COUNCIL ROOK," CITY RALL, MONDAY, JUNE 6, 1966 CALL TO ORDER: The regular meeting of the Qi~y Council of the City of Des Plaines was called to order by Mayor Herbert H. Behrel at 8:05 P.M. The me~ting opened with a prayer by Rev. Thomas J. Han~~y, pastor of st. Stephens Protomartyr, t•llowed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the .following aldermen present: Prickett, Wright, Bolek~ Leer, Shillington, Figard, Wagner, Swanson, French, Martin. . . Absent were Aldermen Rateike, Szabo, and Czupakow~ki ;.and Bonaguidi. Present also were Police Chief Kennicott, Police Captain Hintz, Fire Marshall Arndt, Building Com~issioner ·schuepfer, Commissioner of Public Works Warnicke, City Engineer Fletcher, and City Attorney DiLeonardi. It was moved by Alderman Prickett and seconded by Alde~man Wright that the Minutes of the .Regular meeting of the City Council held May 16, 1966, be approved as written. Motion Carried. It was moved by Alderman Prickett and seconded by Alderman Martin to authorize and direct ·the City Clerk to open bids received for the 1966 Maintenance of Various Arterial Streets -striping, and Non-Arterial Stre~ts -patching and sealing. Said reports placed on file. Report of City Comptroller; Special Assessment .Examination City Comptroller Blietz submitted the supplemental examination of Siecial Assessment funds by Donald E. Bark, Certified Public Accountant , wherein they recommend that the balances as reflected on the books and records of the Treasurer of the City of Des Plaines be adjusted to the balances as reflected in report of said examination. The Re~ort of Examination was referred to the Finance Committee, City·Attorney, and City Comp- troller. for study and ·report. Report of Build~Commissi o n-Building Commissioner Schuepfer reported er _Schuppfer on the International Convention attended by him last week, and stated that the Convention went on record as opposing any action ,to federali~e building departments. Mr. Schuepfer further stated .that he will ascertain if a number has been given to afore-me» ~.nnt!r! mentioned Bill,. if there is one, and report to Council. Advertise for Bids MFT\ Section 69 cs; 71 .cs and 7 3 CS City Engineer Fletcher requested that the City advertise for bids returnable July 5th on the following MFT projects: Section 69 CS, Traffic lrghts at Mt. Prospect & M8.nnheim; Section 71 CS, Howard Street Improvement from Lee Street to Wolf Road; and Section 73CS, Improvement of Everett Street to Plainfield School. It was moved by Alderman Martin and seconded by Alderman Swanson to concur j_n City Engineer's request. Motion Carriea. Golf Mill Incorporation City Attorney DiLeonardi reported that the In~orporation of the Village of Golf Mill failed in the el~ction held May 31st, 1966 by. a vote of 7 to 3. He stated there ar~ two · steps requiring consideration (1) surrottnding ~unicipalities to become concerned about possible annexation and (2) a second petition can come before the court to incorporate the entire area. Mayor Behrel reported that a meeting had been held with Mayor Blase of Niles and Mayor Ball of Park Ridge, in which a decision had been made to conduct a feasibility study as follows: Niles; Population count door to door Park Ridge; roads and sidewalks Des Plaines; Fire protection in the area. A meeting was set for Thursday, June 9th, at 8 P .M. Albert H.·Ahrens Subdivision Dempster & Potter Rd. It was moved by Alderman French and seconded by Alderman Prickett that Council concur in Municipal Dev~Jopment Committee's recommendation that the M~yor and City Clerk be ~thorized and directed to sign the plat of Albert)If Ahrens Subdiyision at Dempster & Potter ~1 Road after the ne&essary cash or bonds have been submitted for the sidewalks and improvements. Motion Carried. 