02-09-2006 Special Meeting250A MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, THURSDAY, FEBRUARY 9, 2006 CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony W. Arredia at 4:00 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Thursday, February 9, 2006. ROLL CALL: Roll call indicated the following aldermen present: Beauvais, Christiansen, Sayad, Becker, Argus. Aldermen Murphy, Brookman and Smith were absent. Alderman Brookman arrived at 4:07 p.m. Also present were: City Manager Niemeyer, Director of Community & Economic Development Bleuher, Deputy Director of Community & Economic Development Angell, Assistant City Attorney Bartel and City Attorney Wiltse. RFPs/2985 MANNHEIM, 3003 MANNHEIM & 2978-3036 ORCHARD -TIF #6 (SOUTH END): MAYOR ARREDIA DECLARED THAT THE CITY COUNCIL WAS NOW RESOLVED INTO A COMMITTEE OF THE WHOLE COMMUNITY DEVELOPMENT -Alderman Becker, Chair Alderman Becker stated that the Community Development Committee has met to discuss sending out a Request for Proposals for this area or signing an Option Agreement with Raymond Management Company, a hotel operator/developer who proposes two Hilton hotels for this location; he has received four (4) different answers from staff in the last two days whether we should go out for proposals; what is Staff's recommendation? City Manager Niemeyer ·stated that Staff does not have a recommendation tonight, they are still gathering information; the request for proposals time frame is lengthy; request for qualifications is a shorter time frame; we don' t want to lose the option of an agreement with Raymond Management Company. Alderman Beauvais stated that the reason for a Request for Proposals is to obtain the best possible deal for the City. Alderman Christiansen stated that the Community Development Committee was happy with Raymond Management and the option agreement; he is still comfortable with them and they will produce quality hotels. Alderman Sayad stated that he is very uncomfortable with the last minute decisions from Staff; Council should go through the Request for Proposals process; if it takes more time to go out for Proposals, then that is the price we will have to pay. Alderman Argus agreed that Hilton hotels would be an asset to the community; we should go out for proposals; without asking for proposals we would never know if we could do better. RFPs (Cont'd.) RFPs/2985 MANNHEIM, 3003 MANNHEIM & 2978-3036 ORCHARD -TIF #6 (SOUTH END): ADJOURNMENT: 250B 02/09/06 PAGE TWO Mayor Arredia stated that we should sign an agreement with Raymond Management if we decide to go out for Request for Qualifications; if not Raymond Management then proceed with the Request for Proposals; a Request for Qualifications doesn't ask for a purchase price and that is the only difference between a Request for Proposals and a Request for Qualifications. Alderman Brookman stated that it is not good government if we do not go out for a Request for Proposals; she doesn't like to hear the words "time constraint" because they are usually self-imposed. Moved by Beauvais, seconded by Brookman, to recommend to the City Council that Staff proceed with a Request for Proposals (RFP) for the property located at 2985 Mannheim Road, 3003 Mannheim Road and 2978-3036 Orchard Place TIF #6 (south end) with a return date of April 3, 2006; the RFP state that qualified developers may request in writing a time extension which would be granted through the Community & Economic Development Department. Mr. Marty Moylan, 1405 Oakwood Ave., addressed the Committee of the Whole stating that Des Plaines has a very valuable five (5) acres with this property; the Ramada across the street is undergoing a major remodeling project; we don't know the value of this corner; we should obtain Request for Proposals. Motion declared carried. voted no. Alderman Christiansen MAYOR ARREDIA ASSUMED THE CHAIR AND DECLARED THE CITY COUNCIL BACK IN SESSION Moved by Becker, seconded by Sayad, to concur with recommendation of Committee of the Whole that Staff proceed with a Request for Proposals (RFP) for the property located at 2985 Mannheim Road, 3003 Mannheim Road and 2978-3036 Orchard Place -TIF #6 (south end) with a return date of April 3, 2006 and that the RFP state that qualified developers may request in writing a time extension which would be granted through the Community & Economic Development Department. Motion declared carried. Alderman Christiansen voted no. Moved by Sayad, seconded by Brookman, that the Special meeting of the City Council adjourn. Motion declared carried.
