HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL

JUNE 26, 2000
CALL TO ORDER: The SPECIAL meeting of the City Council of the City of Des
Plaines, Illinois, was called to order by Acting Mayor
Anthony W. Arredia at 6:45 p.m. in the Eleanor Rohrbach
Memorial Council Chambers, Des Plaines Civic Center on
Monday, June 26, 2000.
ROLL CALL: Roll call indicated the following aldermen present:
Elstner, Sayad, Brookman, Becker, Smith, Petersen.
Aldermen Beauvais and Christiansen were absent.
Also present were: City Manager Douthwaite and City Attorney Wiltse.

ADJOURNMENT:
City Attorney Wiltse reviewed his memo of June 22, 2000,
regarding request from Illinois Department of
Transportation (IDOT) that City support Grant Application
and the Limited Agency Agreement that would allow for the
"pass through" of grant funds for soundproofing of
Willows Academy located at 1012 Thacker Street.
Alderman Brookman stated that she has one concern about
the City's area of responsibility as outlined under Item
11 under the covenants contained in the Limited Agency
Agreement with IDOT.
City Attorney Wiltse stated that the architect and the
FAA will act as the City's agent and hold the books for
this project, as in Our Lady of Destiny's request granted
by the City Council last year; the City will not have any
liability.
Moved by Elstner, seconded by Brookman, to approve City's
participation as a sponsor in the Federal Aviation
Administration's Soundproofing Program for Willows
Academy, 1012 Thacker Street, in an amount not-to-exceed
$2,560,000, all of which are Federal funds; ratify Acting
Mayor's signature on Grant Agreement with Federal
Aviation Administration for these monies (signed on June
19, 2000); ratify Acting Mayor's signature on Agreement
of Limited Agency with Illinois Department of
Transportation (signed on June 19, 2000); Acting Mayor
be authorized to execute Agreement with Willows Academy;
the City and Illinois Department of Transportation will
serve as a conduit for these funds as Federal grant money
cannot go directly to a private school; no City tax money
will be used on this project; and further recommend to
adopt Resolution R-46-00/A RESOLUTION AUTHORIZING THE
ACTING MAYOR OF THE CITY OF DES PLAINES TO ENTER INTO A
GRANT AGREEMENT, A LIMITED AGENCY AGREEMENT WITH THE
ILLINOIS DEPARTMENT OF TRANSPORTATION, DIVISION OF
AERONAUTICS, AND AN AGREEMENT WITH THE WILLOWS ACADEMY,
LOCATED AT 1012 THACKER STREET, DES PLAINES, ILLINOIS.
Upon roll call, the vote was:
AYES: 6-Elstner, Sayad, Brookman,
Becker, Smith, Peterson
NAYS: 0-None
ABSENT: 2-Beauvais, Christiansen
Motion declared carried.
Moved by Elstner, seconded by Sayad, that the SPECIAL
meeting of the City Council adjourn. Motion declared
carried. Meeting adjourned at 6:55 p.m.