20' Alley Dedication between Cambridge & Cornell It was moved by Alderman French and seconded by Alderman Prickett that Council concur in Municipal Development Committee's recommendation to authorize and direct ·the Mayor and City Clerk to sign the plat of 20' alley dedication between Cambridge & Cornell. Motion Carried. Fire Committee Meeting Alderman Rateike set a meeting with the South Maine Fire Protection District and ~ Park Ridge Manor Fire Protection District for 7:30 and North Maine Fire Protection District for 8:00 P.M., July 12th and requested the City Attorney to prepare a letter to said districts informing them of the meeting. Recommend amendment to Building Code (Access Holes) It was moved by Alderman Prickett and seconded by Alderman Wright that Council 1 concur in Building Controls and Inspection -committee's recommendation to authorize the City Attorney to draft the necessary ordinance to amend the Building Code to include the paragraph regarding "Access Holes" which appeared in the previous Building Code. Motion Carried.· Adoption of National Fire Code It was moved by Alderman Prickett and seconded by Alderman Wright that Coupcil 1 concur in Building Control and Inspection Committee's recommendation to refer the letter to Fire Chief Arndt from Lt. Arthur re the adoption of the National Fire Code to the City Code and Fire Committees and City Attorney for study and report. Motion Carried. Petition -"Oakton Towers Alderman Prickett, member of the Building Hotel" Control and Inspection Cotpmittee made the · following report: "The petition from owners of property across the alley from Oak Leaf Commons objecting to erection of any building which would wholly or partially house apartments on property immediately adjacent to Wicke Avenue has been referred to our committee. Your Committee on Building Control and Inspection has investigated the above and has found that the building known as "Oakton Towers Hotel" does not comply with the intended usage of C-2 zoning which does not permit apartment dwellings, and we recommend that the building permit be denied and Building Commissioner Schuepfer be instructed to contact the developer and builder of this building and inform him of usage allowed under this zoning." It was moved by Alderman Prickett and seconded by Alderman Bolek .that Council Qoncur in said report. Motion Carried. Withdraw motion to adopt Resolution re Builuing Department Fees t . It was moved by Alderman Prickett and s 'ec onded by Alderman Wagner that Council concu~ in-Building Control and Inspection Committee's recommendation to adopt the Resolution re Building Department fees. After consid.erable discussion, Alderman Prickett and Wagner wi.thdrew their motion and requested the Council to meet as .a whole re this Resolu- tion and the Building Commissioner prepare a.comparison sheet of fees using the old Code and other mw1icip~lities' fees. II :llo Amendment to fence Alderman Prickett, member of the Building Ordinance Control and Inspection Committee, reported that said Committee has investigated an amendment to the fence ordinance and recommends a fee schedule for fences and council approval on all cases not qualifying under the City's present Code and that same remain in Committe~ for further ~tudy along with the City Attorney. 184 6/6/66 --Approve -Sign Permit; Chrysler Facility 650 Northwest Hwy. It was moved by Alderman Bolek and seconded by Alderman Wright that Council concur in License Health and Inspection , Committee's recom1,1 endation to grant a liquor license to Holiday Inns of America, Inc. subject to their obtaining satis- factory zoning at Touhy and M~nnheim, and the City Attorney be authorized and directed to prepare the necessary ordinance to increase Class A liquor licenses by one --said liquor license ordinance to be held on First Reading until location is determined. It was moved by Alderman Martin and seconded by Alderman Rateike that Council concur in Streets and Traffic recommendation to approve the dr~veway permit (80 foot) of Irvco, Inc., 1757 s. Winthrop Drive. Motion Carried 0 Alderman Figard set a meeting of the Water Committee for 7:30 June 13th along with Finande Commitiee and representative of Ampress. Brick Co. Lease Agreement -C.N.W. R.R. It was moved by Alderman Wright and second- ~urchase of Meters & Stalls ed by Alderman Martin that Council concur Cumberland Parking Lot in Parking Lots Committee recommendation to accept the Chicago & North Western Railway lease for the operation of the Cumberland Station Paxking Lot and ee purchase stalls at a total cost of $429.00 and 39 head meters at an approximate total cost of $2,769.00. Estimated cost would be $12 per tree and we recommend. that -350 stumps per year be re- moved for the next .two years at an approximate cost of $4200 per year."
