Council Minutes 072566205 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF DES PLAINES, ILLINOIS, HELD IN THE COUNCIL ROOM, CITY HALL, MONDAY, JULY 25, 1966 CALL TO ORDER: The adjourned meeting of the City Council of the City of De~ Pl-aines was called to order ~y Mayor Herbert H. Behrel at 8:10 P..M. The meeting .opened with prayer by Rev. Hubert Beck, Assistant Pastor of Immanuel Lutheran Church, followed by the pledge of allegiance to the flag. ROLL CALL: Figard, Czubakowski, Wagner. Bolek, Shillington. Roll Call indicated the following aldermen preaent~ Swanson, French, Martin, Bonaguidi, Szabo, Wright, Leer, Absent were Aldermen Rateike, Prickett, Present also were City Comptroller Blietz, Police Chief Kennicott, Fire Marshall Arndt, Building Commissioner Schuepfer, Assistant Commissioner of Public Works icbwab, City Engineer Fletcher, and City Attorney DiLeonardi. There being a quorum present,' the meeting was in order. REPORTS OF CITY OFFICIALS: The Clerk submitted the following reports to be placed on file: Minutes of Des Plaines Human Relations Commission for June and July; Treasurer's report <for June; Comptroller's statement of Appropriation expenditures, Cash Receipts, and 1964 Water Construction Account; Quart&rl~ repor~ of Des Plaines Police Departmen~; First six months report of Fire Department. Report of Ct ty Engineer City Engineer Fle:tcher reported that Chicago water should be flowing in the City's -mains before midnite, Thursday, July 21st. The spraying of the walls, ceiling, and wet walls with chlorine as well as filling the reservoir with water to which chlorine was added has been completed and the pumping of five million · gallons of water to waste started Thursday and should be completed tonite. Tomorrow samples of the water being filled into the reservoir will be tested by the City of Ch~cago, over a period of twenty-four hours, and we are hopeful the tests will prove satisfactory~• Report of Commissioner Warnicke: The City Clerk read the letter from Commissioner of Public Works Warnicke as follows: "The chances that we will receive approva-1 to start pilmping (Chicago Water) on Thursday AM, July 28, are extremely good. In fact, it can almost be called a certainty, barring a catastrophe of some kind such as a power failure, tornado, etc. There- . fore, knowing that it is necessary to notify the papers in advance of their publication deadline, and also being fully aware of the need for lifting the total ban on garden and lawn sprinkling now in effect, I wish to state through the papers that an announcement will be made over WIND with respect to lifting of the total ban. If it is decided that it can be lifted, we will 'make the announcement over WIND and the regulation will then be the one that prevailed previously, to wit:.tbose having an even house number will be permitted to sprinkle on even days of the month, and those having odd house numbers, on odd days of the month. 206 7/25/66 Page two I cannot be at Council Meeting tonight, but in my judgeme~t -1 could serve the City better by trying to expedite the turning on of the qhicago water, which I am doing at the time this report is being read." Report of City Attorney Alderman Rateike arrived at this·time 8:22 P.M. COMMITTEE REPORTS: Zoning Case 66-15-R 929, 935, and 94l Oakton st. City Attorney DiLeonardi reported that the Judgement in the "Boeckenhauer property" case has been reversed in the City's favor and the subject property remains under the jurisdiction of the City of Des Plaines governing bodies. It was moved by Alderman French and seconded by Alderman Swanson that Council concur in Municipal Development r • Committee's recommendation that the City Attorney be authorized and directed to draw the necessary rezoning ordinance on property located at 929, 935, and 941 Oakton Street, known as Zoning Case 66-15-R, owned by William B. and Betty I.Sebastian, and ll"to concur.with Zoning Board•s recommendation to rezone property above from R-2 Si~gle Family Re.sidence to C-2 Commercial. Motion Carried, Zoning Case 66-12-R 8 acres west of Mt. Prospect Rd. North of Illinois Toll Highway Clarence Goede, et al. It was moved by Alderman French and seconded by Alderman Wagner that Council concur in Municipal Development Com- mittee's recommendation to rezone property located west of Mt. Prospect Road, north of Illinois Toll Highway, approximately 8 acres, from County M-1 to City M-2 upon annexation and to authorize and direct the City Attorney to draw the necessary rezoning and annexation ordinances. Motion Carried. Dedication of Hamilton Road Elk Grove Township . It was moved by Alderman French and seconded by Alderman Wagner ,that Council concur in Municipal Development . Committee's recommendation to author- ize and direct the Mayor and City Clerk to issue the necessary approval of plat of dedication of Hamilton Road, which· ltes within Cook County, within l! ~iles of the city limits. Motion Carried 0 No Parking -Monday thru Friday 8 a.m. to 5 p.m. -Perry Street Upon reque$t of Alderman Martin, Chairman of the Streets and Traffic Committee, Alderman Szabo reported that a meeting was held with Scientific Machinery Movers Inc., the Mayor and himself to discuss a solution to their loading dock problem, and stated that Scientific Machinery Movers Inc. w.ill erect _a fence with the set-baok in line with present buildings, basically the same as requested one year ago, with a gate on Laurel Avenue and a gate on Northwest highway. It was moved by Alderman Szabo and seconded by Alderman Martin that the City Attorney draft the necessary amendment to the ordinance. for "No Parking" Monday through Friday from 8 a.m. to 5 p.m. on Perry Street, 300 feet from Laurel Avenue eastward and the necessary posting be done by Police Order until the proper ordin- ance is effective. Motion Carried. Alderman Rateike voted No .• Four-way stops -Greenview and Fourth Avenues direct the. City Attorney to draft Motion Carried. It was moved by Alderman Martin and seconded by Alderman French that Council concur with Traffic Commission!s recommendation for four-way stop signs at the intersection of Greenview and Fourth Avenues and to authorize and the necessary amendm•nt to the ordipance. Speed Limit -River Road It was moved by Alderman Martin and seconded by .Alderman Szabo that Council concur in Traffic Commission and Streets and Traffic Committee's recom.m~ndation that Mayor Behrel send the necessary resolution to the State Authorities requesting that the area between Central Road and the "Five Corners intersection be posted 45 M.P.H.:and from the "Five Corners" intersection south to the pfesent posting at Perry Street be posted at the proper interval of 35 M.P.H. on both sides of the street, inasmuch as due to lack of proper posting of speed limits, the area in question is now legally 65 M.P.H. Meyer, representing the owners of surrou~ding property for vacation of Ashland Avenue and Farrell Avenue was referred to the Plan Commission for study and report. Patrolman James R. Lusk's request for a twenty-one month leave of absence without pay was referred to the Board of Police and Fire Commission and Police Committee for study and report. A date for the meeting was set for Thursday, July 28, 1966. Building Commissioner Schuepfer's request for a Grading Ordinance was referred to the Building Control and Inspection Committee for study and report 0 Mt. Prospect Park District's request for sidewalks along Beau Drive was referred to the Streets and Traffic Committee for study and reporto The request received from Mt. Prospect Park District .to connect with the Des Plaines sewer system to drain water lying in High Ridge Knolls Park was referred to the City Engineer for study and report. Mayor Behrel discussed with the City Council the possibility of the City's legally inter- vening in the Techny Land Fill Site litiga- tion. After much discussion, the matter ·was referred to the Sanitation Committee, Judiciary Committee and City Attorney for study and reporto Discussion was held regarding the proposed redistricting of the City of Des Plaines into eight wards. It was moved by Alderman Rateike and seconded by-Alderman Szabo that the adjourned meeting of the City Council of the City of Des Plaines Adjourn. Motion Carried.
