MONDAY, NOVEMBER 21, 1966
CALL TO ORDER: The regular meeting of the City Council of
the City of Des ~laines was called to order
by Jr. Mayor Pamela Smith at 8:05 P.M. for
MayQr Herbert H. Behrel. The Meeting opened
with a prayer by(Rev. Ernest Grant, Associate Pastor of the First Congre-
cgational Chunch followed by the pledge of allegiance to the flag.
ROLL CALL! Jr. City Clerk Robert Worobec called the roll
with t -he fo I lowing resnl ts: Present: Wright
Bolek, Leer, Shillington, Figard, Czubakowski,
Wagner, Swanson, Martin, Bonaguidi, Rateike,
Szabo. Absent were Aldermen Prickett and French.
Present also were City Comptroller Blietz, Police Chief Kennicott, Police
Captain Hintz, Fire Marshall Arndt, Building Commissioner Schuepfer,
Commissioner of Public Works, ~ity Engineer Fletcher, Civil Defense
Director Arthur, and City Attorney Robert J. DiLeonardi.
There being a.quorum present, the meeting was in order.
APPROVAL OF MINUTES: It was moved by Alderman Rateike and seconded
by Alderman Martin that the Minutes of the
regular meeting of November 7, 1966, be
approved as publj_shed. Motion Carried.
REPORTS OF CITY OF14,ICIAIS: . The City Clerk submitted the report o:f the
City Treasurer for the month of October, 1966 9

City Comptroller Blietz set a meeting of the
Committees as a whole for Monday, Dec an ber
12, 1966, at 7: 30 P. M.
Jr. City Comptroller Joseph Donahue gave a
report _pn the financial condition of the
Motor Fuel Tax Account.
Jr. Marshall of Police, Eee Labadie, reported
on the number of tickets issued from January
31, 1966 to October 31, 1966 by the Police
Department.
Jr. Fire Marshall Norman Markworth reported
that the Fire Department is collecting toys
for the u. s:;. Marine Corps and should be
received no later than December 20, 1966.
Jr. Building Commissioner Diane Ballowe
reported that plans have been received by
the Building and Zoning Administrator for
examination for the following:
K-Mart Store to be located at the southwest
corner of Lee and Oakton Streets; Colonial Carbon Industrial Plant to
be located on Mannheim Road, south of Howard Street; and Des Plaines
Publishing Company on Executive Way.

City Engineer Fletcher gave a progress report
on the new water reservoir as well as the
storm sewer projects.
Jr. Commissioner of Public Works Brian Gleason
reported that the street marking and painting
program is about completed for this season.
Also that most of the leaves have been dis-
posed of throughout the City and the balance should be picked up during
our general street sweeping operations. He further reported that the
annual survey has been made on all streets for next year's repair program
which is made from our Motor Fuel Tax funds and has been referred to
the City Engineer~

that the City has been sued by the owners of
the property located at the corners of Rm d
and Wolf. It was moved by Alderman Bonaguidi
and seconded by Alderman Swanson that the Firm
of DiLeonardi & Hofert be retained to def end
the City on the aforementioned suit.

Ci ~y Attorney DiLeonardi reported on the
progress ~f the George Hutchin~on Suit
stating he had ~eceived a letter from the
lnsurance Company of North America. Said
letter and suit was referred to the Judiciary
Committee for study and report.
City Attorney DiLeonardi _reported that he
attended the public hearing on Cook Coanty
Zoning Docket #1111 on property located 900
feet north of Golf Road and approximately
~15 Feet West of East River Road, approximately
two acres in size.: He stated that a large
number of surrounding pro·perty owners voiced
their objections to the rezoning from R3 to
B5, and he believes the evidence in favor of
rezoning was extremely poor. It was moved
by Alderman Wright and seconded by Alderman
Figard that tbe City Attorney be authorized
and directed to file a formal protest in
writing to the Cook County Zoning Board of
Appeals. Motion Carried.
City Attorney DiLeonardi repirted to Council
that in September the Trustees of the
Firemen's Pension Fund denied the petition
of Richard Peterson for a dissability pension,
and t~at a petition has been filed with the
Circuit Court of Cook County to obtain a
Review of the .Pension Board's decision.
It was moved by Alderman Figard and seconded
by Ald~rman Martin that Council retain the
firm of DiLeonardi and Hofert to defend the
City, in the case of Richard Peterson VS
Tnnstees -Fi~emen's Pension Fund.

