303 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, __CITY HALL, MONDAY, FEBRUARY 6, 1967. CALL -TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H, Behrel at 8:13 P.M. The meeting opened with a prayer by Father Bird of St, Maryts Parish.followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Bolek, Leer, Shill- ington, Czubakowski, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Wright. Absent were Aldermen Figard, Wagner, and Prickett, Present also were City Comptroller Blietz, Police Chief Kennieott, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of Public Works Warnicke, Fire Marshall Arndt, City Engineer Fletcher, and City Attorney DiLeonardi, There being a quorum present, the meeting was in order. MINE E8: It was moved by Alderman Ban.aguidi and seconded by Alderman Swanson that the Minutes of the regular meeting of January 16, 1967, be approved as published. A correction was made on Page one in paragraph entitled Minutes, changing Rateike to Figard. A correction was made on page two in paragraph entitled "To Study Feasibility of Private Scavengers" changing "Sanitation Committee" to "Mayor Behrel". After corrections Motion Carried. OPEN BIDS: eas ng�ht Squad Cars It was moved by Alderman Czubakowski and seconded by Alderman Shillington to open bids received for the leasing of eight svfuad cars for the Police Department. The bids received were: Jim Aikey Ford, Inc, _ $265 per month plus state sales tax Des Plaines Motor Sales, Inc`. $269 per month It was moved by Alderman Swanson and seconded by Alderman Szabo to refer said bids to the Police Committee, Finance Committee, and Police Chief for study and report. Motion Carried, Packer Truck and Chassis It was moved by Alderman Leer and seconded by Alderman Martin to hold the only bid received from International Harvester Company and refer the matter of receiving only one bid to the Commissioner of Public Works for exploration and report at the next meeting, Motion Carried. I1 n REPORTS OF CITY OFFICIALS: The Clerk submitted the following reports to be placed on file: Health Department for January, 1967; Minutes of Human Relations Commission; Annual Report of Fire Depgrtment for 1966; Report of Building Department for January, 1967. OPERATION - "Bid Snow Storm The Clerk read report of the Commissioner of 1967 of Public Works as follows: "Since the snow storm just experienced was one of the heaviest ever recorded for this area, I feel it is important that a written report be submitted in order that it can be made a part of the minutesand become a permanent record. The statistics as recorded by our ]public Works Department are as follows: January 26th - 2311, falling fast and quite wet, later in the afternoon much blowing and drifting January 29th - 4" with very little drifting February 1st - 6" with drifting only a factor in outlying areas. February 5th - 8" followed by a drop in temperature and high winds causing extensive driffint throughout the City. Page two 2/6/67 304 The total fall for this 10 day period being approximately 41". It is -apparent from these statistics that the first storm was virtually enough to render almost useless most equipment designed to handle snow falls ranging from 4" to a miximum of 12" to 15" which are average for this area. However, we had to do the best we could with what we had to work with and we were thankful that we had purchased two good sized trucks in 1966, one a 4 -wheel drive unit which did a tremendous job and could have done much better if we would of had a big V -plow to go -with it; also, we have one large garbage truck capable of pushing a large V -plow and it is my recommendation we purchase V -plows for these two units immediately for I firmly believe that with these plows we could save the cost in rental of tractor end loaders if we have one or two more snow falls of 8!1;,or.more accompanied by high winds and drifting because of the high banks presently prevailing along out lying streets. It is not my intent in this report to tell of the many heroic dedds or capture any of the drama that was unfolding all around us nor to tell of the several amusing incidents that happened, however, I would be remiss if I did not commend the many City employees that gave their all to help battle this record storm. My Assistant, Joe Schwab amazed me by the tremendous amount of stamina he displayed, refusing to go home and sleep when we knew he should have been dead on his feet. Herb Oehlerking, hiding a serious injury, sustained by,a fall from the snow blower still giving his all. Howard Moellenkamp helping direct snow operations and still keeping his Barba*e department on a current basis even though short handed but the men gave their all. This department got behind on their pick-ups only one day - that being the day after the big storm and they made this up the' following week. Wally Schaefer, Ken Tiernan and Ray Flynn repairing water leaks and helping to plow snow around the clock; these crews all pitched in and helped, Then there was the veteran experienced snow fighters like Hank Schmitz and Bill Behm, a real comfort to any boss to know these men were in the crew; also, Augie Spillone, Rich Hougeson, Joe Noekes, Allen Rateike, Danny and Larry Noessen and Crew Leader, Joe Haseman who did a tremendous job and amazed everyone with his stamina; and accolade is due Harold Ingram and his crew of.Mechanics, Bud Browski, Barney Betz and Wally Heiden. Also, Ed Ham and his water operators during the height of the storm, Ed Ham walked from his home to