Council Minutes 01-19-21CALL TO ORDER: ROLL CALL: MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD VIA ZOOM VIDEO CONFERENCE ON TUESDAY, JANUARY 19, 2021 The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Bogusz at 7:00 p.m. The meeting was lived-streamed via: http://desplaines.org/accessdeplaines and played on DPTV Channel 17 on Tuesday, January 19, 2021. Roll call indicated the following Aldermen present: Moylan, Rodd, Zadrozny, Chester, Smith, Goczkowski . Absent: Lysakowski, Brookman. A quorum was present. Also present were: City Manager Bartholomew, Director of Public Works and Engineering Oakley, Community and Economic Development Director McMahon, Human Resources Director Madison, Fire Chief Anderson, Police Chief Anderson, and General Counsel Weiss. PRAYER AND PLEDGE: PUBLIC COMMENT: MAYORAL ANNOUNCEMENT The prayer was offered by Alderman Moylan followed by the Pledge of Allegiance to the Flag of the United States of America offered by Alderman Rodd. The City of Des Plaines continues to follow social distancing requirements. In response to the risks created by the COVID-19 outbreak, Governor Pritzker issued Executive Order 2020-07 on March 16, 2020, suspending the Open Meetings Act provision relating to in- person attendance by the members of the public body. Tonight's meeting is allowed to be conducted via video conferencing. Public comments were allowed to be e-mailed to publiccomments@desplaines.org or phoned in to the City Clerk's Office by 5:00 p.m. on January 19, 2021. There were no public comments. On March 16, 2020, a Declaration of Civil Emergency for the City of Des Plaines related to the COVID-19 emergency was authorized. The Declaration provided that: ( 1) the City may enter into contracts for the emergency purchase of goods and services; (2) the City Manager may implement emergency staffing protocols pursuant to the City's respective collective bargaining agreements; and (3) directed City officials and employees to cooperate with other government agencies. In accordance with Illinois statutes, the Mayor's Declaration lasted only for a period of seven days, unless it was extended by action of the City Council. At each subsequent City Council meeting, the City Council, by motion, extended the Declaration until the next adjournment of the next special or City Council meeting. This extension of the Declaration includes Mayor Bogusz's Supplemental Order dated July 29, 2020. Moved by Goczkowski, seconded by Rodd, to extend the Mayor's March 16, 2020 Declaration of Civil Emergency until the adjournment of the next regular, special, or emergency meeting of the City Council. City Manager Bartholomew introduced the new Media Director Jennie Vana. Ms. Vana expressed her appreciation for the opportunity to work at the City of Des Plaines. General Counsel Weiss reported that two objections were filed to electoral petitions. The Electoral Board met on January 7 and January 11, 2021 to hear both cases. One of the cases was dismissed and the other case was voted on. Both petitions that were challenged will remain on the ballot. Moved by Moylan, seconded by Rodd, to establish the Consent Agenda. COMMUNITY DEVELOPMENT -Alderman Rodd, Chairman Community and Economic Development Director McMahon reviewed a memorandum dated January 7, 2021. CLASS 6B RENEWAL/ NIPPON EXPRESS/ 515 EAST TOUHY: DISCUSS BUSINESS ASSISTANCE PROGRAMS: Page 4 of 6 01/19/21 Nippon Express, property owner and occupant of 515 E. Touhy Avenue, has filed an application requesting a renewal of its current Cook County Class 6b Property Tax Incentive. The original Class 6b was approved in 2008 and activated by Cook County in 2010 after the facility was constructed. Nippon Express desires to remain in Des Plaines with plans to invest up to $7,000,000 in the facility in the coming years. Nippon Express currently employs 70 full time employees at 515 E. Touhy Avenue and 166 employees at 401 E. Touhy for a total of 236 total Des Plaines jobs. Should the Applicant receive the renewal, Nippon Express plans to increase employment by 3-5% per year, up to 25 new full time positions. Cook County Class 6b Property Tax Incentives are eligible for an additional 10-year extension which would allow the property to witness reduced taxes for a total of 22 years. If the extension is passed, this property will continue to be assessed at 10% for years 11 through 20. In the 21st year of the incentive, the property will be assessed at 15%, the 22nd year, 20% and then at the end of the incentive, the assessment will go back up to 25% of market valuation. Alderman Rodd explained that during the January 4, 2021 City Council meeting, the City Council held a discussion over the business assistance program options and requested that staff bring back a survey from other communities as to the types of programs that are offered. Based on the survey conducted, 21 communities responded. Additionally, staff reviewed the websites of 29 surrounding communities to see if any assistance programs were offered; the results were reviewed. During the last City Council meeting, Alderman Brookman requested an update on City finances and a discussion on the City's deficit position. As a result of the Covid- 19 Pandemic, many of the economic sensitive revenues have declined as discussed during the 2021 Budget process. When putting together the 2021 Budget document, the City faces a $10.3M deficit projected for 2021. The City continues to monitor expenses and has a hold on expenditures until the full impact of the pandemic is known. The consensus was to not pursue a voucher program due to the potential cost of the program. The City will continue to waive water late fees, not disconnect water service, re-visit the possibility of discounting license fees/business registrations and model a business grant program similar to the Village of Northbrook' s Safe Reopening Grant Program. CONSIDER SENIOR CENTER SUBSIDIES: Resolution R-23-21 Resolution R-24-21 Page 5 of 6 01/19/21 COMMUNITY SERVICES -Alderman Goczkowski, Chairman Alderman Goczkowski explained the Des Plaines Community Senior Center serves Des Plaines seniors through social engagement, physical programs and volunteer opportunities. The City annually subsidies programs offered by the Senior Center. The three items on tonight's agenda for funding were previously approved for the 2021 Budget. Resolution R-25-21 Steve Samuelson, President and CEO of the Frisbie Senior Center provided a year-end summary of the Meals on Wheels program and the health and support services that are offered by the Center. The Meals on Wheels program provides meals and monitors the Senior Community. Over the course of 2020, the program served 3 ldifferent individuals, prepared and delivered 295 meals while the Social Worker conducted six assessments and eight reassessments. The Des Plaines Community Senior Center provided health screenings and support services intermittently throughout the year. Due to the COVID-19 pandemic, the Center operated according to the Restore Illinois plan and modified its operations significantly. Mr. Samuelson expressed his appreciation for the City of Des Plaines' support and is looking forward to phasing in more on-site programs for 2021 as the COVID-19 pandemic eases. Moved by Chester, seconded by Zadrozny to approve Resolutions R-23-21, A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE DES PLAINES PARK DISTRICT AND THE DES PLAINES COMMUNITY SENIOR CENTER FOR THE PROVISION OF FUNDING FOR SERVICES; R-24-21, A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE DES PLAINES COMMUNITY SENIOR CENTER FOR THE PROVISION OF FUNDING FOR THE MEALS ON WHEELS PROGRAM and R-25-21, A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE DES PLAINES COMMUNITY SENIOR CENTER FOR THE PROVISION OF FUNDING FOR HEALTH AND SUPPORT SERVICES.
