09-29-2010 Special Meeting 2011 BudgetMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN ROOM 102, DES PLAINES CIVIC CENTER, WEDNESDAY, SEPTEMBER 29, 2010 CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines was called to order by Mayor Martin J. Moylan at 7:00 PM in Room 102, Des Plaines Civic Center on Wednesday, September 29, 2010. ROLL CALL: Roll call indicated the following Aldermen present: Haugeberg, Robinson, Bogusz, Higgason, Brookman, Walsten, Wilson, Argus. Also present were: Acting City Manager Slowinski, Director of Finance Wisniewski, Assistant Director of Finance Bromber, Financial Analyst Raymond, Financial Analyst Fundament, Director of Public Works & Engineering Oakley, Deputy Director of Engineering Duddles, Police Chief Prandini, Deputy Police Chief Kozak, Deputy Police Chief Burton, Commander Treantafeles, Commander Veit, Deputy Director of Homeland Security-EMA Pluta, Fire Chief Wax, Deputy Fire Chief Eilken, Assistant Director of Public Works & Engineering Boeche, Director of Information Technology Duebner and City Attorney Wiltse. 2011 BUDGET: FINANCE COMMITTEE -Alderman Higgason, Chair Alderman Higgason stated that the 2011 General Funds would be reviewed and include the General Fund Overhead, Police, Fire, EMA, Board of Fire & Police, Public Works and Engineering and GIS. Discussions were held with the Aldermen and residents regarding each of the departments and responses were made by Staff during the discussion for each department or fund. General Fund - General Fund Overhead -City Manager Slowinski presented and answered questions from the Aldermen. Mr. John Burke, President of the History Center, addressed the City Council and stated that it has been a difficult year for the History Center; last year, the City Council reduced the History Center's subsidy by 75%, from $166, 000 to $40, 000; the City Manager has proposed no subsidy for 2011; please consider funding, it is critical to their ability to survive in 2011 (Mr. Burke's notes in file) . ~ 2011 BUDGET: 09/29/10 PAGE 2 Alderman Brookman suggested that a notice be included in the water bill asking for donations from residents for the History Center. Alderman Higgason received a consensus of the Aldermen to readdress the History Center funding at the Special City Council Budget Meeting of October 20, 2010. Police Police Chief Prandini presented and answered questions from the Aldermen. No changes were made to the budget as presented. Fire Fire Chief Wax and Deputy Fire Chief Eilken presented and answered questions from the Aldermen. No changes were made to the budget as presented. Alderman Higgason received a consensus of the Aldermen to readdress the Supervisory Overtime (Line Item 910300 $250, 000) and Non-Supervisory Overtime (Line Item 910400 -$550,000) in Division 1222 -Fire Emergency Services at the Special City Council Budget Meeting of October 2 0, 2010. Emergency Management Agency -Deputy Police Chief Kozak presented and answered questions from the Aldermen. No changes were made to the budget as presented. Fire & Police Commission -Fire Chief Wax presented and answered questions from the Aldermen. No changes were made to the budget as presented. Public Works & Engineering -Director of Public Works & Engineering Oakley and Assistant Director of Public Works & Engineering Boeche presented and answered questions from the Aldermen. No changes were made to the budget as presented. Alderman Higgason received a consensus of the Aldermen to readdress the R & M Buildings & Structure (Line Item 930020) in Division 2451 Street/Grounds Maintenance Di vision at the Special City Council Budget Meeting of October 20, 2010; Director Oakley to provide a more detailed breakdown of the line item. Geographic Information Systems (GIS) -Assistant Director of Public Works & Engineering Duddles presented and answered questions from the Aldermen. No changes were made to the budget as presented. The next Special meeting of the City Council to discuss the 2011 budget is scheduled for September 30, 2010 ~ which time the Non-General Funds will be discussed. 09/29/10 PAGE 3 ADJOURNMENT: Moved by Haugeberg, seconded by Robinson, to adjourn the Committee of the Whole Meeting of the City Council.
