Mayor Behrelts report Mayor Behrel further reported that a. letter
(Continued) has been received from YX#/Pes Plaines
Redevelopment, Inc., in which they state
they would share in the cost of a traffic
feasibility study of the downtown area
in the City of Des Plaines by a recognized
authority.
Mayor Behrel further reported that the State Highway of Public Works
will hold a public hearing in the Council Room at 10 a.m., March 14th,
to d1sucss the improvement of Golf Road through the City of Des Plaines
from 'Wolf Road to Elmhurst Road,
Mayo* Behrel also reported•that he attended a legislative meeting of
the Illinois Municipal League Friday nite and all day Saturday re
bills before the Legislature. Discussion followed re bills before the
Legislature affecting Municipalities.,

CALL TO ORDER: The regular meeting of the City Council of
the City of Des Plaines was cglled to order
• by Mayor Herbert H, Behrel at 8:15 P.M.
The meeting opened with a prayer by Reverend.Francis J. Buck of Our
Lady of Hope 0hurch followed by the pledge of allegiance to the flag,
ROLI, CALL: Roll Call indicated the following &&der—
men present: Czubakowski, Wagner, Swanson,
French, Martin, Bonaguidi, Rateike,
Prickett, Wright, Leer, Shillington,
Figard.
Absent were Aldermen Szabo and Bolek.
Present also were: City Comptroller Blietz, Police Chief Kennieott,
Building Commissioner Schuepfer, Commi.4sioner of Public Works Warnicke,
Fire Marshall Arndt, City Engineer Fletcher, and acting City Attorney
Hotert.
There being a quorum present, the meeting was in order.

petition.
. Letter 'from Mr. Boeckelihauer and new plat has been submitted
to plan Commission.
We, your Committee on Municipal Development therefore recommend that
the City Attorney be authorized to draw up re -zoning ordinance in accord
with plat and letters.of agreement from the petitioner." It was moved
by Alderman Martin and seconded by Alderman Czubakowski to remove from
the table the Committee report concurrence re aforementioned Zoning
Cases 66-29-R and 66-30-R. Motion Carried. It was then moved by Alder-
mah French and seconded by Aderman Pricket-t to concur in the above
mentioned Committee report. After considerable discussion, a roll
call vote was taken. Prior to the vote, Alderman Figard was handed a
note as follows: " On the Cohen Vote, are you going to disqualify
yourself for conflict of interest ??. You should ,you know with your
wife handling Cohen's insurance;" It was ruled by Attorney ilofert
that this does riot consitute a conflict of interest. Alderman French
requested a legal opinion in writing re abstaining from voting and
whether or not it constitutes`a negative or positive vote. On roll

recommendation to concur with the Zoning

located at the southwest corner of Mannheim and Howard and to authorize
*the City Attorney to draft the re --zoning ordinance from M-2 to C-2
