CALL (TO ORDER! The regular meeting of the City Council
of the City of Des Plaines was called
* to order by Mayor Herbert H. Behrel at
8:10 P.M. The meeting opened with a prayer read by City Clerk B. E.
~ohrbach . followed by the pledge of--allegiance to the flag.

received be opened by the City Clerk.
It was moved by Alderman Bolek and seconded
by Alderman Szabo -to amend the motion
to exclude the bids received for air-conditioning and alterations to
City Hall from the opening ot all other bids received. Motion Carried.
The previous motion to open bids received except bids received for

and seconded by Alderman Czubakowski to ref er aforementioned bid to the
Water and Finance Committees and Commissioner of Public Works. Motion

District #62 Board of Education has passed
a resolution in support of the Storm Sewer
Referendum.
Attorney Hofert, reporting for City Attorney
DiLeonardi, reported that the Supreme Court
has reversed the decision of the Circuit
Court, dlsputing the provision of the
ordinance which defines the word "family".

authorize and direct the City Atto~ney to file a petition for re•hearing.

Police Committee's recommendation to purchase
a Harley-Davidson Motorcycle for the Police
Department at a net cost of $1,541.30.

tion that the Fire and Police Commission

Lieutenants in the Fire Prevention Bureau.
Motion Carried, Any necessary changes in
the ordinance relating to Fire Prevention
Bureau for the above mentioned certifica-
tion was referred to the City Attorney for
study and report.
Alderman Rateike announced a meeting of
the Building & Grounds and Finance Committees
'for Tuesday, April 6th at 7:30 to meet with
-Arch~tect John Geiger to discuss bids sub~
mitted at this meeting.
It was moved by Alderman Czubakowski and
seconded by Alderman Prickett that Council
-authorize and direct the City Comptroller
-to compensate Alderman Shillington during
his absence from Council meetings, due to
his seriouS-accident January 1, 1966. On

Health and Inspection Committee, reported
that said Committee met March 31st with
Attorney. James Dowd, representative of
O'Hare Riveria, Inc., who pian to build
a restaurant and cocktail lounge at 2733-49 South Mannheim Road, Des
Plaines, concerning the liquor license application and that no action
was taken. Representatives of Holiday Inn did not appear bef~re the
committee as requested by letter and therefore action is deferred.
Bus Transpprt Service Alderman Bolek, Chairman of the· License
{Health and Inspection Committee, rep.orted
_that_sa~d committee had met with represen~
tatives of the United Motor Coach at
March ' 31st meeting and have learned that many of the problems referred
to said committee Jhly 6, 1965, have been corrected.· Suggestions were
made by' the several residents present ro revise certain routes and Alder-
wan Bolek reported that UnitecLMotor poach will revise several routes to
provide adequ~te transportation and are happy to cooperate with the City.

and Traffic-Committee, reported that said
committee has investigated the r~quest of
Alfini Construction Company to pave the
Soo-line right of way from North to Holly-
wood and recommends the request be granted.
It was moved by Alderman Martin and seconded by Alderman Swanson that
Council grant said request. A petition signed by surrounding property
owners objecting to the paving of soo-liBe right of way was presented
at this time. It was moved by Alderman Pigard and seconded by Alderman
Czubakowski to defer action on~said_request for two weeks and refer it
back to Streets and Traffic Committee. Motion Carried.

Mayor Behrel reported on the meeting of
the Beautification Committee which he
attended in Washington as a representqtive
of the Illinois Municipal League.
Alderman Czubakowski submitted a written
report of the Civil Defense Conference
in Washington, D. c. as follows:
"I attended a number of interesting
meetings in Washington and brought back considerable information which
!'expect to discuss with our Civil Defense director this week. Among
the things I found most interesting is a proposed experimental program
which would test the feasibility of meeting costs for the inclusi0n of
low-cost dual purpose public fallout shelter facilities in new non-
federal public and private buildings.
· Ten million dollars has been requested
by the President for the fiscal year beginning July 1 for this purpose.
Payments by the government, in the proposed experimental program, would
be limited to 1 percent of the entire project cost, in line with cost
experience in placing such shelter facilities in new schools, federal
' gove.rnment buildings, etc. I also have some material on post-attach
resource management. There was a great deal of discussion at this
conference on the importance of secondary resources -food, fuel, housing,
etc., and --0onsiderable thought and planning is being put into this facet
of civil defense at this time.
Much is also being made of the protection
factor afforded residents in homes with basements, with only a few si.mple--
modifications. A comprehensive home basement survey program has been
conducted in several·states and is currently underway in Rhode lsland 0
The program will be phased over the next four years and it is not known
when the survey will be attempted in Illinois, where, accoraing-to c.n.
charts, 78.5 percent of the homes have basements. I have a thorough
draft of the survey ·program which I will turn over to our Civil Defense
director ...

Alderman Figard's request that the "No
Parking"_s.tgas 11emain on the West Side
of Arling/from Prairie to Laurel was
ref'errea to the Commissioner of Public
Works apd City Attorney for drafting the
-necessary amended ordinance.
Alderman Bonaguidi read a letter addressed
to him from residents of Third, Fourth,
_and fifth Avenues, urging his support of
rez9ning 855 Rand Road, and requesting
the extension of Fourth Avenue. Said
letter and traffic survey attached was
referred to the streets and Traffic
Committee to be held until next meeting,
and copies sent to all aldermen. -
It was moved by Alderman Rateike and
seconded by Alderman Prickett that the
regular meeting of the City 6ouncil of the
City of Des PAaines adjourn. Motion Carried.
