CALL TO ORDER: -The regular meeting of the City Council of the City of Des Plaines was called to order by Mayor Herber~ H. Behrel at 8:10 P.M. The meeting opened with a prayer by Rabbi Charney of the Northwest Suburban Jewish Congregation followed by the pledge of alleg- iance to the flag. ROLL CALL: Roll Call indicated the following alder- men present: Czubakowski, Wagner, Swanson, French, Martin, Bonaguidi, Rateike, Szabo, Prickett, Wright, Bolek, Leer, and Figard. There being a quorum present, t e meeting was in order. ~INUTES: It was moved by Alderman Prickett and seconded by Alderman Wright that the ·Minutes of the regular meeting of April 4, 1966, be approved as written. A correction was made on Page three "Award bid for Gasoline", changing the figures to read 21.9¢ net for regular and 30.9¢ net for Ethyl. After correction• Motion Carried. OPEN BIDS: Dump Truck It was moved by Alderman Wagner and aeconded by Alderman Swanson to open the bids received for one dump truok. Motion Carried. REPORTS OF CITY OFFICIALS: Report < of City Attorner Covenants -Property at Oakton & Lee REPORTS OF COMMITTEES: The Clerk submitted reports as follows to be placed on file: March report of City Treasurer, Report of Fire Department, (Jan. thru March), First Quarter Police Report, and Minutes of the Des Plaines Human Relations Commission. City Attorney DiLeonardi reported that the covenants as requested by Council regarding the use of the property located at the southwest corner of Lee str e et and Oakton Street to be rezoned -(Ordinance Z-6-66), has been csigned by the property owners and a copy shall be attached to the zoning ordinance. 855 Rand Road -Case 66-4-R Alderman French, Chairman of the Munici- pal Development Committee, reported that said Committee· is continuing to "hold in Committee, Zoning Case 66~4-R, on property located at 855 Rand Road, awaiting reports to be submitted by School District #62. The Mayor at this time referred to Municipal Development Committee, letters received from School District #62 with regard to said Case. Alderman French, Chairman of Municipal Development Committee, request~d .that Zoning Case 66-8-A, presently being studie• by said committee, be referred to the Building Control and Inspection Committee for study and report before a decision of Municipal Development Committee is made. Request granted. t Beau Court Subdivision Alderman French, Chairman of the Munici- pai Development Committee, reported as follows: "Your Committee on Municipal Development Committee has investigated Beau Court Subdivision and has found (1) Twenty-two three apartment buildings, 25~ less density ~han agreement reache~ by litigation, and (2) Plan Commission approved 'April 11, 1966, with reservation that sidewalks be shown instead of carriage walks. We, your Committee on Municipal Development recommend that Beau Court subdivision plat be approved and that the Mayor and City Clerk be authorized to sign the official plat." It was moved by Alderman French and seconded ~y Alder- man Prickett that Council concur in said report. Motion Carried. Alderman Bonaguidi abstained from voting. Award Bi~ -Alterations & Air Conditioning City 1 Hall It was moved by Alderman Rateike and seconded by Alderman Czubakowski that Council concur in Committee's (Building and Grounds Committeef recommendation that the bid .for alterations and air conditioning of City Hal~ be awarded the low bidder, Mutual Contracting Company, at a cost of $39,918.00, and. tµe checks or bonds of the ansuccessful bidders be returned. Committee met with Holmes & Fox, architects for the new City Garage tonite to discuss plans to date. As soon as the plans ar~ompleted and a ~ite chosen, said Committee will recommend a meeting of the Council as a whole to discuss said plans. Mayor Behrel submitted the appraisal prepared by Smith & Pipenhagen on the Gray property on Camp Grounas Road. It was moved by Alderman Rateike and seconded by Alderman Figard to authorize and direct the Mayor, City Attorney, and Commissioner of Public Works .to negdiate with the owners of_said property, along with the Building and Grouads and Finance Committee, for the purchase of same. Motion Carried. Appraisal -1461, 1465, · and 1471 Park Place Mayo~ ~ehrel submitted the appraisal prepared by Smith & Pipenhagen on properties located at 1461, 1465, & 1471 Park Place and discussed the need for additional parking spaces for City Hall parki~g. It was moved by Alderman Prickett and seconded by Alderman Rateike to authorize and direct the Mayor, City Attorney, and Commissioner of_Pyblic Works to approach the property owners in an effort to negai.ate for the purchase of said property. NAYES: -0 None ABSENT: -1 -Alderman-Sh-illington There being fourteen affirmative votes• Motion Carried, Alderman Bonaguidi• Chairman o~ the Sewer Committee, reported tliat Mayo~ Behrel City Engineer Fletcher, and Alderman Figard presented plans for the_ p~oposed Sewer project to members of the Golden Manor Civic Association which met with a gre~t deal of acceptance and support. Work teams will be organized in that area by the members, and Aldennan Bonaguidi urged that all Alderman pledge their support and expend