MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL ROOM; CITY HALL,
TUESDAY ·, SEPTEMBER 6, 1966.
CALL TO ORDER: The regular meeting of the City Council of
the City of Des Plaines was called to order
by Mayor Herbert H. Dehrel at 8:07 P.M.
The meeting opened with a prayer read by City Clerk Rohrbach followed
by th~ pledge of allegiance to the flag.
ROLL CALL: Roll Call indicated the following aldermen
present: Shillington, Figard, Czubakowski,
Wagner, Swanson, French, Martin, Bonaguidi,
Szabo, Rateike, Prickett, Wright, Bolek,
Leer.
Present also were City Comptroller Blietz, Police Chief Kennicott,
Fire Marshall Arnd.t, Building Commissioner Schuepfer, Commissioner of
Public Works Warnicke, City Engineer Fletcher, and City Attorney
Robert J. DiLeonardi. A
There being a quorum present, the meeting was in order.
APPROVAL OF MINUTES: It was moved by Alderman Prickett and
seconded by Alderman Swanson that the

OPEN BIDS:
Installation of
Generator
Emer.
It was moved by Alderman Wright and seconded
by Alderman Shillington to open the bids
received for the installation of the
Emergency Generator System. Motion Carried.

Only one bid was received from Benge Electric,
Inc. for a total aggregate of $4,467.00. It was moved by Alderman Martin
and seconded by Alderman Shillington to refer said bid to the Civil
Defense and Finance Committees and Civil Defense Director for study and
report. Motion Carried.

The City Clerk submitted reports of the
following: Building Commissioner for month
of August, City Treasurer for month of July,
Health Department for month of August and
Minutes of Des Plaines Human Relations
Oommission. Reports placed on file;.
Comptroller Blietz submitted copies of
the Salary Classification Survey, parts
four and five, prepared in the office of
the Comptroller to the aldermen for their
study and consideration.
It was moved by Alderman French and seconded
by Alderman Rateike to authorize and direct
the City Attorney to prepare an amendment
to the Zoning Ordinance to be heard by the
Des Plaines Zoning Board of Appeals to
include mental hospitals in the C-2
Classification. Motion Carried.
City Attorney DiLeonardi reported that the
condemnation suits on the 819 Graceland
Avenue property and the Knolls Property
on Camp Grounds Road have been filedo
He also reported that he had prepared
Ordinance M-23-66, which provides for the
disconnection of certain lands south of
Touhy Avenue to the Village of Rosemont.
It was moved by Alderman French and seconded
by Alderman Figard that Council concur with
Municipal Development Committee's recommenda-
tion that City Council deny the rezoning
of Parcels C & D, upholding the Zoning Board
and also deny the rezoning of Parcels B,
E and F, opposing the findings of the
Zoning Board and further recommending

that Parcel A be rezoned to C-1 with
restridtive covenant limiting it to

After considerable discussion and an opinion
expressed by City Attorney DiLeonardi as to
its effect on the denial of the Parcels
B, c. D, E & F, the Clerk called the ~oll

It was moved by Alderman French and seconded
by Alderman Martin that Council concur in _
Muni,oipal Development Committee's recommen~-
tion to authorize the Mayor and City Clerk
to execute plat of o. w. Blume•s West
Acres Subdivision Unit "C" located on
Marshall Drive upon receipt of necessary bonds
or. cash for improvements. After considerable
discussion on the existing flooding problem in the area, it was moved
by Alderman Shillington and seconded by Alderman Rateike and Alderman
Figard that the Committee report be deferred until next meeting. Motion

Board of Appeals decision to deny the rezoning
petition on Zoning Case 66-18-R on property
located at 2100 East Algonquin Road Olmed by
Roy Egan. Motion Carried.
It was moved by Alderman Rateike and seconded
by Alderman Figard that Council concur in

bid for the resurfacing · of fire stations #2 ·
and #3 at a cost of $1,588.40, to Skokie Valley

Fire Committee's recommendation to authorize
the Comptroller to purchase a portable radio
from the Motorola Communications and Electronics
Co., at q cost of $531.00. On Roll Call, the
vote was:

It was moved by Aldennan Rateike and
seconded by Alderr-1an French that the appro-
priate Resolution be drafted commending Mr.
Ferd Arndt, who is resigning from the Des
Plaines Park District, for his work with the
City, particularly with the Fire Department,
and the Des Plaines Park District. Motion
Carried • .
Alderman Martin, Chairman of the Streets
and Traffic Committee, called a meetine of
the Streets and Traffic Committee for
September 7, 1966, at 8 P.M., with the City
Engineer and Commissioner of Public Works.
Alderman Szabo's requext for the following
was referred to the Streets and Traffic
Commit.tee for study and report:
Stop signs at Church & nellaire
4-Way Stops at Good Avenue & Chu'rch Ave.
Load Limit 6,000 lbs. Good Avenue (Emerson
to Ballard).
Al<lernan Figard gave a brief resume of the
activities of DAMP Comnlission.
Alderman Uatetke left the meeting at this
time -9: 20 P .M.

by Alderman Prickett to concur with Water
and Finance ComNittee's recommendation to
contribute $500 to DAMP to aRsist in· further
work and surveys. After considerable dis-
cussion, the roll call vote was taken with

It was moved by Alderman Martin and seconded
by Alderman Prickett that Council concur in
Mayor Behrel's appeintment of Father Thomas
Cannon of St. Emily's Church to the Youth
Commission. Motion Carried. Term ends April
30, 1969.
It was moved by Alderman Prickett and seconded
by Alderman Leer that Council concur in
Mayor Behr~l's appoint of Rev. Ernest Grant
to the Youth Commission, term to expire
April 30, 1969. Motion Carried.
The letter :from Fire Chief Arndt requesting
an amendrttent to the Building Code regardtng
basement and sub-basement ceilings was
referred to the Fire Committee, Building
Control and Inspection Committee, Building
Commissioner and Fire Chief for study and
report.

Finance Committee for 7:30 September 7th.

meeting of< the City Council adjourn until
next Monday, September 12, 1966,:at 8:00 P.M.
