CALL TO ORDER: The regular meeting of the City Council of
the C]ty of Des Plaines was called to order
by Mayor Herbert II. Behrel at 8:05 P.M. The m~eting 011ened with a
prayer by Father David McCarthy, Assistant Pastor of St. Zachary's
Church followed by the pledge of allegiance to the flag.
HOLL CALL: Roll Call indicated the following aldermen
present: Bolek, Figard, Czuhakowski, Wagner,
Swanson, ~reneh, Martin, Bonaguidi, Rateike,
Szabo, Prickett.
Present also were City Comptroller Blietz, Marshall of Police Kcnnicott,
Police Captal.n Hintz, Fire Marshall Arndt, Fire Capt::dn Haag, Commissioner
of Public Works Warn]cke, Building Commissioner Schuepfer, City Engineer
Fletcher, and City Attorney D]Leonardi.
There being a quorum preser~,_the meeting was in order.
MINUTES: It was moved by Alderman Prickett and seconded
by Alderman Rateike that the Minutes of the
r~gular meeting of January 17, 1966, le approved as written. The City
Clerk made corrections on Page Seven, Paragraph 8, changing the word JTigh
to Highway and on par;e eight, Paragraph 2, chang]ng the word foot to yard.

Development Committee, reported that said
committee has investigated the Plat of
Ande1"son-Miller Industrial Park North
and recommend that the Plat be apnrqved and that the Mayor and City Clerk
be authorized and directed to execute same after the necessary monies
are received for improvements. It was moved by Alderman Martin and
seconded by Alderman French that Council concur in said report. Consider-
able discussion followea concerning the proposed plat containing a
Cul De Sac rather than a street and also questioning whether or not
a street near the railroad would he feasible. It was moved by Alderman
S~abo and seconded by Alderman Bolek to table the motion and refer said
plat back to the Municipal nevclopment Committee and Plan Commission for

report: "Your Committees on Streets and
Traffic and Finance have investigated the
bids for a 4-wheel tractor for the street aepartment and has found
(1) bids of the two lowest bidders, Case & Massey Ferguson, did not
meet requirements of the department (2) Unanimous agreement in the
street. department indicated the purchase of the Caterpillar ~ractor,
and (3) the spread in the bid price between recommended anrl lowest
comparable price offered .was $879. We therefore recommend that the
bid of Patten Tractor & Equipment Company for a Caterpillar #922 he
accepted. at a cost of $18,385000 and that the Mayor and City Clerk
be authorized to sign the necessary documents -price 2% less within

moved by Alderman Pren-ch and seconded by Alderman Fjgard that Council
Gnncur in Committee's recommendation. After considerable discussion
concerning the p roperty to be benefited directly by the new bridge,
and the future development of the area, Alderman French and Alderman
Figard withdrew heir motion to advertise for bids and deferred a
decision of the Committee for two weeks.

of MFT funds .to be known as Section 70, 71CS, 73CS, and 72CS, and has
found that rrevious approval for these projects to be estimated and
prepared for state approval ~as gtv~n by Council except for Section
73-CS (the improvement of Everett tane from Plainfield Avenue to Wehster
Lane), and.recommend· the approval of the said resolutions by the City
Council. It was moved by Alderman French and seconded by Alderman

Request three-way s_.!££_;_ Alderman French, Chairman of the Streets
Webster Lane and Forest ·Ave. and Traffic Committee, reported that the
request made by Des Plaines Safety Council,
Inc. for a three-way stop at the junction
of Webster Lane and Forest Avenue was referred to the Traffic Commission
at a meeting of the City Council held December 20, 1965.· The Traffic
Commission does not indicate a need for traffic control hefore further
development of the area ( demands re-study and the Streets and Traffic
Committee therefore· recommends no action be taken at this time. It was

of adding eighty stalls to the Dumberland
Parking lot when there is a need for 180 and suggested that a meeting
with the Chicago and Northwestern Hailway b<e set to discuss the commuter
parking lots problem. ·

Library Comm~ttee report Alderman Czqbakowski, Chairman of the
Library Committee, made the following
report: A special meeting of the Library
Board has been called' for 8 P.N. ,_FPbrnary 9th, to meet ·hrjth Aldermen
and interested officials to discuss a nnmber of library related subjects
ihat Council ~embers.have expressed an interest in.
At the January meeting of the Library noard the board's presirlent
and secretary were a vthorized to sign the contract with the architects
who will design the proposed library addition as soon as the contract
has been approvea an~ received from the City Attorney~ Thjs contract
calls for paYment for preliminary plans, but should the City Council
deny a referend1un request, or shonld the referendum fail, the contract
for further work then becomes voi~. The Ro~rd inctic~ted it expE,cts to

by April or l\Iay.
The Libra~y noard appro~ed a resolution approv'ng a Public Ljbrary
syst~m to be e established for North Suburban Cook County and surrounding
< territory, designating Mr. Vincent, a hoard member, to be the De s Plaines
Library's ca~didate for the Region Five board which will serve this area.
Lists of Bns]ness and Educational magazines available at the Library were
sent to 1 ()7 industrial plants and C?pies of s a id lists are available to
any interested alderman.
