MINUTES OF THE HEGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF DES
PLAINES, ILLINOIS, HELD IN THE COUNCIL
ROOM, CITY HALL, TUESDAY, ~JULY 5, 1966.
CALL TO ORDER! The regular meeting of the City Council
of the City of Des Plaines was called
to order by Mayor Herbert H~ Behrel at
8:10 P.M. The meeting opened with a prayer read by City Clerk B. E.
Rohrbach followed by the pledge of allegiance to the flag.
ROLL CALL! Roll Call indicated the following
aldermen present: Swanson, French,
Martin, Bonaguidi, Rateike, Szabo, Wright, Bolek, Leer, Shillington,
Fi.gard, Czubakowski, Wa.g fl.er. Ab sent was Alilerman Pricke.tt.
Present also were Police Capt Rin Hintz, F ire Mars h all Arndt, Building
Com missioner Schuepfer, Commissioner of Public Works Warnicke, City

Report of City Attorney City Attorney DiLeonardi reported that
nn offer in writing on the Gray ~roperty
on Camp Ground Road had been made and that
the last date to accept the offer was June 26th. The mmers were contacted
'I by tcle phone today and the mat.--cer has been referred to their attorney
who wilrl)e contacted this coming veel~.
City Attorney DiLeonardi reported that the
Cnndemnation suit on the property J.ocated at 819 Graceland Avenue has
been started by ordering a letter of opinion from the Title Company as
to the necessary parties to join into the complaint. There will be
-several months between the time the suit is · filed and the trial date,
probably sometime in the· fall. He recommended to Alderman Wagner,
Chairman of the Library Cammi ttee-; that the Library Board lrngin the
necessary plans for the expan:-Sion-of Library facilities and. that · he would
inc1ude the acceptable procedures to be followed in a letter to him.

-Deve-ioptnent Committee, made the fol lowing
report: "The proposed Annexation Agreement
signed by Mr. aulius Cohen stip~lates conditions apparently satisfactory
to adjoihing neighbors on Alfini Drive on the Boeckenhauer property
lbcated between Algonquin and Thacker Streets along the Belt Line Railway
on the west. Conditions not in tbe. agreement or supporting plat include
extension of proposed single -rami!y· residential to cover adjacent lots
39 and 40 and 73 and 74.of Alfini Subdivision. Conditions further include
restriction of commercial tb Cl as indicated on the plat and extension
of present public alley westward and estension of easternmost street
straight south as inrlicated on the plat. Your Committee on Municipal
Development recommend that Council authorize the Mayor, City Attorney,
and City Clerk to enter into the pro~osed pre-annexation agreement as
amended above and on the plat and that a pre-annexation hearing be re-
quested for the property in question." ·It was moved by Alderman French
and seconded by Alderman Wagner that Council concur in said report. City
Attorney DiLeonardi pointed out that the Mayor and City Clerk cannot enter
_into a pre-annexation agreement before a pre-annexation hearing. It was
then moved by Alderman French and seconded by Alderman Wagner that a
pre-annexation hearing be held before City Council on aforementioned
property. After considerable discussion the question was put and
Motion Lost. Alderman Bonaguidi abstained.

parade in downtown Des P laines, July 23rd,
known as Merchant Day P:arade which will tie
in with the fortieth anniversary of the
Des Plaines Elks Lodge. Motion Carried.

by Alderman Czubakowski that Council adopt
a resolution to enroll in the Illinois
Police Training Act and authorize the Mayor
and City Clerk to sign the necessary forms.