the water plant to make sure our water plant was functioning properly. Even our Meter repair men doubled in buss and helped man the plows. Hubert Thorne, Bud Michehl and George Denk all did a good job as did some of our off-duty Police and Firemen as well as many others. Included in our snow fighting operation were many pieces of rented. equipment. In fact we rented just about everything that was available ,and eapable of doing a reasonable amount of work for the money. Speaking of money and costs involved, while this is just a wild guess, I believe when all costs are known and totaled it will approoch the $500000.00 figure and we pray and hope that when the snow starts melting that it does so slowly or it will add considerably to the cost, even so, this is under $1.00 per capita which for a storm of this intensity probably isn't too bad. We, in the Public Works Department feel we have done a good job and we, also; know that with better equipment and with the experience gained, we can do an even better job. With[ this thought in mind, we have had several meetings of key personnel and one meeting of all Public Works men to discuss ways and means of improving our technique and to give employees an,opportunity to contribute to this cause." Considerable discussion followed this report and it was moved by Alderman B©nauidi<and seconded by Alderman Martin that Mayor Behrel, Comptroller Blie z and the Finance Committee review ways and means of compensating key Oersonnel in the Public Works Department who do not receive overtime comp nsation. Motion Carried. a COMMITTEE REPORTS: t Kenr y P roperty - west Alderman French, Chairman of the Municipal o R Development Committee, made the following report: "The Kenroy Property west of Rout #83 is contiguous and subject to annexation agreement including (1) Parcels 1 and 2 - Planned Development a #1 - not more than 1600 - not less than 40% one bed oom• not more than 2 o three bedroom - 100 ft. maximum height limitation (rp.4j 305 2/6/67 Page three Kenroy Property b.#2 - not more than 264 - not less than (Continued) 40% one bedroom and not more than 20f three bedroom; (2) Parcel #3 - R4 - Planned development to be submitted; (3) Parcels 4 and 5 - M1 - 100 ft. limitation. Your Committee on Municipal Development has investigated the above and has found (1) Committee of the whole poet to invstigate this planned development; (2) City Attorney and Mayor have ne otiated with petitioner's attorney an requirements of agreement and n cessary steps; (3) Committee considers the development favorably afte study of legal steps necessary including a joint City Council, Zoni g Boards and Plan Commission hee.ring." It was moved by Alderman Frenc and seconded by Alderman Czubakowski that Council concur in aforementioned report and a date for pre-annexation hearing be selected after an agreement has been submitted by the petitioner. Motion Carried. Realcoa Co. - Alderman Frenchs Chairman of the Munici- Annexation A reement_ pal Development Committee, made the West of Rt. 83 following report: "The Realcoa Co. property west of Routh #83, over 14-12- acres, 42acres, is now zoned in the County to permit (1) 905 dwelling. units; (2) no height limitation; (3) one parking space per unit. Your Committee on Municipal Development has investigatedd the above and has found (1) Planned Development requesting ten story structures, one and one-half parking spaces, 905 dwelling units, C-2 Commercial with dwelling units above at the discretion of the owner - the City Attorney and Mayor have investigated the agree- ment clause by clause." It was moved by Alderman French and seconded by Alderman Martin that Council concur in aforementioned report and Municipal Develapment Committee's recommendation that a joint hearing of City Councils Plan Commission and Zoning Board be schedul d to consider this development prior to or in conjunction with th Kenroy Development. Motion Carried, RESOLUTION R-4-67 - Alderman Rateike, Chairman of the Fire North Maine Fire Protection Committee, reviewed with Council the District Contract contract with North Maine Fire Pro- tection District. It was moved by Alderman Rateike and seconded by, Alderman Martin that Resolution R-4-67 be,adopted authorizing and directing Mayor,and City Clerk to execute contract with North Maine Fire Protect on Distrbct. It was moved by Alderman Shillington and seconded by Alderman Szabo to concur in Building and Grounds Committee's recommendation to authorize the purchase and installation of these desks from George FI. St - It was moved by Alderman Martin and Plainfield Schoo crossings seconded by Alderman Bonaguidi to concur with Streets and Traffic Committee's recommendation not to install any additional stop signs on Howard Street in the area of the Plainfield School crossing. Motion Carried. Advertise for Bids It was moved by Alderman Martin and Deaf -Picker seconded by Alderman Rateike to concur in Streets and Traffic Committee's recommendation to advertise for bids for a leaf picker, returnable March 6th, authorizing the Commissioner of Public Works to draft the necessary specifi- cations. Motion Carried. Purchase Radio - Water Dept, It was moved by Alderman Czubakowski and seconded by Alderman Swanson to concur in Water Committee's recommenda- tion to purchase a radio for the water department at an estimated cost of $600 from Motorola. On Roll Call, the vote was: AYES: 12 - Alderman Bolek, Leer, Shillington, Czhbakowski, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, t - Wright, Mayor.
