Council Minutes 01/03/1967292 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, TUESDAY, JANUARY 30 1967. CALL JO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:08 P.M. The meeting opened with a prayer read by City Clerk B. E. Rohrbaeh, followed by the pledge of allegiance to the flag. ROLL CALL: R611 Call indicated the following aldermen prepent: Bolek, Leer, Shillington, Figardt Czubakowski, Wagner, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright';, Present also were City Comptroller Blietz, Marshall of Police Kennieott, Police Captain Hintz, Fire Marshall Arndt, Police Captain Hintz, Building Commissioner Sehuepfer, Commissioner of Public Works Warnicke, City Engineer Fletcher, Civil Defense Director Arthur, Health Officer --Branding, and City Attorney DiLeonardi. There being a quorum present, the meeting was in order. PRESENTATION OF ESSAY Mayor Behrel presented awards for essays submitted AWAR St by students participating in Junior Achievement Week as follows: #1, Linda Locke; #2 Andy Collias; #3 Lbrrie Ware; Runners up, Sam Vaccarello, Pamela Smith, Kay Christensen. MINUTES: It was moved by Alderman Rateike and seconded by Alderman Prickett that the minutes of the regular meeting of December 199 1966, be approved as published. City Clerk Rohrbaeh submitted a correction of date in the heading on Page 1 from December 5 to December 19, Motion Carried, REP2�TS OF CITY OFFICIALS: The Clerk submitted the following reports to be placed on file: Health Department for year 1966; Report of Building Commissioner for month of December for the for year 1966; City'Comptroller's reports as follows: Statement of Cash Receipts thru Nove0ber 30, 1966; Statement of Appropriation Expenditures; 1964 Water Construction Account; Sewer Consi;ruetion Fund; Motor Fuel Tax Fund. COOK COUNTY ZONING City Attorney DiLeonardi reported on the hearing D02EETS #1123- & 1=24 attended by his on Cook County Zoning Dockets #1123 and 1124. After considerable discussion it was moved by Alderman Bonaguidi and seconded by Alderman Rateike to authorize the City Attorney to draft the resolution of protest on the basis of the additional burden of dlrainage into Weller Creek and forward same to the County Clerk, Cook County Zoning Board of Appeals, and County Board of Commissioners. Motion Carr ed. Zoniu Case 66-29-R and City Attorney DiLeonardi reported that he has 66- 0-R - Cohen property reviewed the latest plat submitted by Mr. Julius Cohen to City Council in Zoning Cases 66-29-R and 66-30-R. Inasmuch as Mr. Cohen has committed himself to requesting R-2 zoning on those lots facing the south side of Thacker Street, it would negate the protest of those property owners on the north side of Thacker Street and therefore would require only a majority of votes of aldermen present to pass a zoning ordinance. CommTEE REPORTS: Alderman French, Chairman of the Municipal Z 7Case 66-29-R and Development Committee, reviewed with City Council 0-R - Cohen property the developments in Zoning Cases 66-29-R and bet en Thacker and -66-30-R on the Cohen Property located east of uin Roads the CC & NW tracks between Thacker and Algonquin Roads, stating that a revised plat had been mailed to all aldermen and that present petitioners request is for R-2 on lots facing Thacker Street, R-2 on lots abutting Alfini Subdivision and C-2 on lots facing Algonquin -Road with'R-4 on the remaining tract. Alderman French read the letter from the'Plan Commission pertaining to the special meetpng held January 2, 1967 with members of the Municipal Development Commttee. It was moved by Alderman French and seconded by Alderman Prictett that Council concur with the recommendation of the Municipal DeveXopment Committee to authorize the City Attorney to draft the necessary rezoning ordinances per revised plat. After considerable discussion, it was moved by Alderman Leer and seconded by Alderman Shillington to table the motion. Plat of Dedication It'was moved by Alderman French and seconded Oakton & Lee Streets by Alderman Martin that Council concur in Municipal Development Committee's the Mayor and City Clerk execute the recommendation to authorize the Mayor and City Clerk to execute the Plat of Dedication for Oakton and Lee Streets at the southwest corner, after the necessary signatures are affixed the pkat by the Plan Commission Chairman and Secretary. Motion Carried, Zoning Case 66-37-R It was moved by Alderman French and seconded 1428 Lee Street by Alderman Martin that Council concur in Municipal Development Committee's recommenda- tion to concur with the Des Plaines Zoning Board of Appeals in Zoning Case 66-37-R on property located at 1428 Lee Street from R-2 to C-2 and authorize the City Attorney to draft the necessary rezoning ordinance. Motion Carried. North Maine Fire Protection It was moved by Alderman Rateike and seconded Districi Contract — by Alderm4n Figard that Councilconcur with Fire Committee's recommendationto-extend the North Maine Fire Protection District contract for a period of ninety days at #1000 per week and authorize Fire Chief Arndt to extend said contract for an additional three months to the end of June, 1967, if the Fire Chief and Fire Committee are assured of the District's intent to organize their own department - the necessary contract to be drawn by City Att rney DiLeonardi and the attorney for the Fire Protection District, n Roll Call the vote was: AYES: - 15 - Alderman Bolek, Le r, Shillington, Figar , Czubakowski, Wagne s Swanson, French, Martin, Bo aguidi, Rateike, Szabo, Pr'ckett, Wright, Mayor. NAYS: - 0 - None ABSENT: - 0 —None There being fifteen affirmative otes, MOTION CARRIED. Alderman Rateike left the meeting at this time. Electrical Agreements - It was moved by Alderman Martin 3nd seconded Lee & Touhy - MFT funds by Alderman Swanson to concur in Streets and Traffic recommendation that the Mayor and City Clerk execute the electrical agreements in connection with supplying electrical energy for traffic lights at Lee and Touhy from MFT funds. Motion Carried. i Traffic Lights - Touhy& Maple Alderman French submitted letter from Orchard Place School