CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The meeting opened with a pyayer by Rev. Bruehl of the First Methodist Church followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Bolek, Leer, Shill- ington, Figard, Cziibakowski, Wagner, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright. Present also were City'CoWptroller Blietz, Police Captain Hintz, Building Commissioner Schuepfer, Commissioner of'Public Works Warnicke, Fire Chief Arndt, Acting City Engineer Quigley Fletcher, and City Attorney DiLeonardi, MINUTES: It was moved by Alderman Prickett and seconded by Alderman Swanson that the Minutes of the regular meeting of January 3, 1967, be approved as pub- lished. A correction was offered by Alderman Rateike on Page 3, last paragraph by adding the word "detectives and" preceding the word patrolmen. Motion Carried, Alderman Rateike voted No. REPORTS OF CITY OFFICIALS: NCR Computer City Comptroller Blietz reported that the City has received delivery of the new NCR Computer and is awaiting de- livery of the Keypunch machine. Blue gross -Blue Shield The letter submitted by City Comp- troller Blietz from Blue Cross -Blue Shield regarding current rates and rates if group adds the Coordination of Benefits Endorsement was referred to the Insurance Committee for study and report. Policed Department Yearly Report Police Captain Hintz submitted the report of the Police Department for the year 1967 to be placed on file. Certilicafe of Occupancy TO N Qwest Highway Progrss Report - Storm Sewer Program Building Commissioner reported that the matter of tenants moving into the building located at 380 Northwest Highway without obtaining Certificate of Occupancy has been referred to the City Attorney, Acting City Engineer Quigley Fletcher reported on the progress of the storm seders throughout the City and further reported that the north reservoir is basically completed, except for grading and landscaping. Dockets 1123 and 1124 - Cook City Attorney DiLeonardi reported Count.. that a Resolution of Protest has been filed against Cook County Zoning Dockets 1123 and -1124, copies of which have been submitted to City Council. He further reported that he has discussed with the Corporation Counsel per- taining to Docket #1143, in the City of Chicago, who appeared at the hearing and asked for a continuance, and requested a copy of their ob- jections that they might file. Water"ain Breaks Commissioner of Public Works Vlarnicke `— reported that there have been 11 water - main ater-main breaks this past weekend, 10 of which occurred within a small section of the city, approximately i mile wide and one mile long. Kang for a Class E Liquor License to have been used at 2424 Dempster Street. Motion Carr-ied-. It was moved by Alderman Swanson and seconded by Alderman Rateike that Council concur in Sanitation Committee's recommenda- tion to advertise for bids returnable February 6, 1967, for Items 2 and 3 on the priority schedule ( Packer Truck and Chassis), the Commissioner of Public Works to draft the necessary specifications. Motion Carried. To Study Feasibility of Alderman Prickett's request for a study Private Scavengers of the feasibility of Private Scavengers in the City of Des Plaines was referred to the Sanitation Committee for study and report. Approve Driveways - K Mart It was moved by Alderman Martin and Lea and Oakton STS. _ seconded by Alderman Bonaguidi that Council concur in Streets and Traffic Committee's recommendation to approve the driveway permits for the`new KMart Building to be located on the southwest corner of Lee and Oakton Streets - driveways to be off Lee Street and Mannheim Rbads, and the Commissioner 4 Public Works be author- ized to issue the necessary permits. After second reading, it was moved by Alderman Rateike and seconded by Alderman Bonaguidi to adopt Ordinance Z-1-67, rezoning aforementioned property.
