Council Minutes 10-26-20 Special BudgetCALL TO ORDER: MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN COUNCIL CHAMBERS, ROOM 102, DES PLAINES CIVIC CENTER, MONDAY, OCTOBER 26, 2020 The Special Meeting of the City Council of the City of Des Plaines was called to order by Deputy City Clerk Fast at 6:00 p.m. The meeting was lived -streamed via: http://desplaines.org/accessdeplaines and played on DPTV Channel 17 on Monday, October 26, 2020. ROLL CALL: Roll call indicated the following Aldermen present: Lysakowski, Moylan, Rodd, Zadrozny, Brookman, Chester, Smith, Goczkowski. A quorum was present. MAYOR PRO TEM: Deputy City Clerk entertained a motion for a Mayor pro tem for tonight's meeting. Moved by Brookman, seconded by Smith to elect Alderman Chester as Mayor pro tem for tonight's meeting. Upon roll call, the vote was: AYES: 8 - Lysakowski, Moylan, Rodd, Zadrozny Brookman, Chester, Smith, Goczkowski NAYS: 0 - None ABSENT: 0 - None Motion declared carried. Mayor Bogusz entered the meeting at 6:02 p.m. Also present were: City Manager Bartholomew, Assistant City Manager/Director of Finance Wisniewski, Director of Public Works & Engineering Oakley, Assistant Director of Public Works Watkins, Assistant Director of Engineering Duddles, Director of Community & Economic Development McMahon, Police Chief Kushner, Fire Chief Anderson, Director of Information Technology Sora, Director of Human Resources Madison. PUBLIC The City of Des Plaines continues to follow social distancing requirements. In COMMENT: response to the risks created by the COVID-19 outbreak, Governor Pritzker issued Executive Order 2020-07 on March 16, 2020, suspending the Open Meetings Act provision relating to in-person attendance by the members of the public body. Tonight's meeting is allowed to be conducted via video conferencing. 2021 BUDGET: No members of the public were present. One public comment, Exhibit A, was received and was distributed to the City Council prior to tonight's meeting. MAYOR BOGUSZ DECLARED THAT THE CITY COUNCIL WAS NOW RESOLVED INTO A COMMITTEE OF THE WHOLE. FINANCE COMMITTEE —Alderman Chester, Chair Chairman Chester stated that the 2021 General Funds that would be reviewed at this meeting including Elected Office, City Manager, Finance, Community & Economic Development, Public Works and Engineering, Police, Emergency Management Agency, Fire, and Police & Fire Commission. The next meeting will be October 28 and the final meeting, if needed, will take place on November 12, 2020. Items have postponed from the 2021 Budget due to lack of revenue, caused from the COVID-19 pandemic. Council Request: The $25,000 budget request for Legal Fees for the April 2021 election was approved. Council Request: None Council Request: None Council Request: The $5,000 budget request for Cisco UCS Blades for continuation of a 2017 project was approved. Council Request: The $3,000 budget request for NeoGov Onboard Module to allow a more efficient way to on -board employees was approved. Council Request: The $38,000 budget request for an upgrade to the city's website design was approved. Council Request: The $96,860 General Wage Increase of 1.5% for non-union employees was approved. Council Request: The $15,000 budget request to ERP System for continued training was approved. Council Request: Re -organization of the Human Resources Department staff will provide for operational savings of $5,960. Council Request: A $10,000 budget request to provide additional funding to social service agencies that provide services to the Des Plaines residents. Council Request: None PUBLIC WORKS & ENGINEERING Council Request: None POLICE: Council Request: The $100,000 budget request for a tree pruning was approved. Page 3 of 4 10/26/20 Council Request: The $9,000 budget request for a salt conveyor belt replacement and installation was approved. Council Request: The $10,000 budget request for Narcan was approved. Council Request: The $10,000 budget request for additional training for Police Department operations was approved. FIRE: Council Request: The $3,100 budget request for Investigations Division training was approved. Council Request: The $88,248 budget request for a contractual increase to Village of Wheeling Dispatch was approved. Council Request: The $18,000 budget request for a uniform/gear washer was approved. Council Request: The $18,605 budget request for a TSI PortaCount to be in compliance with OSHA and NFPA standards was approved. Council Request: The $20,000 budget request for an automatic chest compression device was originally not an approved item. Following discussion, without objection, this item was approved. OVERHEAD: Council Request: The $10,000 budget request for N95 respirators in response to Covid-19 was approved. Council Request: The $3,150 budget request for rescue task force ballistic protection was approved. Council Request: The $50,000 budget request for Des Plaines History Center funding was approved. Business assistance will be discussed in an upcoming committee meeting. ADJOURNMENT: Moved by Brookman, seconded by Goczkowski, to adjourn the Special Meeting of the City Council.
