12-11-2008 Special MeetingCALL TO ORDER: ROLL CALL: MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, THURSDAY, DECEMBER 11, 2008 The s12ecial meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony w. Arredia at 10:02 A.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Thursday, December 11, 2008. Roll call indicate d the following aldermen present : Beauvais, Moylan, Murphy, Higgason, Brookman, Walsten, Smith, Argus. Also present were: City Manager Bajor, Assistant City Manager Slowinski and City Attorney Wiltse. REVISED BUSINESS DEVELOPMENT AGREEMENT/ MIDWEST GAMING: Resolution R-168-08 Mayor Arredia introduced Mr. Neil Bluhm, Midwest Gaming & Entertainment LLC, 900 North Michiga n Avenue, Chicago, IL 60611 and Mr. Scott Strusine r, Vice President, Lamb Partner, LLC, 900 North Michigan Avenue, Chicago, IL 60611. City Manager Bajor stated that negotiations have been ongoing with Midwest Gaming regarding the State of Illinois' 10th Casino License; his comments will be general in nature because we are in the middle of the bid process; the revised Business Development Agreement modifies some of the original dollar amounts and the number of communities affected. Alderman Beauvais stated that she does not want to discuss any specific dollar amounts in the agreement because it will put the City of Des Plaines in jeopardy. Moved by Brookman, seconded by Beauvais, to approve a revised Business Development Agreement with Midwest Gaming & Entertainment, LLC, 900 N. Michigan Avenue, Chicago, IL 60611, and adopt Resolution R- 168-08, A RESOLUTION RESCINDING R-12-03, WHICH APPROVED SHARING GAMING REVENUE TAX WITH TEN COMMUNITIES, AND R-132-08, WHICH APPROVED THE BUSINESS DEVELOPMENT GAMING & ENTERTAINMENT, PLAINES, AND APPROVING AGREEMENT. AGREEMENT AND BETWEEN THE CITY MIDWEST OF DES LLC A NEW BUSINESS DEVELOPMENT Alderman Moylan asked if City Attorney Wi 1 tse has reviewed the revised Business Development Agreement and has an outside accounting service reviewed it?; will we use the money for infrastructure projec ts such as the reconstruction of alleys and streets and for flooding? City Manager Bajor stated that the City has no responsibilitie s if the agreement is not signed; City Attorney Wiltse and outside counsel have reviewed the agreement; an outside bond analyst has also reviewed the agreement; he recommends that any monies be utilized for infrastructure projects.
