CALL TO ORDER: The Special meeting of the City Council of the City
of Des Plaines, Illinois, was called to order by
Mayor Anthony W. Arredia at 11:00 a.m. in the Eleanor
Rohrbach Memorial Council Chambers, Des Plaines Civic
Center on Monday, October 16, 2006.
ROLL CALL: Roll call indicated the following aldermen present:
Beauvais, Christiansen, Sayad, Becker, Smith.
Aldermen Murphy, Brookman and Argus were absent.
Alderman Murphy arrived at 11: 01 a .m. Alderman Argus
arrived at 11:04 a.m.
Also present were City Manager Niemeyer, Deputy Director of
Community & Economic Development Angell, City Attorney Wiltse;
and
City's outside legal counsel for proposed TIF District #4, Erika
Kruse, Acosta, Kruse & Zemenides, LLC, 6336 N. Cicero Avenue, #202,
Chicago, IL 60646, and
City's financial consultant, Robert Rychlicki, Kane, McKenna &
Associates, Inc., 150 N. Wacker Drive, #1600, Chicago, IL 60606.

Mayor Arredia introduced City's outside legal counsel for
proposed TIF District #4, Erika Kruse, who reviewed the
Intergovernmental Agreement with School District # 62 ,
High School District #207 and the Des Plaines Park
District regarding the revenue sharing for the proposed
TIF District #4 -Five Corners (Rand Road-River Road-Golf
Road) ; which will be distributed as follows: School
District #62 -53%, High School District #207 -38% and
Des Plaines Park District -9%.
Moved by Becker, seconded by Beauvais, that the Mayor and
City Clerk be authorized to execute "Intergovernmental
Agreement Regarding the Proposed Five Corners Tax
Increment Financing District" with Des Plaines Elementary
School District #62, High School District #207 and the
Des Plaines Park District, providing for revenue sharing
of various tax monies from the proposed TIF District #4 -
Five Corners (Rand Road-River Road-Golf Road); and adopt
Resolution R-142-06, A RESOLUTION AUTHORIZING THE
EXECUTION OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE
CITY OF DES PLAINES, ELEMENTARY SCHOOL DISTRICT 62, HIGH
SCHOOL DISTRICT 207 AND THE DES PLAINES PARK DISTRICT.
Alderman Sayad asked what would happen if the area did
not generate the funds. Attorney Kruse said the revenue
would fall to 80%; the City does not have to make up the
difference.
Alderman Murphy asked how this will be paid. Attorney
Kruse said out of the sales tax from the new businesses.
City Manager Niemeyer said a separate account will be set
up; this money will not be taken out of the General Fund.
Alderman Sayad stated that he is concerned that this will
start a precedent with this action; we don't know what
the condition of the city will be; he hopes we won't have
to raise taxes to pay for this; he is not happy.
Attorney Kruse said you can set the size and scope of
this TIF; it won't be like any other.

Moved by Smith, seconded by Sayad, to suspend the rules
to permit public input on this matter. Motion declared
carried.
Mr. Brian Burkross, 2133 Webster Lane, addressed the City
Council stating he is disappointed that this meeting i s
being held at the last minute; most residents don't know
what is going on; it is another example of how this
administration is slapping the people in the face; the
City will receive only 2% of the 8%; many things are
going to come up.
Mrs. Barbara Van Slambrouck, 286 Stratford Road,
addressed the City Council stating that she couldn't find
this resolution on the Web; can we get a copy. City
Manager Niemeyer said yes.
Mrs. Van Slambrouck asked what would be the total
increment deverted from the other taxing bodies.
Attorney Kruse said approximately #19 million.
Mrs. Van Slambrouck asked how much of this $19 million
will be made up. Attorney Kruse said we don't know the
answer to that because we don't know what the property
taxes and the sales taxes will be.
Mrs. Van Slambrouck asked how much will be given back to
the taxing bodies. City Manager Niemeyer said
approximately $7.7 million.
Upon roll call on the motion, the vote was:
AYES: 5-Beauvais, Christiansen,
Becker, Smith, Arredia
NAYS: 3-Murphy, Sayad, Argus
ABSENT: 1-Brookman
Motion declared carried.
Moved by Becker, seconded by Murphy, that the Special
meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 11:30 a.m.
