Council Minutes 03/20/1967MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PL,AINES, ILLINOIS, HELD IN THR COUNCIL ROOM, CITY HALL, MONDAY, MARCH 20, 1967 CALLS TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with a prayer by Reverend Wappler of the St. Martin's Epispopal Church followed by the pledge of allegiance to the flag. ROLLiCALL: Roll Call indicated the following alder- men present: Wagner, Swanson, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Leer, Shillington, Figard, Mayor. Absent were Aldermen Czubakowski, French, and Martin Present also were: City Comptroller Blietz, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, Fire Marshall Arndt, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. MINUTES: It was moved by Alderman Prickett and seconded by Alderman Bonaguidi that the Minutes of the regular meeting of March 6, 1967, be approved as published. Motion Carried. Girl Scouts Troop #178 Mayor Behrel introduced the Girl Scouts in attendance from Troop #178 and explained procedures of City Council in his wel- coming message. OPEN 'BIDS: Dr v ways and Parking It was moved by Alderman Wagner and seconded Lots - Albert L. Sengstock_ by Alderman Figard that the bids received Pump%ng Station for the driveways and parking lots at the Albert L. Sengstock Pumping Station be opened. Motion Carried. Motion Carried. Landscaping - Albert L. It was moved by Alderman Figard and seconded Sengstock Pumping Station by Alderman Rateike that the bids received for the landscaping of the Albert L. Sengstock Pumping Station be opened. Motion Carried. Zoning suit has been filed by the property owners Suit of 253-55 Central Road against th City of Des Plaines re rezoning of proper --y located at above address. Objectors - Tax Rate City Attorney DiLeonardi reported that again this year there are objectors to the City's Tax Rate be excessive, particu- larly in Library Fund - Hearing in Circuit Court to be held April 24th. Cook County Zoning City Attorney DiLeonardi reported that DTocckpt #1111 he is in communication with the Cook Co. Ridi Srab e—north of Golf Board of Commissioners re Cook County Zoning Pocket #1111, which reportedly has been referred back to the Board of Commissioners for reconsideration att heir meeting of April 4th and will continue to keep Council informed on same. Daawntbwn Ordinances City Attorney DiLeonardi reported that the necessary petitions to the Zonirig Board have been submitted for the hearings on the Downtown Zoning Ordinances. He rendered an oral legal opinion re the Des Plaines Council of Civic Association's request to include in the April 18th election a public referendum vote on the downtown zoning ordinance - said opinion to be put in writing and submitted to City Officials and Des Plaines Council of Civic Associations. To annex certain land - After discussion, it was moved by Alderman Algonquin Road, south side, Shillington and seconded by Alderman Leer west of Mt. Prospect Rd, to authorize the City Engineer to draft the Plat of Annexation and the City Attorney to draft the necessary ordinance to annex ney to draft the necessary certain land on the south side of Algonquin license to be issued to Nick's. Increase Class E Liquor It was moved by Alderman Bolek and seconded Licei4ses - Nick's La- by Alderman Szabo that Council concur with CaitIna - Lee Street License, Health and Inspection Committee's recommendation to increase Class E Liquor - Licenses by one and authorize the City Attor- ney to draft the necessary amendment to the ordinance - said liquor license to be issued to Nick's. State Highway - Alderman Bonaguidi submitted petitions igned Golf Road Proposal by residents in the Cumberland area of Des Plaines stating their opposition to the propose changes in the routing of vehicular traffic in the area surrounding the Cumberland Circle and the adjacent streets feeding into same. After considerable discussion, it was moved by Alderman 'Bonaguidi and seconded by Alderman Figard that City Council object to the present proposal of the State Highway Department to reroute traffic on Golf Road and urge that they design a traffic signs ization of the intersection of Golf Road, Wolf Road, and Broadway. Motion Carried. Alderman Prickett expressed the wishes of the City Council mem ers to Mayor Herbert H. Behrel "wishing you well" during his visit at the hospital.
