06-01-2004 Special MeetingMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS , DES PLAINES CIVIC CENTER, TUESDAY, JUNE 1, 2004 195A CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony W. Arredia at 6:30 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, June 1, 2004. ROLL CALL: Roll call indicated the following aldermen present: Murphy, Say ad, Brookman, Becker, Argus. Aldermen Beauvais, Christiansen and Smith were absent. Alderman Christiansen arrived at 6:34 p.m. Also present were City Manager Niemeyer, Assistant Director of Finance Jisa, Police Chief Prandini, Fire Chief Farinella, Deputy Fire Chief Heavey, Assistant Director of Engineering Duddles, Director of Public Works Dusckett, Acting Director of Community Development Molinari, and Director of Human Resources Bajor. REPORT/ FLOOD RELATED ACTIVITIES: Mayor Arredia stated that he would like to thank all those that helped during the recent flood conditions, May 22-28, 2004; he will be sending them a letter showing that the City has in place a Disaster Plan that saved them money; he will be asking for funding for those that suffered damage; he talked to the mayor of Gurnee, with Congressman Kirk and other mayors in the area; he would like them to join forces with us to see what can be done to alleviate flooding. Mayor Arredia stated that so many people helped during that week, even some people from Gurnee came down to help. Also lending their support were: Albrecht Enterprises Allegretti's Ristorante Boy Scouts Coast Guard Auxillary Commonwealth Edison Company Cook County Departments, including Sheriff Sheahan Dominick's Finer Foods Faber Bag Company -Peosta, lows Hinckley Springs, Arlington Heights Home Depot, Mt. Prospect State of Illinois Departments, including IDOT, IEMA Metropolitan Water Reclamation District/Chicago Village of Mt. Prospect IBM Jake's Pizza Jewel Food Stores (Elmhurst Road and Lee Street) Little Villa Restaurant Meyer Material Northbrook Public Works Orange Crush Starbucks Coffee, Mt. Prospect . and many, many individuals who came out to help. Also of tremendous help were: Congressman Jan Schakowski, State Senator Susan Garrett and State Senator Dave Sullivan, State Representative Elaine Nekritz and State Representative Rosemary Mulligan, and Cook County Commissioner Liz Gorman. FLOOD REPORT (Cont'd. ) PAGE TWO 195B 6/1/04 Mayor Arredia stated that the City's Disaster Plan worked like a charm; the City Staff was great; he again thanked all the people of Des Plaines. State Senator Garrett addressed the City Council to thank the Mayor and City Staff for all they did. Alderman Sayad stated that we should thank Mayor Arredia for his leadership and for all he did; he did a fine job . City Manager Niemeyer stated that leadership made things run smoothly; drill to find out what we could do. Mayor Arredia's this was a good City Manager Niemeyer stated that each department would now give a report of their activities during this week: Don Meseth, Coordinator of Emergency Management Agency Jim Prandini, Police Chief ·Jon Duddles, Assistant Director of Engineering Leroy Molinari, Acting Director of Community Development Tom Farinella, Fire Chief Jason Bajor, Director of Human Resources Matt Dusckett, Director of Public Works Sherrill Ornberg, Director of Emergency Communications Karen Henrikson, Public Relations Officer Eric Palm, Media Coordinator Mrs. Marilyn Sauerberg, 1931 Big Bend Drive, addressed the City Council speaking on behalf of the residents of Big Bend Drive; she would like to thank everyone for their effort; she thanked Mayor Arredia for his efforts for flood prevention; also she thanked City Manager Niemeyer, Alderman Beauvais, Police Chief Prandini, Fire Chief Farinella, Director of Public Works Dusckett , Community Outreach Coordinator Kathy Puetz , and all the students from Maine West High School who helped. Mrs. Linda Caruth, 1868 Bennett Place, addressed the City Council thanking the Mayor-Manager's office, Public Works, Police and Fire departments, Paulette Tabor in the Human Resources Department, Alderman Beauvais, Alderman Becker; thanks to all of you. Alderman Argus thanked Christine Bajor, Keep Des Plaines Beautiful Coordinator; for all she did to get the big clean up going; she answered a lot of questions. Alderman Becker stated his thanks to Mayor Arredia, City Manager Niemeyer and the Engineering Department , especially for the concrete wall that was temporarily put along River Road. Alderman Sayad stated his thanks to City Manager Niemeyer for all his efforts. Alderman Murphy commended the Staff and all the volunteers for their efforts; it was appreciated. Alderman Christiansen stated that the other aldermen have said most of what he was going to say; special thanks should go to EMA; enough can't be said for the volunteers that came out to help, even people from the 3 rd , 4th and 5 t h Wards; we have come a long way since the flood of 1986; we have learned; City Manager Niemeyer did an excellent job; on behalf of the 2 nd Ward, he would like to thank Mayor Arredia, the Staff, the whole City and our l egislators, too. Alderman Christiansen stated that the City has a Flood Rebate Program that will help pay for sump pumps, overhead sewers, etc.; he thinks the City should waive all permit fees for this work. Alderman Brookman also thanked everyone; she would like to know how many homes were affected by the flood.
