HELD IN ROOM 102, DES PLAINES CIVIC CENTER,
WEDNESDAY, OCTOBER 20, 2010
CALL TO ORDER: The Special meeting of the City Council of the City of
Des Plaines was called to order by Mayor Martin J.
Moylan at 7:00 PM in Room 102, Des Plaines Civic
Center on Wednesday, October 20, 2010.
ROLL CALL: Roll call indicated the following Aldermen present:
Haugeberg, Robinson, Bogusz, Higgason, Brookman,
Walsten, Wilson, Argus.
Also present were: Acting City Manager Slowinski, Director of Finance
Wisniewski, Assistant Director of Finance Bromber, Financial Analyst
Raymond, Financial Analyst Fundament, Director of Human Resources
Earl, Director of Public Works & Engineering Oakley, Assistant
Director of Public Works Boeche, Deputy Director of Engineering
Duddles, Police Chief Prandini, Deputy Police Chief Kozak, Fire Chief
Wax, Deputy Fire Chief Eilken, Director of Information Technology
Duebner, Director of Media Services Kozenczak and City Attorney
Wiltse.

Moved by Brookman, seconded by Walsten, to go into
Exe cu ti ve Session to discuss Personnel. Upon roll call,
the vote was:
AYES: 8-Haugeberg, Robinson, Bogusz, Higgason,
Brookman, Walsten, Wilson, Argus
NAYS: 0-None
ABSENT: 0-None
Motion declared carried.
The City Council recessed at 7:05 p.m.
The City Council reconvened at 8:35 p.m.

Moved by Higgason, seconded by Haugeberg, to approve $700
in funding in the Elected Off ice budget Conferences
(920202) line item for the City Clerk. Motion declared
carried. Alderman Argus voted no.
History Center
Moved by Walsten, seconded by Haugeberg,
$40,000 in funding for the History Center.

Motion declared FAILED.
Fire Department Ladder Truck
to approve
Upon roll
Moved by Argus, seconded by Robinson, to remove the
approval of the Fire Department Ladder Truck amount of
$ 605, 955. Motion declared carried. Aldermen Haugeberg,
Higgason and Wilson voted no.
Economic Development Commission
Alderman

Commission, addressed the Committee of the Whole stating
that the Commission is requesting $10,000 to promote
economic development including, but not limited to
developing and implementing a marketing program; no money
will be spent until a plan is submitted to the City
Council.
No action was taken by the Committee of the Whole
regarding this item.
Overtime
Moved by Bogusz, seconded by Brookman, to reduce the
overtime line items in the Police, Fire and Public Works
Departments by 10%.
Fire Chief Wax, Police Chief Prandini and Director of
Public Works & Engineering Oakley answered questions from
the Aldermen.

Mayor Moylan suggested that this item be referred to
Committee for further review.
Moved by Walsten, seconded by Argus, to
SUBSTITUTE motion to reduce the overtime line
the Fire and Public Works Departments by 10%.

Committee of the Whole stating that if there is overtime
needed by a department and not budgeted, it will come out
of the fund balance.
Motion declared carried on the SUBSTITUTE motion.
Aldermen Haugeberg, Higgason and Wilson voted no.
Tuition Reimbursement
Moved by Argus, seconded by Brookman, to remove the
$20,000 budgeted for Tuition Reimbursement.
Alderman Haugeberg left the meeting at 9:43 p.m.
Motion declared FAILED. Aldermen Brookman, Walsten and
Argus voted aye. Aldermen Robinson, Bogusz, Higgason and
Wilson voted no. Alderman Haugeberg was absent.
Car Allowance
Alderman Argus requested additional information regarding
car allowances and vehicles utilized by City staff.
Alderman Brookman asked that Staff survey other
communities for their policies; what are the fuel costs.
Alderman Wilson stated that the monthly car allowance of
$350 increases their salary $4,200 per year; this is tax
free money.
Staff to provide information requested by the Aldermen at
a later date.
Tree Maintenance
Moved by Higgason, seconded by Walsten, to reduce the
budgeted line item in the General Services
Streets/Grounds Maintenance (Division 2451), for Tree
Maintenance ( 960130) from $225, 000 to $200, 000. Motion
declared carried.

2011 BUDGET Outside Legal Fees
ADJOURNMENT
Mayor Moylan stated the the Aldermen have expressed
displeasure with the current outside attorneys/law firms;
freeze the spending for legal fees until the attorneys
are questioned; refer this item to the Legal & Licensing
Conunittee for further review.
Alderman Walsten left the meeting at 10:09 p.m.
