Behrel at 8:10 P.M. The meeting opened with a prayer by Father Francis J. Buck of Our Lady of Hope Church followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Shillington, Figard, Czubakowski, · -Wagner j Swans on, French, Mart in, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Leer, . There being a quorum present, the meeting was in order. Present also were City Com ·ptroller 'Blietz, Police Captain Hintz, Fire Ma~shall Arndt, Building Commissioner Schuepfer, Assistant Commissioner of Public Works Warnicke, City Engineer Fletcher, and City Attorney Robert · J. DiLeonardi. APPROVAL OF MINUTES: It was moved by Alderman Prickett and seconded by Alderman Swanson that the Minutes of the regular meeting of Septem- ber 20, 1966, and the adjourned meeting of September 26, 1966, be approved ~s published. Motion Carried. REPORTS OF CITY OFFICIALS: The Clerk submitted the following reports < to be placed on file: Minutes · of Des Plaines -Public ·Library Board; Statement of Cash ~ < ~ Receipts -January to August 31, 1966; S~atemen~ of ApprQpriation Expenditures -January to August 31, 1966; Building CqmmissioQer•s report for September, 1966; City Treasurer's RepDrt for August, 1966. Building On Easements -Bui-1.ding Commissioner Schuepfer reported that he .has contacted Commonwealth Edison Company, Domestic Utilities Co., and Northern Illinois Gas Company concerning the easements on lots located on Arnold Court, and has found that there remains only two fe:et of buildable land. He recommends that Council deny building on easements on lots fronting on Arnold Court, as the easements cross the rear of these lots for water, sewer, and gas. Considerable discussion followed and Building Commissioner Sc~uepfer was directed to write letters to all those property owners who requested building permits for garages to be built on the easements. ~ . ~ City Engineer Fletcher Cruty Engineer Fletcher gave a progre~s report on the pumping house and reservoir stating that the work is about 90% - completed and that the original completion date has been exeeeded; the~e­ fore he expects to begin charging the penalty clause after October 1st. He further reported that he has met with the utility companies who are making every effort possible to remove poles in the area of the proposed storm sewer improvements, which will begin October 17 on the section north of Thacker Street on Second Avenue. City Attorney DiLeo~ardi City Attorney DiLeonardi. reported that the request of Richard Peterson for a Disability Pension has been denied by the Firemen•s Pension Fund Board of Trustees. He also reported that the Judge did not allow the inter- vention of Des Plaines in the Techny Land Fill Site litigation as Des Plaines is located too far away from the si•e. REPORTS OF COMMITTEES: Hifgins Industrial Park Un t #2 and City Clerk to sign the Unit #2, located within It It was moved by Alderman French and seconded by Alderman Prickett that Council concur in Municipal Development Committee's recommendation to authorize the Mayor subdivision plat of Higgins Industrial Park miles of the City Limits. Motion Carried. Lic,en.s ,e. llea.l th & .... 251 -I0/3/66 Page 2 .Alderman Bolek, Chairman of . -the License Health and Inspection Committee, reported Inspection Committee that said Committee, along with Health Officer Branding and Comptroller Blietz attended a meeting with the Board of Health last Thursday to study the Health Services program under the Medicare Program as far as Des Plaines is concerned. Ile stated that beginning January 1st certain home health services 'will be made available to Patients under Medicare and the matter will require study to determine if this type of program will be undertaken by the City of Des Plaines or by the County or State Health Department. Speeding -Gra9eland Avenue from Lee Street South It was moved by Alderman Martin and seconded by Alderman Bonaguidi to concur in Streets and Traffic recommendation that the problem of .speeding on Graceland Avenue from Lee Street south be referred to the Traffic Commission and the appropriate letter be sent to Tee-Search, City Pl~nners, to be added to the information they are gat hering. Motion Carried.· · Stop .Signs -Church & Bellaire -Load Limit GoOCi Avenue It was moved by Alderman Martin and seconded ' by Alderman Rateike to concur in Str e ets and Traffic Committee's recommendation that the City Attorney draw the necessary ordin- ances providing 4-way stops at Good Avenue and Church Street and a load limit of 6,000 lbs on Good Avenue from Emerson to Ballard. Westgat~ Rd. traffic It was moved by Alderman Martin and seconded by Aldennan French to concur in Streets and Traffic Committee's recommendation to refer Alderman Shillington•s request for and 'K~thleen to the Traffic Commission. It was moved by Alderman Martin and seconded by Alderman Shillington that Council concur in Streets and Traffic Committee's recommenda- tion to refer the matter of 4 way stops at Fremont & Westgate and Miller and Westgate to the Traffic Commission for study and report. Motion Carried. Restrictive Parking -It was moved by Alderman Martin and seconded Industrial Areas. by Alderman Rateike to c oncur in Streets _. It was moved by Alderman Martin and seconded by Alderman Rateike to concur in Streets and Traffic C.ommi ttee 's recommendation to refer the mat.te·r of one-way streets on all east- west streets south of Ellinwood to Oakton from Soo line or Lee Street to River Road to the