Council Minutes 10-28-20 Special BudgetCALL TO ORDER: MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN COUNCIL CHAMBERS, ROOM 102, DES PLAINES CIVIC CENTER, WEDNESDAY, OCTOBER 28, 2020 The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor Bogusz at 6:00 p.m. The meeting was lived -streamed via: http://desplaines.org/accessdeplaines and played on DPTV Channel 17 on Wednesday, October 28, 2020. ROLL CALL: Roll call indicated the following Aldermen present: Lysakowski, Moylan, Rodd, Zadrozny, Brookman, Chester, Smith, Goczkowski. A quorum was present. Also present were: City Manager Bartholomew, Assistant City Manager/Director of Finance Wisniewski, Director of Public Works & Engineering Oakley, Assistant Director of Public Works Watkins, Assistant Director of Engineering Duddles, Police Chief Kushner, Fire Chief Anderson, Director of Information Technology Sora, Director of Human Resources Madison. PUBLIC The City of Des Plaines continues to follow social distancing requirements. In COMMENT: response to the risks created by the COVID-19 outbreak, Governor Pritzker issued Executive Order 2020-07 on March 16, 2020, suspending the Open Meetings Act provision relating to in-person attendance by the members of the public body. Tonight's meeting is allowed to be conducted via video conferencing. 2021 BUDGET: MAYOR BOGUSZ DECLARED THAT THE CITY COUNCIL WAS NOW RESOLVED INTO A COMMITTEE OF THE WHOLE FINANCE COMMITTEE — Alderman Chester, Chair Chairman Chester stated that the 2021 Budget items for discussion include the Library, Overhead, TIF #1, TIF #3, TIF #5, TIF #6, TIF #7, TIF #8, Motor Fuel Tax Fund, CDBG Fund, Grant Funded Projects, Gaming Tax Fund, Debt Service, Capital Projects, Equipment Replacement, IT Replacement, Water/Sewer Fund, City -Owned Parking, Metra -Leased Parking, Risk Management, and Health Benefits LIBRARY: Des Plaines Library Executive Director Jo Bonell presented the Des Plaines Library Budget. GENERAL FUND OVERHEAD: Resident Earl Wilson stated that a reduced budget should be considered for 2021 due to the COVID-19 pandemic. Assistant City Manager/Director of Finance Wisniewski provided an overview of the General Fund. The 2021 Budget will be a fluid budget being reviewed monthly. A conservative approach was taken to determine revenues and expenditures were decreased this year due to the COVID-19 pandemic. Council Request: The $50,000 budget request was approved. Assistant City Manager/Director of Finance Wisniewski provided an explanation of Tax Increment Finance (TIF) funding. Due to the COVID-19 pandemic, 2020 projected figures are prorated based upon the portion of days that the casino was open to the public. The Debt Service Fund accounts for the general obligation debt that is paid entirely or partially with property taxes. Council Request: None Council Request: The $18,780 budget request for in -car video cameras was approved. Page 3 of 4 10/28/20 Council Request: The $55,000 budget request for a vehicle replacement was approved. A portion of the cost will be offset by an insurance reimbursement. Council Request: The $225,000 budget request for a rescue squad was approved. IT REPLACEMENT: Council Request: The $19,500 budget request third flooring Cat6 cable was not approved. Council Request: The $3,500 budget request for CED inspector's mobile equipment was approved. Council Request: The $53,000 budget request for Cisco UCS blades was approved. Council Request: The $20,000 budget request for Fire Department vehicle computers was approved. Council Request: The $9,000 budget request for Fire Department wireless devices was approved. Council Request: The $25,500 budget request for Police Department vehicle computers was approved. Council Request: The $15,300 budget request for Police Department wireless devices was approved. Council Request: The $11,465 budget request for NeoGov Onboard Module was approved. FACILITIES REPLACEMENT: Council Request: The $27,940 Fire Station #63 Communications Monopole was approved. WATER/ SEWER: Council Request: The $15,000 budget request to upgrade Public Works fire alarm system was approved. Council Request: The $280,000 budget request for City Hall 6th floor masonry repairs was approved. Council Request: The $27,940 budget request for a Central Road Pump Station Monopole was approved. Council Request: The $108,800 budget request for Levee 50 replacement actuators was approved. Council Request: The $7,000 budget request for noise canceling headsets was approved. Council Request: The $53,000 budget request for refurbishment of 10 -ton dump truck #9032 was approved. Council Request: The $73,000 budget request for replacement of Ford F-450 dump truck body #9034 was approved. Council Request: None Council Request: None The Risk Management Fund is an internal service fund that accounts for the City's self-insured property, liabilities, workers' compensation and crime loss. The Health Benefit Fund is an internal service fund used to account for the charges to each department for providing health insurance and other related benefits to employees, elected officials and retirees. The Special Meeting of the City Council scheduled for November 12, 2020 is canceled as no further review is required.
