04-15-2004 Special Meeting166 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, THURSDAY, APRIL 15, 2004 CALL TO ORDER: The Special meeting of the City Council of the City of Des Plaines, Illinois, was called to order by Mayor Anthony W. Arredia at 6:30 P.M. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Thursday, April 15, 2004. ROLL CALL: Roll call indicated the following aldermen present: Christiansen, Murphy, Sayad, Becker, Smith, Argus. Aldermen Beauvais and Brookman were absent. Alderman Brookman arrived in Executive Session at 6:32 p.m. Also present were: City Manager Niemeyer, Police Chief Prandini, Fire Chief Farinella, Director of Human Resources Bajor and City Attorney Wiltse. EXECUTIVE SESSION: PERSONNEL: Moved by Smith, seconded by Argus, to go into Executive Session to discuss Fire Department physicals, update/labor negotiations and personnel. Upon roll call, the vote was: AYES: 6-Christiansen, Murphy, Sayad, Becker, Smith, Argus NAYS: 0-None ABSENT: 2-Beauvais, Brookman Motion declared carried. The City Council recessed at 6:31 p.m. The City Council reconvened at 9:37 p.m. Roll call indicated the following aldermen present: Christiansen, Murphy, Sayad, Brookman, Becker, Smith, Argus. Moved by Smith, seconded by Sayad, to concur with majority agreement in Executive Session that the City Manager and City Attorney be authorized to negotiate a separation agreement with Assistant City Manager-EDC Director William Schneider consistent with the authority discussed in Executive Session with final terms of the agreement to be duly reported in a future open session should a settlement be reached. Upon roll call, the vote was: AYES: NAYS: 6-Christiansen, Murphy, Sayad, Becker, Smith, Argus 1-Brookman ABSENT: 1-Beauvais Motion declared carried. Moved by Smith, seconded by Christiansen, to concur with majority agreement in Executive Session that the City Manager's authority be exercised consistent with the additional authority discussed in Executive Session with final terms of the agreement with Assistant City Manager-EDC Director William Schneider to be duly reported in a future open session should a settlement be reached. Upon roll call, the vote was: AYES: 5-Christiansen, Sayad, Becker, Smith, Arredia NAYS: 3-Murphy, Brookman, Argus ABSENT: 1-Beauvais Motion declared carried. UPDATE/LABOR NEGOTIATIONS: FIRE DEPARTMENT PHYSICALS: ADJOURNMENT: 167 4/15/04 PAGE TWO Moved by Smith, seconded by Christiansen, to concur with majority agreement in Executive Session that Staff be authorized to proceed as directed regarding a 3.5% general wage increase package in labor negotiations. Upon roll call, the vote was: AYES: 5-Christiansen, Sayad, Brookman, Becker, Smith NAYS: 2-Murphy, Argus ABSENT: 1-Beauvais Motion declared carried. Moved by Smith, seconded by Christiansen, to concur with majority agreement in Executive Session that Staff be authorized to proceed as directed regarding a health benefits plan consistent with the non- union/retiree health benefits plan in the labor negotiations. Upon roll call, the vote was: AYES: 6-Christiansen, Murphy, Sayad, Becker, Smith, Argus NAYS: 1-Brookman ABSENT: 1-Beauvais Motion declared carried. Moved by Murphy, seconded by Brookman, to concur with majority agreement in Executive Session to increase the Fire Department budget line item for Fire Department physicals an additional $9,000. Upon roll call, the vote was: AYES: 6-Christiansen, Murphy, NAYS: Becker, Smith, Argus 0-None ABSENT: 1-Beauvais Sayad ABSTAIN: 1-Brookman (conflict of interest) Motion declared carried. Moved by Christiansen, seconded by Murphy, that the Special meeting of the City Council adjourn. Motion declared carried.