every effort possible for the passage of the proposed Sewer Bond Referendum •. He further reported that pamphlets describing the project 'Will be distributed to every home in Des Plaines before the Special Election, April 30, 1966 0 Approve Sign Pizza Parlor Shakey•s -It :was moved by Alderman Szabo and seconded by Alderman Prickett that Council concur in Building Control and Inspection t Committee's recommendation to approve . one single faQed roof sign with no raceway allowed and no flashers and the second sign known as the pedeetral sign be returned to the owner for elarification as to location :on plot plan. With Council concurrance, Mr 0 Paul Egelston, owner of Shakey•s Pizza Parlor, was asked to clarify the location of the pedestal sign and ~tated it would be placed wherever the Council would prefer. With consent of both Alderman Szabo and Alder man Prickett, the original motion was amended to include the pedestal si~ with the stinulation that the Building Commissioner work out with Page five 4/18/66 165 property owners the proper location of the pedestal sign. Dumping on lots -Chicago Mayor Behrel reported that he and Building Avenue Commissioner Schuepfer visited the site of the alleged dumping on property on Chicago Avenue and found no evidence of dumping of •arbage which had been reported. They did find a number of loads of clean fill that should be leveled off and visited with one of the owners of the property who agreed to contact the garage builder to instruct him to level the property and request that no further dumping be performed in this area. It was moved by Alderman Rateike and seconded by Alderman Prickett that Council concur in said report. Motion Carried. The Clerk read the letter received from the Des Plaines Council of Civic Asso- ciations regarding the rezoning of 855 Rand Road. Said letter was referred to the Municipal Development Committee. The Clerk read the letter received from the Department of Public Health regarding the inspection of trailer parks within the City Limits commending the City for the proper and effective enforcement · of local trailer park control ordinance. Said letter was placed on file. Mayor Behrel submitted the letter received from Sc.hool District #62 stating that the Thacker Junior High School property at 1557 Thacker Street is for sale and astertaining if the Cit-y is interested in purchase of same. Said letter was referred to the Building and Grounds Committee for study and ·report. Mayor Behrel read the letter received from Fairview Gardens Civic Association regarding the annexation efforts to secure consent of a majority of residents to annex to the City of Des Plaines, in which they failed. Said letter was placed on file. Mayor Behrel submitted a news release prepared by Attorney DiLeonardi regarding the efforts being made to remove from the tax rolls the Elk Grove Fire Pro- tection District tax shown on Tax bills received by residents of the Pleasant Manor area. The letter from Fire Chief Arndt requestigg a study of traffic conditions on Sunday at the Christ Church, corner of Cora and Henry, was referred to the Streets and Traffic Committee for study and report. Alderman Prickett's request of a study of the feasibility of one-way streets on all streets south of Ellinwood to Oakton "{all east-west streets) from the Soo-line Railroad or Lee t Street to River Road was referred to the Traffic Commission and Streets and Traffic Committee .• City Engineer Fletcher's letter enclosing State Highway Department agreements to be signed by the Mayor and City Clerk for the City to supply electric energy for traffic signals installed -by the State were ref erred to the Streets and Traffic Committee for study and report. It was moved by Alderman Figard and seconded by Alderman Bonaguidi to appoint Alderman Prickett Mayor pro-tem from May 1st to May 15th during Mayor's Behrel•s absence. Motion Carried. Aldernian Bonaguidi's request that the State Highway Department install signs in keeping with the residential neighborhood on Wolf Road was referred to Mayor Behrel to cor~espond with the State Highway Dept. Alderman Martin questioned the progress of improving the Rand Road Railroad oros$ing 1 58 4/18/66 Page eight Mayor Behrel reported that a suit had been filed against the City for injuries received at said crossing and that he immediately contacted the Northwestern Railroad and the State Highway Departme!\t. The Commissioner of Public Wor,ks Warnicke also corresponded with Mr. Hineman, who referred the matter to another department. Alderman Martin suggested that Chicago newspapers be contacted concerning the dangerous situation in an effort to exert pressure on Northwestern Railroad to repair the crossing. &idewalks -Maple Street Alderman French's request that sidewalks Oakton to Riverview be installed on Maple Street from Oakton to Riverview was referred to the Com- * missioner of Public Works to obtain names and addresses of property owners in order ·that a public hearing before City Council may be held to install said sidewalks by ordinance. Alderman Martin requested at this time that the same type program be initiated for the sidewalks on the North side of Howard Street.
