11-01-2004298 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, MONDAY, NOVEMBER 1, 2004 CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony W. Arredia at 7:00 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Monday, November 1, 2004. ROLL CALL: Roll call indicated the following aldermen present: Beauvais, Christiansen, Murphy, Sayad, Brookman, Becker, Smith, Argus. Also present were: City Manager Niemeyer, Director of Finance Egeberg, Police Chief Prandini, Fire Chief Heavey, Director of Engineering Oakley, Director of Public Works Duscket t, Director of Cornrnuni ty Development Bleuher, Building Official Molinari, Assistant City Attorney Bartel and City Attorney Wiltse. PRAYER AND PLEDGE: RECOGNITION: CITIZEN PARTICIPA. : The opening prayer was given by Father George Bessinas, St. John Greek Orthodox Church, followed by the Pledge of Allegiance. Mayor Arredia and Director of Public Works Dusckett recognized Bill Mulderink of the Public Works Department for his tireless work in keeping the downtown area of the City clear regardless of weather and traffic; he was presented with a plaque of appreciation for his care and diligence. Mayor Arredia introduced Joy Matthiessen, Executive Director of the Des Plaines Historical Society, Board Chairman, John Burke, and member Jim Whitcomb; Mayor Arredia congratulated the Society on their recent award by the Illinois Association of Museums as the Mid-Sized Institution of the Year. Mayor Arredia and Police Chief Prandini recognized and congratulated Police Sergeant Kevin O'Connell and Police Sergeant Timothy Veit, who recently received the Award of Merit for Outstanding Service and Professionalism from Cook County Sheriff Michael Sheahan. Mayor Arredia introduced U.S. Congresswoman Jan Schakowsky (9th District) , who received an award from Vince Powers on behalf of the World War II Marines of the gth Defense Battalion; and Sharon Smith, Executive Director of the Des Plaines Cornrnuni ty Senior Center, presented Congresswoman Schakowsky with a watch for her invaluable effort in obtaining funds for the Senior Center. Mr. Marty Moylan, 1405 Oakwood Avenue, addressed the City Council stating his concern about the billboards permitted in the City; he believes that the City did not have all the facts or received all the information; these billboards are not up for just 20 years, but forever; no specific sites were required; once the billboards were approved, the owner then sold them to another company for $12 million; he would like the City to hire an outside litigator to handle these billboards; also an outside investigation is needed to see if any wrong was done. Mr. Brian Burkross, 2133 Webster Lane, addressed the City Council regarding his concern that voters may be confused with the wording of the referendums on the ballot tomorrow; he encourages all voters to consider these questions very carefully; it is important that voters voted for both questions on the ballot. COMMUNITY DEVELOPMENT -Alderman Becker, Chair Alderman Becker reviewed this request for a Conditional Use to permit the operation of a place of worship on property located at 2474 E. Mr. Richard Welton, Attainable Housing Alliance,1919 S. Highland Avenue, Building A, Suite 227, Lombard, IL 60148, addressed the City Council stating that older homes are the problem; it can be very expensive to add sprinklers to a home; would like to see this as a volunteer program. Mr. Stan Zimmerman, 408 S. Wolf Road, addressed the City Council stating that this ordinance will force more and more people into substandard housing; sprinklers will not cover all situations; fire prevention is the answer; we should have freedom of choice as to whether we want to have a sprinkler system in our home.