PTA and Des Plaines Safety Council, Inc. re traffic ights at the intersection of Touhy and Ma le Streets, which were referred to the Stree s and Traffic Committee, Progress Report - Water Alderman Figard, Chairman of the Water Committee Committee,. reported that the Water Committee is continuing to study the engin ering report re water and sewer mains n the Pleasant Manor Estates. Also, the matter of a tap -on by Mr. Walter F. Crowe has been 'turned over to the City Attorney who has written a letter December 30th requesting payment of fees. Alderman Leer left the meeting at this time - 9:50 P.M. Lett r re Easement for Alderman Bonaguidi, Chairman of the Sewer Si:or Sewer - N. E. corner Committee, submitted to Alderman the letter of R ver Road & Gakton Sts. from Kenneth G. Meyer, attorney for clients who own property located just north of the northeast corner of River Road and Oakton Street re grant of easement for a storm sewer to the City of Des Plaines. Attorney Meyer addressed the Council stating the position of the owners and after considerable discussion, it was mutually agreed to accept the provisions set forth in said letter - No formal action was taken. ORDINANCE M-1-67 After second reading, it was moved by App opriation Ordinance Alderman Prickett and seconded by Alderman Swanson to adopt Ordinance M-1-67, the 1967 appropriation ordinance. Alderman Figard, Chairman of the Police Committee, made the following report signed by all three membters of said committee: "A year ago this council approved a 2 differential between the police and fire department salaries. Nothing has changed in the kind of work, the hours, etc. in either de- pfartutent 'since that decision was made a year ago. The Fire Arbitration Board which recommended that firemen receive a base starting rate of $$6151 stated clearly that' they were not recommending a parity in firemen's and policemen's sararies, but were only saying that the firemen should receive a starting rate of $6151. The salary survey review made by the J. L'"Jacobs Co'. during the past several month was authorized and payed for 4y the City and was the result of many weeks of intensive and expert study. These people looked'at comparative communities, carefully evaluated what they found and g , us the following unbiased report: "The growing trend toward paying'fktr'ohmen higher salaries than firefighters correlated; with the earlier trend toward reduced fire duty hours. Surveys conducted recently among municipalities show that the many cities that still pay the name salaries to patrolmen and firefighters have fire personnel on duty weeks of more than 60 hours, compared to a 40 hour work week for police. The trend toward paying police higher salaries is most noticeable among those cities where the duty week for fire personnel is 56 hours or less. The Jacobs survey indicated a 4% differential between police and fire salaries in data obtained from Chicago and suburban cit gs_and the polige committee is asking only a 2 differential only for `pa� o m n grades." It was moved by Alderman Figard and seconded by Alderman Czbugkowski that Council concur in said report and that Ordinance It-� 67 (' be aigended to include a 2 differential between the firemen and'p -tramen. Alderman Bonaguidi requested that the record show he has signed the report but does not like the differential but, believe5each is'deserting of a 2 increase. APPROVAL OF BILLS PAYABLE: Alderman Prickett, Chairman of the Finance Committee, presented the following resolu- tion: BE IT RESOLVED BY THE CITY OF DES PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND HEREBY AUTHORIZED TO MAKE PAYMENT FOR SAME: Total: $$24$9598.39. It was moved by Alderman Prickett and seconded by Alderman Swanson that the aforesaid resolution be adopted. ORDINANCE T-1-67 It was moved by Alderman Shillington Beau Drive Yield to Dulles and seconded by Alderman Martin to waive First Reading and place on passage Ordinance T-1-67 providing for Yield Signs at the intersection of Beau Drive and Dulles Rd. Motion Carried, It was moved by Alderman Shillington and seconded by Alderman Martin to adopt Ordinance T-1-67. Resolution R-1-67 Resolution R-1-67, re front building line Big Bend Estates violation in Big Bend Estates, and letter from -City Attorney DiLeonardi was referred to the Building Control and Inspection Committee for study and report. Elk Blvd, in which they stated they had no objection. It was moved by Alderman Frenc4 and seconded by Alderman Wagner to authorize the City Attorney to draft the necessary rezoning Ordinance. Mayor Behtel read the letter received from Lieutenant Colonel, U. S. Marine Corps, T. C. Smith expressing their sincere thanks to all members of the'Des Plaines Fire Department for their support of the 1966 Marine Corps Reserve "Toys for Tots" Campaign and exhibited the Certification of Appreciation presented to Fire Chief Arndt. Mayor Behrel reported on a meeting attended by him with four representatives of the Des Plaines Terrace Civic Association, concerning two of their traffic problems. It was moved by Alderman Martin and seconded by Alderman Bonaguidi to authorize the Mayor and City Engineer to negotiate with the State High- way Department to install traffic signals at the intersection of Rand Road and Fifth Avenue, Motion Carried, It was moved by Alderman Martin and seconded by Alderman French to authorize the City Engineer to draw the necessary plat of annexation and the City Attorney to draft the necessary annexation ordinance on a parcel of land located on the north side of '`Rand Road, just east of Third Avenue. Motion Carried. The letter from the Illinois Inspection and Rating Bureau addressed to Lt, Arthur regarding the adopting of the Fire Preven- tion Code published by the American Insurance Association was referred to the Building Control and Inspection Committee for study and report, Alderman Shillington's request for a review of traffic patterns at the exits and entrances of Mt. Prospect Shopping Plaza and the Market Place on Routh 83 just south of Golf Road was referred to Mayor Behrel for study and report.