Committee requests Council concurrence to
purchase two Motorola Walkie-Talkie Radios
for t~e ~olice Department at an approxim~te cost of $800 and to make
application for match i ng funds from the Civil Defense Department. After
considerable discussion, it w~s moved by Alderman Figard and seconded
by Alderman Czubakowski to authorize and direct Lt. Arthur, Civil Defense
Director, to make application for matching funds for the aforementioned

Jr. Alderman Roy Vana reporting for Alderman
Rateike, Chairman of the Fire Committee,
made the following report: 1tYour Committee
on Fire recommends that the Ci1ty Coun cil advertise for bids for fuel oil,
for the 1966-67 heating season for .the South Side Fire Station (Station
#2) and the Library -the Commis.sioner of Public Works to use the same
specifications as last season, bids returnable December 5, 1966." It
was moved by Alderman Rateike and seconded by Aldennan Wagner that Council
concur in above mentioned report. Motion Carried.

concerning their request for reconsideration
of a possible contract betwem .th~ Ci t .y of

tection beginning January 1, 1-9&f1. _A :meeting was set for Thursday,
December a, f966, at 8 P _.M. with the Trustees and Attorney for said
Dis~rict -~ayor Behrel's office to send notice of meeting to said

Sanitation oommi ttee Jr. Alde.rman Ted Fess reported that there
will be no pick-up of garuage and refuse
on Thursday, November 24th. Thursday's
pickt ups will be made F t i·da~ and Friday's pickups will be made Saturday.

report: "Your Committee on Streets and
Traffic Has investigated the MFT Resolution
re the improvement of Maple Street from Toul cy Avenue to Pratt Avenue
and has found this improvement is in the best interest of the City of
Des Plaines, and recommend the Resolution be adopted." It was moved
_by Alderman Martin and seconded by Alderman Wagner to a4opt-aforementioned

29, 1966-, at 8 P.M.
Jr. Alderman Stephanie Ells reporting for
Alderman Bonaguidi, Chairman -0f the Sewer
Commit tee, reported that s ·a~d Commit tee is
in recei·pt of a letter from Ci tr. Engineer
Fletcher, in which he requests additional funds amounting to $5000 to
by-pass five large trees on VanBuren Street in the storm sewer program.
This has been held in Committee until next meeting.

Alderman Bonaguidi, Chairman of the Sewer
Committee, reported that the Sewer Committee
recommends that the bid for Section #4 of
the Storm Sewer Program be awarded to Vincent
A. Divito, low bidder of $136,659.20. This
will be held in Committee until next meeting
to afford Mr. Divito sufficient time to
submit a satisfactory bond.
Approve Sisn Request Jr. Alderman Linda·Locke reporting 1or
O'Hare Office Center North Alderman Szabo, Chairman of the Building
Control and Inspection Committee, stated
that said Committee recommends Council
Concurrence in the approval of the sign
request of O'Hare Office Center North, to
be located at 2720 Des Plaines Avenue, and the Building Commissioner be
authorized to issue the necessary permit. It was moved by Alderman Szabo
and. seconded by; Alderman Martin that Counci~l concur in above report.

operati~n of a coin-operated automatic
car wash as a special use under the
Zoning Ordinance of the City of Des
Plaines to be located just south of Route
83 and Dempster.
Placed on First Reading was Ordinance
M-27-66 providing for the improvement of
Homeland Acres Subdivision by the install-
ation of a system of cast iron watermains
and a system of sanitary sewers, together
with all appurtenances, the cost thereof
to be paid by Special Assessment. It was
moved by Alderman Figard and seconded by
Alderman Shillington to place Ordinance
M-~7-66 on passage. Motion Carried. It was
moved by Alderman Shillington and seconded by
Alderman Figard to adopt Ordinance M-27-66
as recommended by the Board of Local Improve-

The Letter from the Des Plaines Zoning
Board of Appeals on the Variation Case
66-38-V on property located at Mannheim,
Chestnut and Howard, was referred to the
Municipal Development Committee as a
reference only.
The letter from the Illinois Automatic
Merchandising Council regarding the City
of Des P-laines Licensing of merchandise
vending machines and requesting a hearing
tiefore the appropriate committee was
referred to the License Health and Inspec-
tion Committee for study and report.
Meyor Herbert H. Behrel reported on the
Illinois Problems Commission meeting attend-
ed by him, -City Attorney DiLeonardi and
City Comptroller Blietz, stating that on
behalf af the City of Des Plaines he
presented a Bill relative to that part of the Police Act that requires
that prisGners be transported in closed vehicles. City Attorney Di-
Leonardi p~esented a Bill having to do with the definition of "Blood
Relatives 1t requesting that Ci "ties and Villages be given the power to

After considerable discussion, it was
moved by Alderman Leer and seconded by
Alderman Bolek to authorize and direct
the Mayor to resubmit the City's petition
to the Trustees of the Metroppli tan Sani-
tarY< District on the following points:
1. That the Metropolitan Sanitary District reconsider their first
choice of the Engineering Department of said district as the
best location for the proposed Sewage Treatment Plant, therefore
having no effect on local residences and
2. Further consideration be given to the property on the west side
pf Route 83 and south of Oakton Street, which is presently
situated in the unincorporated( area.

regular meeting of the City Council adjourn~
