The meeting opened with a prayer by Father Buck, pastor of Our Lady of Hope church, followed by the pledge of allegiance to the flag. ROLL CALL: Roll Call indicated the following aldermen Alderman Wagner. present: Rateike, Szabo, Wright, Bolek, Leer, Shillington, Figard, Czubakowski, Swanson, French, Martin, Bonaguidi. Present also were City Comptroller Blietz, Police Chief Kennicott, Police Captain Hintz, Fire Marshall Arndt, Commissioner of Public Works Warnicke, City Engineer Fletcher, Building Commissioner Ray Schuepfer, Health Officer Branding, and City Attorney DiLeonardi. Council recessed at this time for the Canvass of Votes cast at the Special Election held April 30, 1966. Alderman ~ateike read the Canvass as follows: ( : Canvass by Voting Precincts of the Votes Cast at a Special Election held in the City of Des Plaines and --State of Illinois, on the 30th day of April, 1966, on the following proposition: ( Shall. bonds in the amount of Three Million Seven Hundred Fifty Thousand Dollars ($3,750,000) be issued by the City of Des Plaines, Cook County, Illinois, for the purpose of paying the cost of constructing necessary 1 1 improvements and extensions to the existing surface water drainage system of said City in order to more adequately dispose of surface waters and alleviate the flooding of areas within. the City from storm waters caused by excessive rainfall, said bonds to mature serially on January 1 of each of the years and in the amounts as follows: $125,000 150,000 175,000 225,000 250,000 275,000 300,000 325,000 1969 through : 1971 1972 through 1975 1976 and 1977 1978 and 1979 1980 and 1981 1982 and 1983 1984 and .1985 1986 and said bonds bearing interest at the rate of not to exceed four and one- half per.cent (4~) per annum? Report of Commissioner of Public Works Warnicke Advertise for Bids Maintenance and Thermo- plastic stiping of streets Progress Report - Reservoir REPORTS OF COMMITTEES: Zoning Case 66-4-R 855 Rand Road Commissioner of Public Works n~ported that the City is feeling the effects of the equipment operators strike which will impair the street patching program. It was moved by Alderman Rateike and seconded. by Alderman Wright to advertise for bids returnable June 6, 1966, for the maintenance of streets and thermo-plastic stiping of streets with MFT funds. Motion Carried. City Engineer Fletcher reported that one of the reservoirs is complete and the contractor is forming up for the first floor of the pumping station which should be poured the first of next week. Aldenuan French, Chairman of the Municipal Development Committee, made the following report: uyour Committee on Municipal Develop- ment has investigated Zoning Case 66-4-R on property located at 855 Rand Road and has found that a public hearing was held January 18, 1966, by the Zoning Board of Appeals and on a vote of five for and one against recommended the petition be granted from R-2 to c .. 2. The proposed use is for the Dyno Motor Sales. The property consists of Zoning Case 66-4-R 855 Rand Road (Cont'd) Page three 5/2/66 approximately 4 1/3 acres fronting on Rand Road, Rt. 12, at Fourth Avenue. The Plan Commission recommends we accept the offer 171 of the petitioner to dedicate 33 feet for Fourth Avenue along the west edge of the subject property. We your Committee on Municipal Development therefore recommend that we concur with the Zoning Board's recommendation to rezone the property commonly known as 855 Rand Road from R~2 to C-2 and authorize the 6ity Attorney to draw the necessary re-zoning ordinance." It was moved by Alderman French and seconded by Alderman Czubakowski-that < council concur in Municipal Development Committee's recommenda- tion to approve plat of Kunt~'s High Ridge Knolls #9 subdivision and( that the Mayor and City Clerk be authorized and directed to execute same. Motion Carried. Alderman French, Chairman of Municipal Development Committee, set a meeting of said Committee to discuss proposed subdivision of "Boeckenhauer"/roperty submitted by Mr. Julius Cohen for 7:30, May 5, 1966. A~dernian ·Bolek, Chairman of License, Health and Inspection Committee, set a meeting of said committee for Tuesday, May 10th at ~ 8 P .M. to dis-cuss liquor license applications in Committee. It was moved by Alderman Martin and seconded by Alderman Bolek that Council concur in Streets and Traffic recommendation that the feasibility of charging $1500 per year to use City property for parking spaces be studied along with Zoning and other Code changes by the City Code Committee and the Parking Lots Committee as it is part of the Code considerations I for redeve~opment presently being studied by Tee-Search, City Planners and Consultants. Motion Carried. City to Supply Electric Energy for Traffic Signals from HFT Funds mt was moved by Alderman Martin and seconded by Alderman Rateike that Council Concur in Streets-and Traffic Committee's recommenda- tion to use MFT funds to electrify 18 inter- sections and authorize the Mayor and City Clerk to execute the necessary agreements for Maintenance of Automatic Traffic Control Signals with the State Department of Public Works and Buildings. Motion Carried~ l72 5/2/66 Page four ~ Award Bid -1966 Sidewalk Alderman Martin, Chairman of the Streets and Program Traffic Committee, made the following report: "Your Committee on Streets and Traffic has investigated the bids for the 1966 Sidewalk replacement and repair program and has found the low bid is 68¢ but unacceptable due to poor results in the past. We recommend that the bid be awarded to Rold Construc- tion Company at 70¢ per sq. ft. an~ that ~he Mayor and City Clerk execute the necessary contract." Motion Carried. Alderman Czubakowski, Chairman of the Elm Tree Disease Committee, reported that almost 400 trees have been planted to replace those removed. Referred to t~e Elm Tree Disease Committee was the matter of the possibility of stump removal throughout the city and the estimated cost of same. Award Bid -New Civil Alderman Leer, Chairman of the Civil Defense Defense Sirens Committee, made the following report: "Your Committee on Civ•l Defense has investigated the bids for new sirens and warning systems and has found the low bidder did not meet specifications, as the system does not fit into our present set up and would not give uniformity of operation and would require two separate central control panels. We, Your Committee on Civil Defense therefore recommend that the equipment be p~rchased .from Great Lakes Fire Equipment Company, 860 s. Northwest Highway, Barrington, Ill., at a purchase price of $3,820.75 and that the bonds or checka of the unsuccessful bidders be returned.•• It was moved by Alderman Leer and seconded by Alderman Shillington that Council concur in said report. Parking -Lyman Street Page Six The Petition submitted by Cumberland _ Civic Association against the rezoning of the three corners at Rand and Wolf stating discovery of new evidence was referred to the City Attorney with copies sent to all aldermen. The letter from the Northeastern Illinois Metropolitan Area Planning Commission regarding Des Plaines's contribution to be included in the appropriation was referred to the City Comptroller. Alderman Bolek requested that the City request a financial statement and annual report from said commission. It was moved by Alderman Rateike and seconded by Alderman Szabo that two- hour parking signs be installed on Lyman Street on the East and West sides of the street for a thirty-day trial period and that the letter received from Brookwood Convalescent and Nursing Center regarding the parking be referred to .the Streets and Traffic Committee for study and report. Alderman Figard's re,uest for either 4-way s!top signs and or speed limit signs at Greenview and Fourth Avenues was referred to the Streets and Traffic Committee and Traffic Commission for study and re~ort.
