10-11-2011 Special MeetingMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN ROOM 102, DES PLAINES CIVIC CENTER, TUESDAY, OCTOBER 11, 2011 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor Martin J. Moylan at 7:00 PM in Room 102, Des Plaines Civic Center on Tuesday, October 11, 2011. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Bogusz, Sayad, Brookman, Walsten, Wilson, Charewicz. Also present were: Acting City Manager Slowinski, Director of Finance Wisniewski, Assistant Director of Finance Bromber, Financial Analyst Raymond, Financial Analyst Weber, Director of Public Works & Engineering Oakley, Deputy Director of Engineering Duddles, Public Works Superintendent Moser, Director of Community & Economic Development Bartholomew, Police Chief Prandini, Deputy Police Chief Kozak, Deputy Police Chief Burton, Commander Treantafeles, Community Policing Coordinator Terrazzino, Deputy Director of Homeland Security- EMA Pluta, Fire Chief Wax, Deputy Fire Chief Eilken, Director of Information Technology Duebner, Director of Media Services Kozenczak, Media Specialist Soderberg, Director of Human Resources Earl, Community Social Worker Stricker and City Attorney Wiltse. 2012 BUDGET: FINANCE COMMITTEE -Alderman Bogusz, Chair Alderman Bogusz stated that the 2012 General Funds would be reviewed at this meeting and includes Elected Off ice, City Manager, Finance, Community & Economic Development, Public Works and Engineering, Police, Emergency Management Agency, Fire, Police & Fire Commission and Overhead. Acting City Manager Slowinski and Finance Director Wisniewski presented the 2012 Proposed Budget Introduction and Overview. Discussions were held with the Aldermen and resiclents. regarding each of the departments and responses were made by Staff during the discussion for each department or fund. General Fund - Elected Office -Acting City Manager Slowinski presented and answered questions from the Aldermen. Budget Requests - City Clerk Conference -$1,500 -no objections City Clerk Conference -$580.00 -no objections Elected Office Intern -$10,000 -no objections 2012 BUDGET: 10/11/11 PAGE 2 City Manager -Acting City Manager Slowinski presented and answered questions from the Aldermen. Budget Requests - Community Survey -$25,000 Alderman Bogusz received a consensus from the Council to approve. Alderman Sayad voted no and stated that information is received from the residents through the Aldermen; he has reservations regarding this request. City Code Rewrite -$30,000 -no objections Attendance at Natl. Conferences -$13,500 -no objections The Aldermen requested that the attendee provide a written conference report to the City Council. Double Internet Bandwidth -$1,260 -no objections Webstreaming Services -$6,700 -no objections Leightronix Subscription $995 -no objections MacBook Laptop -$7,000 Staff to provide more information and this i tern to be readdressed at the October 20, 2011 meeting. Character Generator for Playback -$5,000 -no objections Character Generator for Council -$3,000 -no objections Video Monitors -$2,500 -no objections DVD Recorders -$1,000 -no objections Media Hard Drive -$650 -no objections The Aldermen requested that Director of Human Resources Earl provide a breakdown of the Social Service Agency Funding prior to the October 20, 2011 meeting and present an overview of the funding at that meeting. Finance Director of Finance Wisniewski presented and answered questions from the Aldermen. Budget Requests -None Community & Economic Development -Director of Community & Economic Development Bartholomew presented and answered questions from the Aldermen. Budget Requests - Backflow Devices -$7,000 - Alderman Bogusz received a consensus from the Council DENY this request. Aldermen Haugeberg, Robinson, Bogusz, Sayad and Walsten voted yes to deny. Aldermen Brookman, Wilson and Charewicz voted no. Business Process Review -$50,000 This item was held for further discussion at the October 20, 2011 meeting. Green Building Council -$600 -no objections Business Development Coordinator -$99,830 This item was held for further discussion at 20, 2001 meeting. 2012 BUDGET: 10/11/11 PAGE 3 Public Works & Engineering -Director of Public Works & Engineering Oakley presented and answered questions from the Aldermen. Budget Requests - Hot Water Piping Replacement -$200,000 -no objections Fire Station #3 Roof -$43,000 -no objections Elevator Rewiring -$14,000 -no objections Air Dryer Replacement -$4,500 -no objections Recess - Alderman Bogusz received a consensus from the Council to take a five minute recess. The City Council recessed at 9:24 p.m. The City Council reconvened 9:33 p.m. Police Police Chief Prandini presented and answered questions from the Aldermen. Budget Requests -None Emergency Management Agency -Deputy Police Chief Kozak presented and answered questions from the Aldermen. Budget Requests - Camera Maintenance -$7,500 -no objections Maintenance/Narrowbanding -$8,915 -no objections Radio Equipment/Sirens -$7,150 -no objections Fire -Fire Chief Wax presented and answered questions from the Aldermen. Budget Requests -None Board of Fire & Police Commission Fire Chief Wax presented and answered questions from the Aldermen. Overhead -Director of Finance Wisniewski presented and answered questions from the Aldermen. Budget Requests - Subsidy/Historical Museum -$35,000 History Center Board President Mike Skibbe and Executive Director Shari Caine addressed the City Council and presented an overview of the History Center's financial status and their efforts to reduce expenditures. This i tern was held for further discussion at the October 20, 2011 meeting. 2012 BUDGET: PAGE 4 Generator Program -$30,000 Alderman Bogusz received a consensus Mayor to increase the funding for 10/11/11 of the Aldermen and the Home Generator Aldermen Robinson, Assistance Program to $50,000. Bogusz, Sayad, Charewicz and Aldermen Haugeberg, Brookman, the Mayor voted yes. Walsten and Wilson voted no.
