Council Minutes 062066_, 1 8 9 MINUTES OF THE REGUIAH MEETING OF THE CITY COUNCIL OF THE CI'l1Y OF DE S PLAINES, ILLINOIS, HELD IN r.rE~ COUNCIL ROQM, CITY HALL, MONDAY, JUNE 20, 1966. v CALL TO ORDER: The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herbert H . Behrel at 8:10 P.M. The meeting opened with a prayer hy Rev. Edwin G . Wa1)p ler of St. Mart in 1 s Episcopal Church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen present: Rateike, Szabo, Prickett, Wright, Bolek, Leer, Shilling ton, Figard, Czubakowski, Swanson, Martin, and Bonaguidi. Absent were Aldermen Wagne~ and French. Present a~so were City Comptroller Blietz, Police Chief Kennicott, Police Captain Hintz, Fire Marsh~ll Arndt, Building Commissioner Schuepfer, Commissioner of Public Works_ Warni:cke, Assistqnt Commissioner of Public Works Schwab, City Engineer Fletcher, and Attorney E. Hofert. ( There being a quorum present, the meeting was in order. ~ AP'PROVAL (OF MINUTES: It was moved by Alderman Prtckett and seconded by Alderman Rateike that the Minutes of the Regular meeting of the bity Council held June ~' 1966, be approved as written. City Clerk Rohrbach made a correction to include the report of Comm issioner of Public Works Warnicke as follows: "Beginning Thursday, June 9, 1966, a sprinkling l>an will be enforced and remain in effect until Des Plaines is able to obtain water from Chicago." After correction, Motion Carried. REPORTS OF CITY OFFICIALS: The Clerk submitted reports as follows: City Treasur~r's report for month of May; City Comp.troll er' s Stateme.nt of Cash Receipts. Said reports were placed on file. Report of City Engineer City Engineer Fletcher reported that the plans for the traffic lights at Prospect and Mannheim have not been received from State and that he expects to meet with the engineer jrom Springfield Wednesday; therefore there will be a delay in advertising .. for bids .. Mr. Fletcher also gave a progress r~port on the new pumping station. ( I ( 19 0 6/20/6() I I REPORTS OF COMMITTEES: Develonment of Boeckenhauer Property Page two Alderman Prickett, member of the Munici- pal Development Committee, gave the report of said Committee on the develop- ment of the Boeckenhauer Property,stating the Municipal Development Committee has met with Mr 0 Julius Cohen and discussed the proposed development of said property and recommends that the Mayor, City Clerk, and City Attorney prepare the necessary pre- annexation hearing notice and set date for hearing before City Council. It was moved by Alderman Pr ickett and seconded by Alderman Figard that Council concur in said report. Alderman Leer spoke against this action statine the opinion of City Attdrney DiLeonardi that the 11ere hold ing of a iire-mmexation hearing on the nforementioned property at this t irne constitutes an admission by the City of Des Plaines that the property in question is without the City Limits and that this action makes the Appellate Colirt action moot and is in <lirect contradiction of two ordinances of annexation passerl l::=tst year which took in the missing 49 .12 feet of Algonquin Road and involuntarily :l.~1nc}·ea this prore1·ty a second time and that these ordi nances have not bemattacked as of this date o It was moved hy Alderrian Leer and secondNl by Alderr1an Bolek to defer action for two weeks. Zachary's Churcn to dedicate necessary land to make Elizabeth Land a full street an~ to date the Com mittee has received no notification of their intenfionso Fire Department to purchase .needed equipment -Ra_lance 'of 2% Foreign Insurance Alderman Rateike, Chairman of the Fire Committee, reported as follows: ·"The Fire Cooonittee has .investigated the request of Fire Chief Arndt and members of the Fire Department and has found that t,he Fire Departlilent voted at their last meeting to use the ,2% Foreign Insurance money balance of $2,690.13 to purchase two (2) Scott Air Pacs @ $315, one (1) S.moke Esector@ $300, small tool items for all three stations and necessary station furnishings that need replacing." It was moved by Alderman Hateike and seconded by Aldennan Figard that Council Concur in Fir.e Committee's recommendation to purchase the aforementioned items --all purchases to be approved by the Fire Chief tand all pay outs to be authorized by the Fire Committee. To negotiate for properties east of City Hall On Roll Call, the vote was: AYES: 13 -Alderman Rateike, Szabo, Prickett, Wright, Bolek, Leer, Shillington, Figard, Czubakowski, Swm son, Martin, Bonaguidi, Mayor. NAYES: 0 -None ABSENT: 2 -Alderman Wagner and French There being thirteen affirmative votes, Motion Carried. It was moved by Alderman Shillington and seconded by Alde:tman Rateike that Council concur in Building and Grounds and Finance Committees' recoMmendation ·that the Mayor and City Comptroller 8egin negotiations with owners of properties on Miner Stre~t, east of City Hall, as per report of Smith & Pipenhagen. Motion ~arried. Award Rid -1966 Maintenance Various Non-Arterial Streets I·t was moved by Alderman Martin airl seconded by Alderman Shillingtor that Council concur in Streets and Traffic Committee recommendation to award the bid for the 1966 Maintenance of Various Non-Arterial Streets to Skokie Valley Asphalt Company, low bidder of $20,772.91 and that the checks of the unsuccessful bidders be returned. After considerable discussion, it was moved by Alderman Martin and seconded by Alderman Figard that Council concur in Streets and Traffic Committee's request to install Three-Hour Parking, 8: 00 A. N. to 6: 00 P .M., except Saturdays and Sundays, signs on Thacker Street, both sides, from Center Street to River Road, antl the City Attorney be authorized to draw the necessary ordinance and Commissioner of Public Works post said area. Motion Carried. Three Hour Parking - 8 a.m. to 6 n.rn . -Jefferson from Ida to Northwest Highway authorized to draw the necessary Carried. It was moved by Alderman Rateike and seconded by Alderman Szabo that Three Hour P nrking, 8 a .m . to 6 p .m., except Saturday and Sunday, signs be posted on Jefferson Street from Ida to North- west llighway on bofth sides of the street, and the City Attorney be amendment to the Ordinance. Motion Stop Signs -Fourth Avenue and Greenview It was moved by Alderman Shillington and seconded by Alderman Martin that -stop signs be erected so that Fourth Avenue traffic will stop for Greenview Avenue and the City Attorney be authorized to draft the necessary amendment to the Ordinance. Motion Carried. To Advertise for Bids It was moved by Alderman Figard and New Automobile -Commissioner seoonded by Alderman Czubakowski that of Public Works Council concur in Water Committee's ,-~. recommendation to advertise for bids for a new automobile for the Commissioner of Public Works, ret u rnable July 5, 1966, trading in 1954 Chevrolet, specifications to be drawn by Commissioner of Public Works.
