CALL TO ORDER: The adjourned ineet ing of the City Counc ~i.l of the
City-of Des Plaines was called to order by Mayor
JTerhert n. nPhrel at 8: 10 P .,-M. ·The meeting opened with a prayer rearl by
cCity Clerk TI. E. Rohrbach and the pledge of allegiance to the flag.
ROLL CALL: Roll Call indicated the following a~dermen present:
J~olek, Leer, Figard, Czubakowski, Wagnor, Swanson,
French, Bonaguidi, Szabo, Prickett.
Present also were City Comptroller Hlietz, Fire Marshall Arndt, Cor1missioner
of Public Works Warnicke, Bn ilding Conmissioner, City Engineer Fletcher,
and City Attorney Di~_ponardi.
There being a .quorum present, the meeting was in order.

Mayor nehrel explained the purvose of the ad-
journed meeting was to discuss the Storm Sewer
He:ferendum. He stated that ma,ps of the proposed
storm sewers had been submitted to all aldermen
for their study and consideration i.n their
individual ~·rards.
Cjty Engineer Fletcher explained the proposed
storm sewers, their locations, size, and methods
of installation to all present. During this
explanation, Alderman Hateike and Alderrian Martin
arrived.
, It was moved by Alcforman Leer and seconded by
Alderman Figard to set the rtate of April 30, 1966
for the Storm Sewer Heferendum. Unanimous vote
and MOTION CAHHIED.
City Attorney DiLeonardi explained the contents
of OHDINANCE M-7-66 and pojnted out the four steps
necessary in holding a Storm Sewer Heferendum:
(1) Date set and passed
. (2) Date of Publication -fifteen to thirty days
prior to election
(3) Publication of ballot not later than five days
before election
(4) Election
Co~ncil recessed to allow City Attorney to clarify
the necessity of polling places to bP located
within a given precinct. Upon reconvenjng City
Attorney stated the law requires that the polling
place must be located within the given ward and
precinct.
Mr. E. Benjamin of Benjamin & Lnng explained the
method of issuing bonds, the 4f% interest rate
appeuring in the ordinance, and further stated
that a request -would be made for an "A" rating
from Moody and Standard & Poor.
ORdinance M-7-66, was held over until February
21, 1966, for passage in order that polling
places could be obtained wtthin the precinct
boundaries.
It was moved by Alderman Prickett and seconded
by Alderman Figard to authorize and direct the
Cjty Attorney to prepare the necessary resolution
and also to authorize and direct the Mayor and
City Clerk to execute said resolution which
authorj zes the Mr:yor and City ClP-rk to exec11te
the agreement between the City of Des Plaines
and the State Highway n0part1 nent to complete
the final step for the easerr1cnt for Stage #2,
of the Weller Creek Improvement.

investigated the present Zoning
Ordinance and <recommends the City
Council pass a resolution authorizing and.directing the City Attorney
to prepare and present. a petition to the Zoning Roard of Appeals
requesting amendments to Section 6G;2(h) and Section 6.G.2 (b) (ix)
with regards to parking regulations in a C-1 or C-2 Commercial District.
It was moved by Alderman Prickett and seconded hy Alderraan Szabo to