Traffic Commission for study and report and also to City Planners, Tech-Search, to be added to ·the information they are gathering. Tra f fic -Cora & ~enry It was moved by Alderman Martin and seconded by Alderman Shillington to concur in Streets and Traffic Committee's recommendation to refer Fire Chief Arndt's request for study of traffic conditions on Sunday at Christ Church at the corner of Cora and Henry to the Traffic Commission for study and report and a letter sent to Tech-Search, City Planners, to be added to the information they are gathering. Motion Carried. Advertise for Bids - Rock Salt with or without Inhibitor It was moved by Alderman Martin and seconded by Alderman Rateike to concur in Streets and Traf'fic Committee's recommendation to adver- , lise for bids returnable October 17th for Rock Salt and an alternate bid of Rock Salt with Inhibitor. Motion Carried. Commissioner of Public Works to draw t~e necessary specifications. M .Y.§,TtJs.e to;r Bid.s Section 4 -Storm Sewer 10/3/66 It was moved by Alderman Bonaguidi and seconded by Alderman Martin that Council concur in Sewer Committee's recommendation to advertise for bids returnable November 7, 1966, for Section 4 of the Storm Sewer Project -City Engineer to draw the necessary specifications adding a penalty clause. Motion Carried. Allrove Sign Reguest It was moved by Alderman Szabo and seconded I inois Toll -Fastex by Alderman Figard to concur in Building Control and Inspection Committee's recommenda- tion to approve the sign request of Illinois Tool -Fastex for a sign and the _Building Commissioner be authorized to issue the necessary permit. Motion Carried. Committee Meeting Alderman Szabo, Chairman of the Building Control and Inspection Committee set a meeting of said Committee for 7 P .M. on October 6, 1966, to discuss the sign ordinance. Library Board passes Res o 1 ut iuin ·Junior Official Badges Award Hid -Emergency Generator System - Onan Sales Division Reject Bid -Installation of Emergency Generator Readvertise for Bids Alderman Wagner, Chairman of the Library Committee, reported that the Library Board has passed a resolution approving the need for the expansion to the Library. It was moved by Alderman Leer and seconded by Alderman Swanson that Council concur in Youth Activity Committee's recommenda~ tion to order 44 badges for the Junior City Officials at a total cost of $154.00 On Roll Call, the vote was: AYES: 15 -Aldermen ihillington, Figard, Czubakowski, Wagner, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Leer, Mayor. It was moved by A~derman Leer and seconded by Alderman Wright that Council concur in Civil Defense Couunittee•s recommendation to reject the one bid received from Benge Electric, Inc. and return the bid bond and re-advertise for bids for the installa- tion of the Emergency Generator System, returnable October 17, 1966, the Civil Defense Director to draw the necessary ·specifications. Placed on Flrst Reading was Ordinance Z-11-66, reaoning the northeast corner of Rand & Wolf to C-1 Neighborhood Shopping District. Mayor Behrel read the letter received from the Des Plaines Council of Civic Associations, expressing their view concerning this rezoning, and the City Attorney discussed with Council the procedure of securing covenants on 'aforementioned property stating they should be filed before passing the Zoning Ordinance. City Attorney DiLeonardi also related that a petition has been filed which is signed by surrounding property owners .and that an opinion will be rendered by him at the next meeting. ORDINANCE M-26-66 having to do with Vehicle License Fees Letter re Bui ld.ing~ on Easements Placed on First Reading was Ordinance M-26-66 having to do with increasing Vehicle License Fees. The letter from Commonwealth Edison Company regarding procedures suggested to the City regarding the appearance of easements on Subdivision Plats was referred to the: Plan Commission and Municipal Devel-opment Committee for study and report. Illinois Commerce Commission Hearing -Middle States r I Telephone Company It was moved by Alderman Bolek and seconded by Alderman Wagner to authorize and direct the City Attorney and City Comptroller to attend the Illinois Commerce Commission Public Hearing on October 10, 1966, at 3 P. M. in the State Office Building, Springfield, Illinois regarding their application for authority to establish a special depreciation re- serve and make special depreciation charges to offset extraordinary retirements. It was moved by Alderman Prickett and seconded by Alderman Bonaguidi that Council accept the resignation of Kent Nichols from the Plan Commission and to authorize the Mayor to send a letter of commendation to Mr. Nichols. Motion Carried. It was moved by Alderman Figard and seconded by Alderman Shillington that Council adopt a resolution appointing a Firemen's Arbi- tration Board consisting of five members, four of whom shall be appointed by the corporate authorities and the fifth member selected by the four members appointed. Motion Carried. Alderman Shillington's request for "Slow School" signs in the area of Hrentwood School was referred to the Department of Public Works for immediate attention. The request for 4 way stop signs at Marshall & Dulles was referred to the Traffic Commission and Streets and Traffic Committee for study and report. It was moved by Alderman Bonaguidi and seconded by Alderman Shillington that the Regular meeting of the City Council adjourn. MOTION CARRIED.
