HELD IN ROOM 102, DES PLAINES CIVIC CENTER,
WEDNESDAY, OCTOBER 12, 2011
CALL TO ORDER: The Special meeting of the City Council of the City of
Des Plaines was called to order by Mayor Martin J.
Moylan at 6:32 PM in Room 102, Des Plaines Civic
Center on Wednesday, October 12, 2011.
ROLL CALL: Roll call indicated the following Aldermen present:
Haugeberg, Robinson, Sayad, Walsten, Wilson,
Charewicz. Alderman Bogusz and Brookman arrived in
Executive Session at 6:37 PM.
Also present were: Acting City Manager Slowinski, Director of Finance
Wisniewski, Assistant Director of Finance Bromber, Financial Analyst
Raymond, Financial Analyst Weber, Director of Public Works &
Engineering Oakley, Deputy Director of Engineering Duddles, Public
Works Superintendent Moser, Director of Community & Economic
Development Bartholomew, Police Chief Prandini, Fire Chief Wax, Deputy
Fire Chief Eilken, Deputy Fire Chief Troast, Director of Information
Technology Duebner and City Attorney Wiltse.

Moved by Sayad, seconded by Walsten, to go into Executive
Session to discuss Personnel. Upon roll call, the vote
was:
AYES: 6-Haugeberg, Robinson, Sayad,
Walsten, Wilson, Charewicz
NAYS: 0-None
ABSENT: 2-Bogusz, Brookman
Motion declared carried.
The City Council recessed at 6:34 p.m.
The City Council reconvened at 7:00 p.m.

Alderman Bogusz stated that the 2012 Non-General Funds
would be reviewed at this meeting and include the TIF's,
Motor Fuel Tax (MFT) , Community Development Block Grant
Fund, Grant Funded Projects, Capital Projects, Equipment
Replacement, IT Replacement, Water/Sewer Fund, City Owned
Parking, Metra-Leased Parking, Risk Management, Health
Benefits and Library.
Discussions were held with the Aldermen and residents
regarding each of the departments and responses were made
by Staff during the discussion for each department or
fund.

Non-General Fund -
TIF #1 Acting City Manager Slowinski presented and
answered questions from the Aldermen.
Alderman Sayad requested that Account Number 6620
Incentive -Fac;ade Rehab -$100, 000 be held for further
discussion at the October 20, 2011 meeting.
Mr. Dion Kendrick, 943 Webster Lane, addressed the City
Council stating that some businesses will assist with
build out costs if it is a prime location; do a market
study for a vendor suited to the location; pay down debt
with excess TIF funds.

Paver & Lighting Improvements -$2,750,000
Staff to provide more information and this i tern to be
readdressed at the October 20, 2011 meeting.
Metra Train Depot Remodel -$500,000
Alderman Bogusz received a consensus from the Council to
approve. Alderman Sayad voted no.
Metro Parking Deck Lighting -$175,000 -no objections
TIF #3 Acting City Manager Slowinski presented and
answered questions from the Aldermen.

TIF #4 Acting City Manager Slowinski presented and
answered questions from the Aldermen.

information and this item to be readdressed at
October 20, 2011 meeting.

Council stating that you don't need a TIF to do public
improvements; development will not happen for 4-5 years
due to the economy; get rid of this TIF.

Council asking who has responsibility for auditing this
fund. Finance Director Wisniewski stated that the
Illinois Gaming Board has jurisdiction over this fund.

Cooperative Agency (MICA) pool or pursue a stand-alone,
self-insured program.

presented and answered questions from the Aldermen.

Mr. Stan Zimmerman, 408 S. Wolf Road, addressed the City
Council stating that employees for the State of Illinois
pay 39% of the total cost for health benefits; this issue
is a conflict of interest for the Aldermen since some of
them receive these benefits; this is a huge opportunity
to save money.

answered questions from the Aldermen.
ADJOURNMENT: Moved by Sayad, seconded by Bogusz, to adjourn the
Committee of the Whole Meeting of the City Council.
