. Dlivito Co. in the amount of $13,096.00 and the checks and or bonds of the 'unsuccessful bidders be returned. Sengstock Pumping Station to the low bidder Anchor Post Products Co. in the amount of 65,500.
