MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE ELEANOR ROHRBACH MEMORIAL COUNCIL CHAMBERS, DES PLAINES CIVIC CENTER, TUESDAY, MARCH 15, 1994 CALL TO ORDER: The Special Meeting of the City Council of the City of Des Plaines was called to order by Mayor Ted Sherwood at 7:00 p.m. in the Eleanor Rohrbach Memorial Council Chambers, Des Plaines Civic Center on Tuesday, March 15, 1994. ROLL CALL: Roll call indicated the following aldermen present: Christiansen, Elstner, Kisslinger, Curley, Sarlo, Chiropolos, Haupt. Alderman Beauvais arrived at 7:01 p.m. Also present were City Manager Douthwaite, City Comptroller Peters, Police Chief Storm, Director of Public Works Shirley, City Engineer Oakley, Community Development Director D'Onofrio, and Human Resourcs and Services Director Merriman. PURPOSE: CAPITAL IMPROVEMENT PROGRAM: Mayor Sherwood announced that the purpose of the Special Meeting was to discuss the proposed 5-Year Capital Improvement Program and, if time permits, the Early Retirement Proposal. City Manager Douthwaite addressed the City Council and gave a brief overview of the proposed 5-Year Capital Improvement Program. City Manager Douthwaite stated that there are basically five (5) issues on which he needs feedback and direction from the City Council: a. Behrel Deck Repairs -Spend $750,000 to repair the deck over a two-year period beginning with Phase I in 1994. If a decision is made soon to tear down and relocate the deck, this project can be cancelled and the $770,000 reallocated. b. Library ADA Modifications -Current cost estimate is now $125,000, not the $750,000, as proposed in the CIP, thus freeing up approximately $625,000 for reallocation. c. ICAP Sump Pump Discharges -It would cost between $3 1/2 to $4 million if the City elected to fund the connection of all sump pump discharges which were removed from the sanitary sewers under the ICAP Program (approximately 1812 homes). If only front yard discharges resulting from the ICAP program (approximately 82 homes) to alleviate icing of sidewalks were funded, the total range of cost including private property work would be $162,000 to $184,000. d. Street Improvements There are approximately 10 to 12 street projects that were originally scheduled for improvement in the first five years, but which have been deferred due to the need to make simultaneous sewer or water improvements. It would cost approximately $36 million for these projects. Adequate funds do not exist for these improvements. The CIP recommends deferring these street projects until funding can be obtained for the more expensive water or sewer upgrades. e. Downtown Redevelopment Projects -Since no final decisions have been made relating to downtown redevelopment, no monies are identified in the CIP. However, projects can be added to the CIP when decisions are made. City Manager Douthwaite recommended that this CIP be reviewed (and updated annually), modified, if necessary, and approved this evening. ICAP SUMP PUMP DISCHARGES: BEHREL DECK REPAIRS: LIBRARY ADA MODIFICA.: STREET IMPROVEMENT: 1994 CAPITAL IMPROVEMENT PROGRAM: EARLY RETIREMENT PROGRAM: 1 29. 3/15/94 PAGE TWO Following a lengthy discussion on the funding/problems in finding a solution to sump pump discharges, it was moved by Sarlo, seconded by Chiropolos, to discontinue discussion until a Committee of the Whole meeting is held on Tuesday, March 29, 1994 at 7:00 p.m. Motion declared carried. City Manager Douthwaite stated that repairs/cost to the Behrel Deck was proposed in two phases: Phase I 1994/$385,000 and Phase II -1995/$385,000. Moved by Beauvais, seconded by Sarlo, to not implement this repair program until next year to see what will be proposed for the Behrel Deck in the anticipated Downtown Redevelopment Plan, but that basic remedial repairs to the deck be made immediately to protect the safety and welfare of the public. Upon roll call, the vote was: AYES: 8-Beauvais, Christiansen, Elstner, Kisslinger, Curley, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 0-None Motion declared carried. Moved by Sarlo, seconded by Chiropolos, to allocate $125, 000 for ADA modifications to the Library. Upon roll call, the vote was: AYES: 8-Beauvais, Christiansen, Elstner, Kisslinger, Curley, Sarlo, Chiropolos, Haupt NAYS: 0-None ABSENT: 0-None Motion declared carried. Moved by Sarlo, seconded by Curley, to defer all street reconstruction/resurfacing projects in conjunction with storm drainage or water system improvements to a future date and time. Motion declared carried. Moved by Beauvais, seconded by Sarlo, to approve the 1994 Capital Improvement Program and annually review and update the CIP Program. Motion declared carried. City Manager Douthwaite gave an overview of the proposed Early Retirement Program which would be completely voluntary and offered on a one-time basis. Moved by Curley, seconded by Haupt, to concur with staff recommendation that City implement an Early Retirement Program that would allocate $25, 000 per retiring employee to be used to buy health insurance premiums for as long as the allocation lasts and, at each employee's option, the employee's sick leave payout could be "banked" by the City, and used to buy additional insurance when the initial $25, 000 allocation is exhausted; the City to reserve the right to cancel the program if, after the election window, it determines that it will not save money; and Staff to finalize the program details and present to the City Council. Upon roll call, the vote was: AYES: 7-Beauvais, Elstner, Kisslinger, Curley, Sarlo, Chiropolos, Haupt NAYS: !-Christiansen ABSENT: 0-None Motion declared carried.
