CONFERENCE ON MONDAY, MAY 4, 2020
CALL TO The regular meeting of the City Council of the City of Des Plaines, Illinois, was called
ORDER: to order by Mayor Bogusz at 7:01 p.m. The meeting was lived -streamed via:
http://desplaines.org/accessdeplaines and played on DPTV Channel 17 on Monday,
May 4, 2020.
ROLL CALL:
Roll call indicated the following Aldermen present: Lysakowski, Moylan, Rodd,
Brookman, Chester, Smith, Goczkowski. Absent: Zadrozny. A quorum was present.
Also present were: City Manager Bartholomew, Assistant City Manager/Director of Finance Wisniewski,
Director of Public Works and Engineering Oakley, Director of Community and Economic Development
McMahon, Fire Chief Anderson, Police Chief Kushner, and General Counsel Friedman.
PRAYER AND The prayer was offered by Mayor Bogusz followed by the Pledge of Allegiance to the
PLEDGE: Flag of the United States of America.
PUBLIC General Counsel Friedman explained the City of Des Plaines continues to follow social
COMMENT: distancing requirements and Governor Pritzker's Stay -at -Home Order. In response to
the risks created by the COVID-19 outbreak, Governor Pritzker issued Executive Order
2020-07 on March 16, 2020, suspending the Open Meetings Act provision relating to in-
person attendance by the members of the public body. Tonight's meeting is allowed to be
conducted via video conferencing.
Public comments were allowed to be e-mailed to publiccomments@desplaines.org or
phoned in to the City Clerk's Office by 5:00 pm on Monday, May 4, 2020.
The public comments that were received were distributed to the City Council prior to
tonight's meeting and are included as Exhibit A.
City Manager Bartholomew addressed the public comments:
Staff continues to request from the Cook County Public Health Department to separate
Des Plaines residents and residents from the unincorporated area adjacent to the city
when reporting COVID-19 cases.
The city continues to follow Governor Pritzker's guidelines. It is unknown when non-
essential businesses will be allowed to open.
Beyond Self Storage is building a four-story storage building on Miner Street and
Busse Highway.
Goodwill, Amvets and Salvation Army are not accepting clothing donations at this
time.
Residents that are having a difficult time paying their water bill should contact the city.
(Cont.) Police Chief Kushner reported that the police department received a few calls
regarding people not practicing social distancing or wearing a facial mask. In each
case individuals were advised of the guidelines and complied.
MAYORAL The Curb Appeal Challenge will not take place this year.
ANNOUNCEMENT
The Taste of Des Plaines and at least the first few Friday Night Live concerts are
canceled for this year.
On March 16, 2020, a Declaration of Civil Emergency for the City of Des Plaines
related to the COVID-19 emergency was authorized. The Declaration provided that:
(1) the City may enter into contracts for the emergency purchase of goods and services;
(2) the City Manager may implement emergency staffing protocols pursuant to the
City's respective collective bargaining agreements; and (3) directed City officials and
employees to cooperate with other government agencies.
In accordance with Illinois statutes, the Mayor's Declaration lasted only for a period
of seven days, unless it was extended by action of the City Council. At its
April 20, 2020 City Council meeting, the City Council, by motion, extended the
Declaration until the next adjournment of the next special or City Council meeting.

2020 Declaration of Civil Emergency until the end of the next regular, special, or
emergency meeting of the City Council. . Upon roll call, the vote was:

DISCUSS City Manager Bartholomew and Assistant City Manager/Director of Finance
FINANCIAL Wisniewski explained the financial impact COVID-19 has on the city's finances.
IMPACT OF Major sources of revenue are acquired from retail sales tax, food and beverage tax and
COVID-19: motor fuel tax. With most retail establishments closed and fewer cars on the road there
is substantially less revenue.
ADJOURNMENT:
River's Casino has been closed for more than three weeks and it is unknown when they
will open. The city is not receiving its share of host community taxes and taxes on
admissions amounts.
Due to the Strategic Plan the city is in a much better financial position than it was in
the past. Although there is a $19 million reserve fund staff has begun identifying city
projects that can be delayed, delaying purchases and instituted a hiring freeze.
The Community and Economic Development Committee will meet once all businesses
are allowed to open and discuss if there is any assistance that can be provided to the
businesses.

stated an individual could be cited under Governor Pritzker's emergency orders. However, Governor Pritzker
himself stated people shouldn't call the police with regards to face coverings, and there would be no
tickets. How are the police chiefs and governor's conflicting statements reconciled?

My question is I have had a small business in Des Plaines for 10 years, we have been closed since
March 14th, we are not considered essential. In general we have less than 20 employees and
customers in our office throughout the day at any given time.

again.

A number ofprofessionals and public servants are charged with the Health, Safety and Welfare of the Public.
Currently, the Health of the public is being prioritized over its Welfare, and depending on locale, Safety.
What will CoDP do to put people back together when they lost their j obs and have bills/mortgages to pay?
The payments might be delayed, but they're not going away and will just owe more later.
What about people who've lost their health insurance due to lost work, and incur debt due to illness or
injury unheated to CoronaVirus?
Cobra is not an answer as that is more expensive and people need to choose to pay their mortgage/bills or pay
their cobra insurance and/or medical bills.
How many domestic disturbances have been reported as a result of lockdown? Be they paranoid people calling
about the maskless walking around outside or actual fights breaking out. Have they increased?
The problem with staying locked down is the Welfare and Safety of the public is being intentionally sacrificed
for its Health. And the consequence of that is more health problems later and continued economic problems
now and into the future as eventually, some businesses will just die never to re -open.
If Des Plaines decides to slow open, the Governor isn't going to send the state police after us. Please lead the
area and plan an early slow open with surrounding mayors.

While some residents are using this time to do Spring Cleaning. I'm aware of clothing donations are not being
accepted by Goodwill, Salvation Army and Thrift Stores now but will they be accepted at a later
time? Should we hold on to these clothing donations or just throw them out as garbage?

Subject: COVID19 masks congregading
I listened to the City Coucil meeting which seemed to separate 60016 unincorporate Desplaines. What does that
mean? Who do we go to for help.
They approved face coverings for residents and businesses, I am particulary worried that employees of grocery
stores and restaurants and Walgrees and CVS wear them'
I am also very upset about the people on the street with no masks and traveling in large groups. On Saturday
night I hear groups of men sounding drunk and screaming for hours a from like midnight to 2am. Who do we
call for this?
It just seems that when I read the community residents there are a lot o f dangerous people who make a j oke o f it
and do what they want. I have a sick neighbor in the hospital. YOUNG. It is no joke. Limbs lost, and affects t o t
the heart and brain and lungs.
There is no excuse that there are more people dying an sick in DesPlaines except for ignorance and people not
caring and not being fined for getting others sick,
Also would help to have more garbage cans all around parking lots o f grocery stores to throw away gloves. They
are putting toxic germs on our shoes.
Please help . There are some scary residents her.

Hello,
Is there a plan to reduce water rates in response to COVID-19? We are anticipating an extreme spike in water
usage in our condo association as a result of CDC guidelines, as well as the fact that people are working from
home and using water at home more. This will have a very strong adverse impact on our budget, to the point of
compromising our solvency. At this time, when other municipalities are taking measures to provide relief with
bills for residents, what is Des Plaines planning to do?
