02-21-2006251 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, FEBRUARY 21, 2006 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony W. Arredia at 6:30 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, February 21, 2006. ROLL CALL: Roll call indicated the following aldermen present: Christiansen, Sayad, Becker, Smith, Argus. Aldermen Beauvais, Murphy and Brookman were absent. Aldermen Beauvais and Brookman arrived in Executive Session at 6:33 p.m. Alderman Murphy arrived in Executive Session at 6:40 p.m. Also present were: City Manager Niemeyer, Acting Director of Finance Sloth, Police Chief Prandini, Fire Chief Heavey, Director of Engineering Oakley, Director of Public Works Dusckett, Deputy Director of Community & Economic Development Angell, Assistant City Manager/Director of Human Resources Bajor, Assistant City Attorney Bartel and City Attorney Wiltse. EXECUTIVE SESSION: PRAYER AND PLEDGE: PRESENTATION: Moved by Brookman, seconded by Sayad, to go into Executive Session to discuss probable-imminent litigation, acquisition of real property and setting price for sale-lease of property. Upon roll call, the vote was: AYES: 5-Christiansen, Sayad, Becker, Smith, Argus NAYS: 0-None ABSENT: 3-Beauvais, Murphy, Brookman Motion declared carried. The City Council recessed at 6:31 p.m. The City Council reconvened at 7:02 p.m. Roll call indicated the following aldermen present: Beauvais, Christiansen, Murphy, Sayad, Brookman, Becker, Smith, Argus. The opening prayer was given by Ms. Cathy Seng, Baha'i Community, followed by the Pledge of Allegiance. Deputy Director of Community & Economic Development Angell, along with representatives of Western Remac, Inc., Serge Ruffolo, Sales-Special Projects Manager and Lori McCall Vierow, Senior Landscaper Architect, gave a presentation on their design proposal for City's gateway signage renovation project as authorized by the City Council on May 20, 2005 -Resolution R-99-05. A lengthy discussion followed regarding various aspects of the project, i.e. landscaping at River Road and Miner Street, more defined price projections, exact location of electronic message sign. Alderman Beauvais stated that there must be public input on this project. Moved by Brookman, seconded by Becker, that the City's gateway signage renovation project be referred to the Public Works Committee for further review. Motion declared carried. OF LEASE AGREE . , AT&T TO CINGULAR: PAGE TWO 252 2/21/06 MINUTES OF THE PUBLIC HEARING HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS , DES PLAINES CIVIC CENTER TUESDAY, FEBRUARY 21, 2006 Mayor Arredia called the Public Hearing to order at 7:40 p.m. The Public Hearing was being held pursuant to legal notice to give citizens the opportunity to comment on the City's Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 2004-05, detailing· the City's use of Community Development Block Grant (CDBG) Funds, beginning October 1, 2004 and ending September 30 , 2005. City's Community Planner, Jon Branham, gave a brief overview. Alderman Argus stated her concern about the group home at 650 Cordial Ori ve; they have not used the money allocated to them last time for repair of the roof and the wheelchair ramp; she has many complaints about this home; i.e. garbage cans left in front of the house and not maintained, part of garage used as a bedroom. Moved by Argus, seconded by Murphy, that Staff be authorized to investigate conditions at the group home at 650 Cordial Drive, i.e. use of the garage, location and maintenance of garbage cans; and further obtain a firm date when the roof repairs will be done and when the wheelchair ramp will be built; and report back to the City Council. Motion declared carried. Mayor Arredia asked for further comments from the aldermen and the public. There were none. Final action on this matter under Items 11 and lla on the Consent Agenda this evening. The Public Hearing was adjourned at 7:45 p.m. The City Council reconvened at 7:46 p.m. Ms. Mary Carroll, Manager of the Rand Road Mobile Home Park, 1330 Rand Road, addressed the City Council stating that she and the residents of the Park want the City to know their concerns about the proposed TIF for their area; they are respectfully requesting that the Rand Road Mobile Home Park be taken out of the TIF or that they are not part of the redevelopment plans; the Park is having difficulty doing business with this hanging over their heads; there is nowhere for the residents to go; they cannot afford the fancy condos in the area. Moved by Murphy, seconded by Sayad, to concur with consensus in Executive Session that City consent to the assignment of AT&T Wireless PCS' s interest in their cellular panel antennas on water towers located at 1850 Miner Street and 1109 Joseph J. Schwab Road (approved by the City Council on April 19, 1996 -Resolution R-53-96), to Cingular Wireless, Glenridge Highlands Two, 5565 Glenridge Connector, Atlanta, GA 39342; City Attorney be authorized to prepare necessary document, and Mayor and City Clerk be authorized to execute same. Motion declared carried. Moved by Murphy, seconded by Brookman, to concur with consensus in Executive Session that Staff be authorized to notify Cingular Wireless that the City will not renegotiate the cellular panel antennas lease at 1850 Miner Street.
