Council Minutes 06/05/1967370 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, JUNE 59 1967 CAL, TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:10 P.M. The meeting opened with a prayer by Father Fassbinder, Assistant Pastor of St. Emily's Church, followed by the pledge of allegiance to the flag. ROLA, CALL: Roll Call indicated the following aldermen present: Rateike, Szabo, Prickett, Wright, Bolek, Figard, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels. Absent was Alderman Leer. Present also were: City Comptroller Blietz, Police Captain Hintz, Building Coomissioner of public Works Schwab, Fire Marshall Arndt, and City Attorney DiLeonardi. Police Chief Kennicott, Schuepfer, Assistant Commissioner City Engineer Fletcher, There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Rateike, seconded by Alderman Prickett, that the Minutes of the regular meeting of May 15, 1967, be approved as published. MOTION CARRIED. Sengstock Sta ion Pumping Station, it was moved by Alderman Figard, seconded by Alderman Wagner, to advertise for bids returnable June 19, 1967 for fencing at said Pumping Station - City Engineer to draw the necessary specifications. MOTION CARRIED. Police Officers City Attorney DiLeonardi reports the courts Sc a sow & Ziemet returned two verdicts of "Not Guilty" in the case of Police Officers Schweisow and Ziemet. Incrporation of City Attorney DiLeonardi reported that a petition gas Maine Area to incorporate substantially the same East Maine Citiof Kennedy area included in former petitions to incorporate, has recently been filed in the Court to be known as the City of Kennedy. After considerable discussion, Mr. Sigmund Wessell was granted permission to speak before the Council in behalf of a pending petition for annexation filed with the City Clerk, which includes lands that are a part of the petition to incorporate the City of Kennedy. City Attorney further .stated that there is also the possibility that another Petition to Iticorporate the same area will be filed with the Court. It was moved by Alderman Bolek, seconded by Alderman Bonaguidi to authorize and direct the City Attorney to research the case and file a Pleading with the Court of a pending petition for annexation to the City of Des Plaines, if the facts as indicated in said petition to incorporate in both cases - The'City of Kennedy and the most recent Petition - are found to be as stated. Prospect has petitioned the court to set Pro ec an election date for the electors residing in a 22 -acre area south of Mt. Prospect, bounded on the'east by Elmhurst Road, on the north by Golf Road, in an effort to annex same to the Village of Mt. Prospect. It was moved by Alderman Shillington, seconded by Alderman Figard to authorize and direct the City Attorney to intervene in said ease on behalf of the City of Des Plaines on June 22nd, the date set for the hearing, On Roll Call, the vote was: AYES: - 15 - Alderman Rateike, Szabo, Prickett, Wright, Bolek, Figard, Hinde, Czubakowski, Wagner, Swanson, Bonaguidi, Seitz, Shillington, Michaels, Mayor NAYS: 0 - None ABSENT: 1 - Alderman Leer There being fifteen affirmative votes, Motion Carried. Prospect or Des Plaines. Motion Carried. 372 Page three COOT COUNTY ZONING City Attorney DiLeonardi reported on the hearings DOE S 68,199 of Cook County Zoning Doe!kets #1168, 11699 1170, 117 1171,& 1172 1171, and 1172 on property located in the area of Euclid and Wolf Road. It was moved by Alderman Bonaguidi and seconded by Alderman Seitz to authorize and direct the City Attorney to prepare resolutions of protest against the rezoning cited in said Dockets and file same with the County Clerk, Zoning Board of Appeals of Cook County, and County Boatd of Commissioners. Motion Carried, COO COUNTY ZONING Following City Attorney DiLeonardi's report on DOC 'E: #1167 the hearing, it was moved by Alderman Prickett, seconded by Alderman Szabo, to authorize the City Attorney to protest on behalf of the City of Des Plaines to the rezoning of property located on the northwest corner of Mandel Lane and Camp McDonald Road as described in Docket #1167 before the Cook County Zoning Board of Appeals. MOTION CARRIED. C00 COUNTY ZONING Following City Attorney DiLeonardi's report on 0 - the hearing of Cook County Zoning Docket #1183 on property located at the southeast corner of Camp McDonald Road and Wolf Road, it was moved by Aalderman Prickett, seconded by Alderman Rateike, that Council do not oppose the rezoning of property described in docket #1183. MOTION CARRIED. Motion Carried, Alderman Hinde reported that the Streets and Traffic Committee has investigated the 6000 lb. Load Limit on Campbell Avenue and has found Load Limit signs have been erected. It was moved by Alderman Figard, seconded by Alder- man Shillington, to concur with Water and Finance Committee's recommendation to award the bid for the new truck to Oakton Automotive at a total cost of $3,407.00 and the checks of the unsuccessful bidders be returned. Motion Carried, Civ' 1 Defense Alderman Czubakowski, Chairman of the Civil Defense Rep2rt Committee, reported that the Civil Defense depart- ment will launch a blanket drive on June 12th; also an Industrial and Business seminar in regard to Civil Defense will be held on September 15. The General American Research Division is considering holding a 48-hour shelter stay in the Des Plaines area in the near future. He stated that Mayor Daley was advised by his three top assistants that with the expansion of the airport facilities, they could not recommend any area for the Sanitary Disposal p 1 a1n t . Motion Carried. Alderman Bona- guidi stated the action taken at the last meeting was in no way criticism of the activities of the Human Relations Commission as he believes they are doing a fine job but merely a misunderstanding on his part that it had been a recommendation of the Human Relations Commission, after con- sidering the letter referred to them by Council.
