MINUTES OF THE REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY
OF DES PLAINES, ILLINOIS, HELD
IN THE COUNCIL noOM.-CITY HALL,
MONDAY,. JULY 18, 1916
The regular meetin~ of the City Council
oft he City of Des Plaines was called to order by Mayor Herbert H. Behrel at
8:10 P.M. The meeting opened with a prayer read by City Clerk B. E.
Rohrbach fol l owed ...by the pledge of allegiance to the. flag.
ROLL CALL: ------··-Roll Call indicated the following
aldermen present: Swa n son, Martin,
Bonaguidi, Rateike, Szabo, Prickett,
Wright, Bolek, Shillington, Fi~ard, Czubakowski, Wagner. Absent were
Aldermen French and Leer. ~
Present also were City Comptroller Blietz, Police Captain Hintz, Fire
Marshall Arndt, Building Commissioner Schuepfer, Comm"issi'oner' of Public
Works Warnicke, City En~ineer Fletcher, and City Attorney DiLeonardi.' ·
There being a q~orum present, the meeting was in order.
Mayor Herbert H. Behrel suggested that due to the high temperatures in
the Council Room, only necessary business be conducted and Council
adjourn until next Monday evening, July 25, 1966. Council concurred.

It was moved by Alderman Prickett and
seconded by Alderman Rateike that the
Minutes of the regular meetin~ of
July 5, 1966, be approved as written.
Motion Carried.
It was moved by Alderman Rateike and
seconded by Alderman Figard that Council
concur in Fire Committee's recommendation
to advertise for bids, return,µ,le Aug-
-_JlS~ 15, 1966, for the blacktopping
of Fire Stations 2 and 3 driveways and parking areas, Item #2 2 on the
priority schedule, 'specifications to be drawn by the Fire Chief and
City Engineer. ·Motion Carried.

Fire Chief's request: ·"No
Parking" on certain Cul De Sao!s
and restrictive parking on
certain streets
Fire Committee Chairman, Alderman
_Rateike, requested that the Fire
Chief's request for "No Parking" on
Santa Rosa, Winthrop, Oxford, and
Rawls Road Cul De Sac's as well as
restrictive parking on Jarvis west
of Wolf Road, Wi•throp, Nuclear Drive and Sherwin be studied. This
matter was referredt o the Streets and Traffic Committee for study and . ~ report.
·"No Parking" signs -B ~irchwood Alderman Rateike reported that the
Parking in front of fire hydrants Fire Committee requests C~issioner
of Public Works to check "No Parking"
signs op both sides of Birchwood with the possibility of relocating or
adding more signs. Also that all i~dustrial areas be checked and curbings
in these areas where there are fire hydrarrts be painted.
To renew Elk Grove Rural
Fire Protection District
Contract
It was moved by Alderman Rateike and
seconded by Alderman Figard that Council
concur in Fire Committee's recommenda-
tion to renew the contract with Elk
Grove Rural Fire Protection District
for the year 1967, to provide fire
protection services for the sum of -
$5,000. On Roll Call; the vote was:

Prickett, Wright, Bolek,
Shillington, Figard,
Czubakowski, Wagner, Mayor.
NAYES: 0 -None

Council concur in Fire Committee's
recommendation to , renew the City's
contract .with ,South Maine Fire Pro-
tection District for the year 1967, to
provide fire protection for the sum
of $1,000. On Roll Call, the vote was:

Prickett, Wright, Bolek,
Shillington, Figard,
Czubakowski, Wagner,
Mayor.
NAYES: 0 -None
ABSENT: -2 -Alderman French and Leer.
There being thirteen affirmative votes,
Motion Carried.
It was moved by Alderman Rateike and
seconded by Alderman Figard that Council
concur in Fire Committee's recommendation
to renew the contract with Park Ridge
Manor Fire Protection District for
the year 1967 for the sum of $3800 and
for the year 1968 for the sum of $4000.
On Roll Call, the vote was:

Motion Carried.
Aldenuan Rateike, Chairman of the Fire
Committee, made the following report:
"The Hawthorne Rand Fire Protection
District is in two parts, namely the
Hawthorne Lane vicinity and a small
piece which includes Peschea, P & W,
a tavern, and hamburger lunch roadside restaurant. The Hawthorne Lane
vicinity is much less than when the City wrote the 1966 contract duet o
·the annexation of the Grove Avenue section. The Hawthorne Lane section
is 43 acres plµs and completely surrounded by the City of Des Plaines.
The Fire committee recommends that the City of Des Plaines annex this
section as provided by State Statue, and that the people residing in the
small section be advised by letter from our City Attorney of this action
so they may annex or make a private contract for fire protection wit h the
City of Des Plaines. If such annexation of the 43 acres should go bepond
January 1, 1967, the City will cover said section until annexation is
completed. Your Fire Committee 'recommends these legalities be done by
the City Attorney and the Hawthorne Rand Fire Protection District Attorney."
It was moved by Alderman Rateike and seconded by Alderman Figard that
Council concur in said report. On Roll Call, the vote was:

Alderman Rateike, Chairman of the
Fire Committee, made the following
report: "The North Maine Fire Protec-·
tion District has grown to a $52,000,000
tax valuation, with enough property and

$352,000;00 for station, equipment and man power. We have had 75 calls
in thi~ district at an approximate cost of $12,500.00 for six months.
Fire loss fo~ this period has been $217,125.00 for buildings and $1,625
for vehicles~ Your Fire Committee feels this will jeopardize our chance
of getting a Class 4 rating for the citizens of Des Plaines at our next
inspection and recommends that we notify the North Maine Fire Protection
Pistrict t:austees and their attorney that we will not renew their contract
·ror the year 1967 and they should seek fire protection for their area
elsewhere with ou~ continuing to work with them to bring this about."

Council ~oncur in said report. Alderman Leer arrived at this time 8:30 P.M.

APPROVAL OF BILLS PAYABLE Alderman Prickett, Chairman of the
Finance Committee, presented the follow-
ing resolution: BE IT RESOLVED BY THE
CITY OF DES PLAINES THAT THE FOLLOWING
BILLS ARE DUE AND PAYABLE AND THE MAYOR AND CITY CLERK BE AND HEREBY
AUTHOUIZED TO MAKE PAYMENT FOR SAME: Total $58,896~16. It was moved by
Alderman Prickett and seconded by Ald.erman Wright that Council adopt the

Alderman Shillington•s request to
remove the horse covering the hole 2t to
3 feet deep after hole is filled at
Debra and Beau Drives was referred to
the Commissioner of Public Works for
action.
It was moved by Aldennan Bolek and seconded
by Alderman Figard that Council concur
in License, Health and Inspection
Committee's recommendation to increase
Class "A" liquor licenses by one to be
issued to O'Hare Riveria, Inc. with the
provision that the Ordinance be held on First Reading until the new
restaurant and lounge is completed at 2733-49 South Mannheim Road.
Attorney Dowd, attorney for owners, gave the time-table for completion
of restaurant and lounge by January, 1967. It was further moved to
· authorize the City Attorney to draw the necessary amendment to the Ordinance.
Motion Carried.
Petition -Doreen Drive and
Westfield Lane continue as
Dead End facilities
The petition submitted by Alderman Leer
from residents of Third Ward against
the plan to join Doreen Drive and West-
field Lane to form a thru street was
referred to the Streets and Traffic
Committee for study and report.
