CALL TO ORDER: The regular meeting of the City Council
of the City of Des Plaines was called to
order by Mayor Herbert H. Behrel at 8:10 P.M. The meeting opened with a
p~ayer read by City Clerk B. E. Rohrbach followed by the pledge ot allegi-
ance ·to the flag.

' APPROVAL OF MINUTES: It was moved by Alderman Prickett and
seconded by Alderman Wright that the
Minutes of the regular meeting of July
18, 1966, and the adjourned meeting of July 25, 1966, be approved as
written. Motion Carried~
OPEN BIDS: -Generating
System
It was moved by Alderman Shillington and
seconded by Alderman Martin that the bids
tor 12KW Diesel Engine Generating System
be opened. Motion Carried. Only one bid
was received from Onan Sales Division in
the amount ot $2,297.00. It was moved by Alderman Szabo and seconded by
Alderman Swanson that said bid be referred to the Civil Defense Director,
Civil Defense Committee, and Finance Committee for study and report.
Motion Carried.
OPEN BIDS: It was moved by Alderman Rateike and
seconded by Alderman Martin that all bids
received for Parking Lot, MFT Sections
69CS, 70CS, 74CS, and Sections 1,2, & 3
of the Storm Sewer Program be opened.
Motion Carried. The following bid.s were

amount of $29,612.75 and the checks ot
the unsaccessful bidders .be returned.

Tne Clerk submitted reports of the Health
D'epartment for July, 1966, and Building
Department for July, 1966, to be placed
on file.
Building Commissioner Schuepfer rep~rted
that sometime ago the matter of Building
v6olations of Mr. Krillich was submitted
to the City Council and City Attorney
but to date no action has been taken.
He further reported that the Building Department, upon investigation,
finds no effort has been by Mr. Krillich to correct these violations -
therefore they still exist and he· suggests that ~he City Council start
proceedings against Mr. Krillich. Mayor Behrel stated this would be done.
City Engiri~er Fl~tcher City Engineer Fletcher reported that
the City is receiving three million gallons
of water daily from the City of Chicago.
He further reported that there has been considerable flooding west of Mt.
Prospect Road and that he has talked with a number of people and should
have a report soon on that flooding situation.
Attorney Rose Attorney Donald Rose, reporting for City
Attorney DiLeonardi, reported that the
Condemnation Suit has been filed for the
property located at 819 Graceland Avenue,
for future expansion of the library.
He further reported that the Petition has been filed on the Gray Property
for the future facilities of the Department of Public Works.
Appraisal ·-Egan Property After discussion, it was moved by Alder-
·man Prickett and seconded by Alderman
Swanson to authorize and direct the City
Attorney to proceed with securing an appraisal on the Egan property just
east of 'the Gray property. On Roll Call, the vote was:

Commissioner of Public Works Warnicke
reported on the recent flooding in the
City of Des Plaines and a list of
complaintants has been tab6lated, stating
was caused by the back up of sewers from the
interceptor. Complaints are being investigated
are being rodded.
Aldern1an Wagner, reporting for the
Municipal Development Committee, stated
that the report signed by two members of
the Committee is being held in Committee
on the Rand-Wolf zoning to afford Alder-
man Prickett an opportunity to · review
the matter.
'Leave of Absence Patrolmen It was moved by Alderman Figard and sec-
onded by Alderman Bonaguidi that Council
concur in Police Committee's recommendation

After considerable disemssion, it was moved by Alderman Bolek and
seconded by Alderman Prickett to amend the motion to refer the matter
back to the Board of Fire and Police Commissioners for their consideration
o~ granting a twelve months leave of absence to Patrolmen James R. Lusk.

Assistant Fire Inspector It was moved by Alderman Rateike and
seconded by Alderman Prickett that Council
concur in Fire Committee's recommendation
that the Chief of the Fire Department be authorized to designate from the
membership of the Fire Department one additional assistant fire inspector

Building and Grounds Committee's recom-
mendation to refer the purchase of the
Thacker Junior High School property
for the amount of $75,000 to the Finance
Committee for their study and report
at the earliest possible date. Motion

Alderman Bolek, Chairman of the License
Health and Inspection Committee, reported
that a cross referencd of all licensees
-living in Des Plaines is being tabulated
from Illinois State Licenses issued and
when completed those residents without
City vehicle sticker will be sent notice
to purchase as well as fine for non-
~x~stence of Vehicle Sticker.
Advertise for Bids It was moved by Alderman Martin and
seconded by Alderman Swanson to concur
in Streets and Traffic Committee's
recommendation to advertise for bids
for a four-wheel drive truck for the Street Department at an estimated
cost of $14,000, Item #25, returnable August 15, 1966, and the Commissioner
of Public Works to draw the ~ecessary specifications. Motion Carried.

seconded by Alderman Rateike that council
concur in Streets and Traffic Committee's
recommendation to app rove the Supplemental
Resolution for $25,000 on Section 71CS

Alderman Martin requested that the
matter of four-way stops at Riverview
and Orchard Streets be referred to the

'Alderman Martin requested that the com-
plaint of noise from delivery vehicles
at National Tea Company, Algonquin and
Le~ Streets, be referred to the Police
Chief and Traffic Commission for study
and report.
Aldennan Szabo, Chairman of Building,
Control and Inspection Committee set a
meeting of said Committee for August 9th
at 7:30 P .M.
Alderman Czubakowski, Chairman of the Elm
Tree Disease Committee, reported that 90%
of City has been covered by Bishops Tree
Service and they have found to date a
total of 185 diseased ~lm trees -61 on
private prope·rty and 124 Parkway Trees.
~udiciary Committee -Progress Alderman Bonaguidi stated that the
report -c. c. & N.w. R.R.case Committee assums a letter has been sent
to Attorney Burke pertaining to the
Chicago & Northwestern Railroad Case,
as the time is drawing near for Attorney
Burke to start abstracting. Attorney Burke addressed the Council stating
that Judge Shaffer of t~e Illinois Supreme Court will not extend the date
of September 15th for the City's filing an appeal and should the City de-
cide to do so, he must have sufficient time for preparing the abstract.
Mayor Behrel stated that the City Council hopes to ·give him their decision
in a week.

Advertise for Bids i Installation of Generating
~ystem
It was moved by Alderman Leer and seconded
+ by Alderman Shillington that council concur
in Civil Defense Committee's recommendation
to advertise for bids for the installation
of the 12.KW Diesel Generating System,
returnable September 6, 1966, and the Civil Defense Director to draw the
necessary specifications. Motion Carried.
APPROVAL OF BILLS PAYABLE: Alderman Prickett, Chairman of the Financj
Committee, presented the following resolu-
tion: BE IT RESOLVED BY THE CITY OF DES
PLAINES THAT THE FOLLOWING BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY

the Metropolitan Sanitary District,
expressing the City's views on the
proposed location of their Sewage
Disposal plant. After considerable
discussion, Motion Carried.
The request for stop signs at the inter-
section of Stillwell and Sunset was
referred to the Traffic Commission for
study and report.
It was moved by Alderman Rateike and
seconded by Alderman Prickett that the
reg~lar meeting of the City Council
adjourn. Motion Carried.
